This letter is to confirm the action of the Village Council of the Village of Tequesta at the Public
Hearing held during the Village Council meeting on June 12, 1997 approving your application
for a variance to the code for the construction of an addition to the Church with a corner side
yard setback of 10.6'(feet)' lieu of 20' (feet) setback, as required by the code.
As you are aware, this proposed project must be reviewed by the Village Council for Special
Exception Use and Site Plan Review and will be placed on the agenda of the special Council
meeting scheduled for Thursday, July 10, 1997, beginning at 5:30 P.M., in the Village Hall
Council Chambers, 357 Tequesta Drive, Tequesta. You and/or your representative must be in
attendance at this meeting to present your application and to answer any questions the Council
may have.

Staff Report and Recommendation
First Presbyterian Church of Tequesta/East Wine Addition: First Presbyterian
Church of Tequesta, property owner and applicant; John Holton, agent. Request
for plan approval. The property is located at 482 Tequesta Drive and is in the
Sinigle Family Dwelling(R 1A)zoning district.
Background
The subject property is located at the southwest corner of Tequesta Drive and Point
Drive, 482 Tequesta Drive. It has an approximate area of 4.5 acres and is within the
Single Family Dwelling(R=1A)zoning district.
Currently existing on the property is a church and pre-school.
The general area is residential in nature. To the south, southeast and west of the subject
property there exists single family dwellings, also within the R-1A zoning district. To the
north, across Tequesta Drive, is an unincorporated single-family residential subdivision.
East, across Point Drive, is the Whitehall Condominium, zoned Multiple Family Dwelling
(R-2).

The applicant intends to construct an addition of thirty-two feet(32')by fifty feet(50')to
the east end of the existing church structure. The proposed addition is intended to be used
for church choir practice and to include handicap facilities(according to the American
Disabilities Act of Congress),which are not currently existing within the main church
structure. This proposed site work has been reviewed by the Village of Tequesta
Development Review Committee(June 17, 1997).
A variance for nine and four-tenths of a foot(9.4') from the required tewnty(20)foot
corner yard setback,where the applicant proposes to construct the addition,was approved
by the Village Council during a regular Council meeting on June 12, 1997.
Development Review Committee and Village Staff Review
On the proposed site plan, the applicant does not indicate the finished floor elevation,
which is required. Also, a previously approved landscape plan by the Village Council
(February 8, 1996)is currently underway(Phase II of III). The applicant should continue
with the approved landscape phasing schedule until the approved landscape project is
completed. In addition, as a result of the proposed structural addition, any corresponding

required landscaping(according to Ordinance 377, Village of Tequesta) should be
included with the proposed plans and indicated on the appropriate building permits, if this
petition is to,be approved.
Staff Recommendation
The proposed site plan,with appropriate conditions, is a reasonable proposal for the
subject property, located in a Single Family Dwelling(R-1A) zoning district, and could be
implemented. As the comments made by the Development Review Committee and Village •
Staff apply to the submitted plans, if the applicant's request is considered for approval by
the Village Council, staff recommends approval with the following conditions:
1. That the finished floor elevation be indicated on the proposed plans;
2. That the applicant continue with the implementation of the previously approved,
landscape plan, Village;Council meeting,February 8, 1996, (the applicant is currently
implementing Phase II of III of said plan) in good faith; and
3. That the applicant include plans for landscaping, which may be required as a result of
the proposed addition(according to Ordinance 377 of the Village and the Community
Development Director), with any required building permits for the project.
