Subject: Lighthouse Gallery 32nd Annual Art and Crafts Festival; Request to Use Public Property and Temporarily Close Public Right-of-Way; Agenda Item Attached hereto, please find correspondence of April 15, 1995, relative to the proposed 32nd Annual Lighthouse Gallery Art and Crafts Festival. The event is a two-day undertaking. Accordingly, the Lighthouse Gallery is requesting the following: • Barricade Tequesta Drive from Mars Avenue west to Seabrook Road. ■ Use of Gallery Square North parking area for exhibitors and other areas. • Use of the Village on the Green and portions of the Village Hall property. A copy of the exhibit area layout map is also included for your reference. Previous issues of ingress and egress have been sufficiently covered so as to minimally impact provision of public safety services to the general public. Therefore, it is recommended that the Village Council approve this request conditioned upon the following: 1 ) Alcoholic beverage sales shall be limited to beer and wine and a permit for the same shall be secured pursuant to Section 3-2 of the Tequesta Code of Ordinances . A temporary license from the County shall', also be required and the Lighthouse Gallery must have liability coverage specifically related to alcoholic beverage sales . 2 ) Parking arrangements satisfactory to the Police and Fire Chiefs must be provided on the Village Hall site to accommodate the personal vehicles of police officers, firefighters, dispatchers and other Tequesta employees . 3 ) Strict control of pedestrians must be maintained to insure. safe and adequate ingress and egress of all Village of Tequesta vehicles, as well as lolly the trolly. Village Council May 5, 1995 Page 2 4 ) Prior to the event, provide the Village with a certificate of liability insurance in the amount of $1, 000,000 naming the Village of Tequesta as an additionally insured. 5 ) Lighthouse Gallery shall be responsible for clean-up. 6) Provision of a minimum of two (2) off-duty Tequesta police officers for proper traffic control and public safety.' 7 ) Provision of necessary barricades and traffic control signs for the event. 8) Require the Gallery to notify all adjacent impacted properties of the event to enable them to protect their property accordingly. 9 ) Trolly not allowed to stop. or drop off or pick up passengers in the Village Hall exit driveway. The Gallery has requested that since this is an annual event, they would like to receive permanent approval of the same with the provision that all stated conditions be met. This event is, thankfully, growing. It is only the second year where it has been expanded to include Village Hall and Village Green property. The request for permission has become routine and is handled on the consent agenda. Accordingly, I do not feel comfortable granting the Gallery "permanent approval" . Periodic monitoring of the event and adjustment of procedures and conditions in response to circumstance and events is the more cautious and conservative way to approach the event. Bradford, Manager Village of Tequesta 357 Tequesta Drive Tequesta, Florida 33469-0273 Dear Mr. Bradford: • On behalf of the Lighthouse Gallery Board of Directors and the Committee for the 32nd Annual Arts and Crafts Festival to be held on Saturday, November 18 and Sunday, November 19, 1995, I would like to request your permission for the following: . 1. Barricade Tequesta Drive from Mars Avenue west to Seabrook Road. 2 . Use of Gallery Square North parking area for exhibitors and other activities. 3 . Display banners on Tequesta Drive to advertize the event. 4 . Use of the Village on the Green, the parking spaces that faces the grassy area, and the grassy area in front of the Village Hall. This was approved last year with provisions made for parking for the Police Department and consideration of the sprinklers in the park. (1994 map layout attached) . We agree to the following conditions: 1. Prior to the event, we will provide the Village with a certificate of liability in the amount of $1,000,000 naming The Village as an additionally insured. 2. Lighthouse Gallery will be responsible for clean-up. 3 . We will provide a minimum of (2) two off duty Tequesta police officers for proper traffic control and public safety.. . 4 . Provide barricades and traffic control signs. 5. Prior to the Festival residents impacted by the event will be notified to enable them to protect their property accordingly. 6 . Arrangements will be made to ensure that the Trolley is not allowed to drop-off or pick up passengers in The Village Hall exit drive- way used by the Fire-Rescue Department. We complied with this request last year and there were no problems. Since this is an annual .event I would like to request the Village. Council to give consideration to granting permanent approval with the provision that all preceding stated conditions be met. Thank you for your cooperation and support of the Lighthouse Gallery.
