The Board of Adjustment is currently is need of an Alternate
Member, a vacancy which was created when Gilbert Finesilver was
recently appointed as a Regular Member. The current membership
of the Board of Adjustment is as follows :

therefore recommended that the Village Council appoint John R.
Taylor to serve as an Alternate Member to the Board of
Adjustment, with said two-year term expiring on June 13, 1999 .

BOARD OF ADJUSTMENT •
The Board shall consist of five regular members appointed by the Village
Council who shall serve without compensation and for a term of three years.
In addition to the regular Board Members, two additional members, to be
designated as Alternate No. 1 and Alternate No. 2, shall be appointed to
serve in that order at meetings of the Board when necessary for any reason
and to have . at all times three voting members on said Board as a quorum.
Alternate members shall be appointed for two year terms. Members of the
Board may be removed from office by the Village Council upon written charges
and after public hearing.

6/94 AMERICAN EMBASSY, HONDURAS
As Budget & Fiscal Officer in the Joint Administrative Office of the U.S. Foreign Service in
Honduras, responsible for providing financial service to 14 U.S. Government agencies and
for managing allotments totalling $21,000,000.
Responsible for supervision of 14 Foreign Service employees.
Management and Judicious handling of funds allotted to various agencies to ensure that
• requirements of applicable laws and regulations were met and that resources of each fund,
and appropriation, were applied only to the purpose authorized by law.
Formulated and prepared financial plans and budget estimates for various Department of
State units, and advised other agencies in this regard.
Established and proactively maintained an appropriate management/internal controls
system that ensured physical and human resources entrusted were safeguarded against
waste, fraud and unauthorized use; obligations and costs incurred complied with applicable
laws; and revenue and expenditures pertaining to the operation were promptly recorded and
accounted for in accordance with Department procedures.
Created automated programs to produce work output in a more efficient manner.
Kept current the Inter-Office Disbursement Reconciliation Report, Travel Advance
accounts and the Suspense Deposits Abroad account.
Aggressively set up systems for cost savings that allowed Department to do more with less.
Incorporated automated reconciliation process which enabled cashier to accomplish in less
than an hour what used to take a full day.
Instrumental in initiating a plan to slash $650,000 from accounts when an unprecedented
budget cut was imposed. Plan enabled department to have surplus of funds.
