Bradford, Village Manager /' ;e0, Date: July 18, 1996 Subject: Request for Direction Relative to Amending Pavers at Entrance to Tequesta at Martin County Line; Agenda Item Attached hereto, please find a copy of correspondence from the Tequesta Country Club Community Association wherein, amongst other things., the Association requests that the Village undertake some sort of repair work to the pavers that were installed at the new wall entrance sign on Country Club Drive at the border with Martin County. As you may know, the paver blocks were intentionally designed for two purposes as follows : 1) A visual impact on the driver from color and textural changes . 2 ) Physical impact on the driver resulting in vibrations . The intentions of the pavers were to cause drivers to slow down upon entering the Village. Whether the intent is being accomplished is not the question. What is at issue is the noise generated by vehicles generated crossing the pavers . The noise referenced by the Association is an undeniable fact. Since what is occurring at this site was a designed intention, I would like to have Village Council authorization to modify the same as indicated in the attached correspondence from Gee & Jenson as a change order to the next paving contractor the Village has to eliminate the noise from the pavers . A Village Council motion to this effect would be appreciated. TGB/cm f .> Tequesta Country Club Community Association P.O. The pavers used in the road way to slow traffic, create an annoying noise to the neighbors nearby. I would like to ask that the Village look into the possibility of correcting the situation. Some of the pavers are starting to break, so some kind of maintenance or repair will be required soon. Can the village pave over the pavers, or do something to quiet them down? 2) The Village had set aside approximately$22,000.00 for street light improvements for Country Club Drive but there seems to be a problem getting agreement from all the affected property owners as to were they want the lighting. As I understand it, if agreement isn't reached in the near future, those dollars will be returned to the general fund. I would like to ask that those funds be set aside for improvements along Country Club Drive, such as landscaping. Either at the gates to the Country Club, along Country Club behind the homes on Yacht Club Pl., or other areas that we designate through a combined effort with TCCCA, and the Village. 3)I want to thank the Village for the landscape improvements along Tequesta Dr. They really look nice. I have received numerous positive comments from neighbors and everyone is happy with the improvements. I would like to ask if the Village would consider a similar road improvement effort along Country Club Drive. I think it would enhance the area and would help to slow down traffic as well. Thank you for your time and consideration of these concerns. If you would like to discuss these items more specifically please feel free to contact me at any time. Box 3273 Tequesta, FL 33469 Re: Modification to Stamped Concrete on Country Club Drive At County Line • Dear Gary: As requested, we have reviewed the situation of the existing stamped concrete at the above referenced location. We believe the most economical way to eliminate the vibration noise created by the stamped concrete would be to scarify the concrete, tack the roadway for approximately 50 ft either direction of the stamped concrete and pave a 1" asphalt overlay of the associated area. Providing that you do this work during a time you have other asphalt work being done in the area, the cost for this should be minimal. Should this be done as an individual project, the cost would be somewhat higher due to the necessity of mobilization and installation of a small amount of asphalt. Should you have any questions regarding this matter, please do not hesitate to call. Very truly yours, • Allan F. Oslund, PLS Project Manager AFO/bf • 96-004./102 cc: Tom Bradford f:lafotpaverftr.doc
