Hall, Water System Manager DATE: April 28, 1995 SUBJECT: R.M.A. Proposal for Upgrading Controls di, In this year's budget, we have allocated funds for painting the steel filters and piping at our Water Treatment Plant. In preparation of this task, we have come to realize that some work is required on the filter controls to regulate proper backwashing of these units. Due to the seriousness of this backwash function, and its priority within the scope of operations, we need to address mechanical functions prior to aesthetics. To undertake this task, we have solicited the services of Reese, Macon & Associates to review our operational problems associated with these units and would like them to design a new probe system to automate the backwash function. Attached you will find a proposal from R.M.A. in the amount of $8,500.00 to assist the department with this work. Funding will be provided through the Water Enterprise Fund, Renewal and Replacement Account having a line item budgeted amount of $35,000. We will move the painting into next year's budget for FY 96. Hall, Water System Manager RE: Water Treatment Plant Rehabilitation Dear Tom: We are pleased to submit this proposal for engineering services in connection with the rehabilitation work at the Village's water treatment plant. REESE, MACON and ASSOCIATES, INC., hereinafter referred to as the Engineer, shall perform the services as documented below for the Village of Tequesta, hereinafter referred to as the Client. SCOPE The following specific tasks will be performed by the Engineer: 1. Prepare plans and specifications for the following: a. Modify the filter vessels controls and piping to operate with probes within the vessels to assist in the backwash operations. b. Replace the surge tank with a similar size unit as exists today. c. Replace corroded control valves and supports around the filter vessels. 2. Provide an estimate of construction cost. 3. Assist the Owner in securing bids, review Contractor qualifications, make recommendation of award and attend Council meeting at time of contract award. 4. Prepare contract documents, administer the construction contract and make periodic site visits to review general work progress and conformance to the contract documents. It is assumed that the Owner will perform routine day-to-day inspection of the Contractor's work. If the Owner desires, the Engineer can provide this service. 6415 Lake Worth Road • Suite 307 • Lake Worth, FL 33463-2907 Telephone (407)433-3226 • Facsimile (407)433-8011 The above scope is predicated on the assumption that the Client shall furnish, at no cost to the Engineer, all available pertinent information including previous reports, plans, specifications, permits and other data relevant to the performance of the above services for this project. TIME OF PERFORMANCE The Engineer will commence work within (fifteen) 15 days of receipt of an executed authorization. FEES For Scope Items 1 - 3 the Engineer shall be paid a lump sum fee of Eight Thousand Five Hundred Dollars ($8,500.00) plus any applicable sales tax and reimbursement for non-salary expenses including, but not limited to, automobile travel at $.30/mile, reproduction and long distance telephone. For Scope Item 4 the Engineer will submit the fee for this portion of the work at a later date at least 30 days prior to construction. This is due to the uncertainty of our involvement during construction which will be discussed with the owner during the design process. Project Manager $65.00/HR. Senior Engineer $60.00/HR. Engineer/Sr. Technician $52.50/HR. Designer $45.00/HR. Draftsman $37.50/HR. Technician $35.00/HR. Secretary $25.00/HR. If services are required in the performance of the above scope, beyond those normally provided by the Engineer, which must be sublet, the Engineer shall order the work after obtaining the written authorization of the Client. The subcontractor shall bill the work directly to the Client. If the Engineer is requested to subcontract the work directly, a 10% handling charge will be added to the subcontractors invoice. Invoices for services rendered are issued on a monthly basis and are due within thirty (30) days of the invoice date. Interest at a compound rate of one and one-half percent per month shall be charged to any past due statements. Interest shall be computed on past due statements from the date of the invoice. -2- 4. COST ESTIMATES Construction cost estimates are developed from knowledge of market conditions and based on the experience of the Engineer. However, the Engineer exercises no control over the competitive bidding process and, therefore, makes no guarantee of the accuracy of the estimate when compared to previous estimates or actual bids. TERMINATION This agreement may be terminated by either party by giving thirty (30) days written notice. The Engineer shall be paid for all services rendered prior to the termination date. ACCEPTANCE Acceptance of this proposal may be indicated by executing this document in the space provided below. This contract shall be considered void if not executed within thirty (30) days from the above date. Upon execution of this agreement the Client shall return one copy to the Engineer.
