VILLAGE MANAGER' S REPORT
AUGUST 11, 1997 - SEPTEMBER 5, 1997
During this reporting period, there were 131 recorded telephone
calls to the Village Manager' s Office.
• Attended FOP Collective Bargaining Session at 2 :00 p.m. on
August 12th.
• Met with representative from Nichols Sanitation at 1 :30 P.M.
on August 13 concerning Franchise Agreement .
• Met with Faye Winters, Bureau of Land Management, at 2 :30
P.M. on August 13 regarding National Public Lands Day
(Jupiter Inlet Coordinated Resource Management Plan in
Tequesta. )
• Met with Mayor Schauer at 4 :30 p.m. on August 13th.
• Attended Village Council Meeting at 7 :00 p.m. on August
14th.
• Met with Chief Allison at 12 : 00 noon on August 15th
regarding FOP Contract Negotiations.
• Met with Councilmember Hansen at 4 : 00 p.m. on August 15th.
• Attended Supervisory Training Session on Safety at 2 :30 p.m.
on August 18th.
• Attended Closed-Door Session with Village Council concerning
Collective Bargaining Negotiations at 4 :30 p.m. on August
18th.
• Letter to Steve Parker regarding reappointment as regular
member to Community Appearance Board.
• Letter to Village Attorney regarding recordation of Alley
Abandonment and Utility Easement, Jupiter in the Pines,
Section B.
• Letter to Barry Epstein advising of Councilmember Cameron' s
appointment as Tequesta representative to Palm Beach County '
Commissioner Burt Aaranson' s Derail The Bullet Train (DEBT)
Committee.
■ A staff meeting was conducted at 10 :00 a.m. on August 19th,
wherein the following items were discussed:
1. Director of Community Development was asked if
confirmation was made regarding the University of
Florida estimate of permanent population.
2. Director of Community Development was asked the status
of the meeting with the Fehlhaber' s.
3. Director of Community Development was asked the status
of the Adelphia Cable Fiber Optic Cable plans for Old
Dixie Highway to County Line Road.
4. Director of Community Development was reminded that the
Local Planning Agency Workshop Meeting Agenda for
Thursday, August 28 was due to go out on Friday, August
22nd.
5. Director of Community Development was asked status of
Bureau of Land Management Site Plan Review for the
Jupiter Inlet Natural Area U.S. Highway 1 and State Road
707 .
6. Director of Community Development was asked status of
the hiring of the Planner.
7. Director of Community Development was reminded that the
Ordinance regarding an increase in the Department of
Community Development fees was to be an agenda item for
the September 11 Village Council Meeting.
8. Director of Community Development was asked about the
notification of the commercial property owner on
Tequesta Drive in regard to the right-of-way
abandonment .
9. Director of Public Works was asked about the status of
the Seabrook Road project .
10. Director of Public Works was asked the status of the
overlay of roadways in the Dover Road area.
11. Director of Public Works was asked the status of the
CDBG Grant and the CCNA Selection of Engineering Firm.
12. Director of Public Works was asked about providing a
dumpster for the National Public Lands Event to be held
in Tequesta on Saturday, September 27, 1997.
13. Director of Public Works was asked the status of the
Country Club Drive Traffic Calming Devices plans.

14. Director of Finance was reminded about the Display
Advertisement for the Second Budget Hearing.
15. Director of Finance was asked the status of the
Ordinance for the adoption of the Village budgets and
millage rate.
16. Director of Finance was asked about the adoption of the
Assessment Rates for Solid Waste and Stormwater Utility
for the September 11 Village Council Meeting.
17. Director of Finance was asked the status of the
Ordinance regarding the Employees' Pension Trust Fund
Administrative and Actuarial Services for the September
11 Village Council Meeting.
18. Director of Finance was asked the status of the Finance
& Administration Committee assuming the role of the
Audit Committee for some time in September.
19. Water System Manager was asked the status of the Water
Rate Ordinance for . the September 11 Village Council
Meeting.
20. Staff was asked to comment on the newly implemented
standardized mail procedures.
21. Director of Community Development advised that the
Bureau of Land Management Modified Site Plan would be
ready for the September 11 Village Council Meeting.
22. Director of Community Development advised that the
Ordinance Increasing Permit Fees would be ready for
First Reading at the September 11 Village Council
Meeting.
23. Water System Manager advised that the contract for the
Storage Tank Demolition would be an agenda item for the
September 11 Village Council Meeting.
24. Chief of Police advised that the surplus
furniture/equipment would be an agenda item for the
September 11 Village Council Meeting and also advised of
auction on Saturday, September 27th.
25. Chief of Police sought direction relative to driveway
repair in light of the possible ENCON sewering project.
26. Chief of Police inquired about the screening of the
dumpster on the Village Hall property.

• 27. Chief of Police advised that he and the Fire Chief were
working on a new ordinance to address alarms and alarm
permits and fees.
28. Director of Public Works advised that the annual
striping contract for the Village roadways would be an
agenda item for the September 11 Village Council
Meeting.
29. Director of Public Works reported on status of Traffic
Calming Devices on Country Club Drive.
30. Director of Finance advised that the non-ad valorem
assessments for Solid Waste and Stormwater Utility would
be an agenda item for the September 11 Village Council
Meeting.
31. Director of Finance advised that the Employees' Pension
Trust Fund Administrative and Actuarial Services would
be an agenda item for the September 11 Village Council
Meeting.
32. Director of Finance advised that the Department of
Revenue required certain reporting information in regard
to the Utility Service Tax by September 1, 1997.
33. ' Director of Finance. advised of new requirements for bulk
postage pertaining to computerized changes in mailing.
34. Director of Finance reported on the Florida Department
of Labor and Employment Securities Program entitled
Wages Work Experience Program.
35. Fire Chief inquired as to the relevancy of the frequency
of the "First Call" for Reporting Employee Injuries.
36. Fire Chief suggested an administrative policy might be
in order regarding injured employees being sent to the
Fire Rescue Department for treatment as opposed to
treating themselves, per the Safety Training Session
held recently.
37. Fire Chief reported that, for next year' s budget, the
Intergovernmental Coordinating Committee' s funding of
the Hazardous Material Response Teams would generate
approximately $85, 000 to $100, 000 to the Village of
Tequesta chosen as one of the four Hazardous Response
Teams in the County.
38. Staff was advised of arrangements for the removal of the
old and delivery of the new furniture.

• 39. Staff was reminded to submit the surplus list from their
specific departments for distribution at the next staff
meeting prior to the September 11 Village Council
Meeting.
■ Attended meeting with Director of Community Development and
Village Planning Consultant regarding Comprehensive Plan
Elements for the Local Planning Agency Workshop.
■ Letter to sponsors of Community Map and Guide thanking them
for their sponsorship.
■ Attended Closed-Door Attorney/Client Session concerning
litigation in the Village of Tequesta v. Loxahatchee River
Environmental Control District at 6 :30 p.m. on August 25th.
■ Met with Lt . Garlo regarding FOP contract negotiations at
3 : 00 p.m. on August 26th.
■ Attended FOP Collective Bargaining Session at 10 : 00 a.m. on
August 27th.
■ Met with Mayor Schauer at 4 :30 p.m. on August 27th.
■ Attended Local Planning Agency Workshop Meeting at 7:00
p.m. on August 28th.
■ A Staff Meeting was conducted at 10 :00 a.m. on September
2nd, wherein the following items were discussed:
1. Chief Allison and Director of Public Works were reminded
about follow up items per the Public Safety Committee
Members direction in regard to traffic calming devices.
2. Director of Community Development, Finance Director and
Director of Public Works were reminded of the upcoming
Department of Housing and Community Development Sub
Recipient Workshop Meeting scheduled for September 11, in
regard to the CDBG Block Grant .
3. Director of Community Development was asked the status of
the Fehlhaber meeting.
4. Director of Community Development was asked about the
proposed annexation agreement for property located on
U.S . Highway 1 .
5. Director of Community Development was asked the status
of the DRC for the RO Plant .

6. Director of Community Development was reminded of the
outstanding Agreement for ingress/egress to the Village
of Tequesta' s Public Services Facility on Bridge Road as
it relates to the Landscape Ordinance No. 377 Plan Review
for Bridge Road Shops on September 11 Village Council
Meeting Agenda.

7. Director of Community Development was asked status of
hiring of the planner for the Department of Community
Development .
8. Director of Community Development was reminded of the
Transportation Study Meeting to be held at the Town of
Jupiter on September 8th.
9. Director of Finance was asked if the report to the
Department of Revenue regarding Utility Services Taxes
had been forwarded.
10. Surplus furniture/equipment lists were distributed to
Department Heads for review prior to the September 11
Village Council Meeting.
11. Director of Public Works advised that the overlay of
Seabrook Road from Tequesta Drive to just beyond Willow
Road would begin on or about September 15th.
• Met with Mayor Schauer at 12 :00 noon on September 2nd.
• Attended meeting with Director of Community Development and
Staff and Fehlhaber representatives regarding Tequesta
Plaza at 3 : 00 p.m. on September 2nd.
• Memorandum to Water System Manager and Director of Finance
regarding PRMG Financial Feasibility Report data needs
request .
• Letter to Ms. Haberman, owner, The Tanning Place & Spa,
approving temporary signage/banner for Grand Opening.
• Memorandum to Village Council regarding Village Council
Priorities; Status Report.
