Subject: Consideration of Bid Award for Additional Storm
Drainage on Fairway East; Agenda Item
As you may recall, the Fairway East area of Tequesta Country Club
was hard hit by the floods in October. The roadway is in the
same area as the proposed new storm drainage and is scheduled to
be rebuilt by Hardrives with FEMA money very shortly. The
proposed drainage improvement will address a standing water
problem (ponding) , but is not intended to provide relief
sufficient to avoid the flooding that occurred in October.
Therefore, this improvement is not more important than any other
drainage project in the Village. It is just that we wish to do
this work now, prior to Hardrives rebuilding the damaged portions
of the road from the October flood, to avoid making such drainage
improvements after a rebuild of the roadway.
There is another alternative that may save money that we are
reviewing and that is to only provide one or two inlets on the
south end of Fairway East, and then re-pave Fairway East and
Fairway West, building a proper crown on the road. The down-side
to this is that ENCON could come back shortly and destroy the
pavement and some people on Fairway East may be expecting new
inlets . I only mention this now so that you will be aware if we
• choose to pursue this approach with the funds you appropriate.
Currently, I favor doing the drainage work proposed on your
Agenda.
It is recommended that the Village Council approve the award of
this drainage project to Rosso Paving and Drainage, Inc .

Dear Thomas,
On Friday April 12, 1996, we solicited proposals from Four Jay's Construction, D.S.
Eakins Construction, Corporation and Rosso Paving for the above referenced services.
One copy of each of the bids is enclosed. The bids came in as follows:
Unit Price Construction Cost
Four Jay's Construction $ 22,950.00
D.S. Eakins Construction, Corp. $ 33,200.00
Rosso Paving $ 20,925.00
We have reviewed these bids and the apparent low bidder is Rosso Paving at
$20,925.00, we would recommend acceptance of Rosso Pavings bid for the above
referenced amount.
Since there are some unknowns on this particular project such as water lines, water
services and irrigation, we would recommend an additional 15% contingency to be
added to this bid, which would bring the total Construction Cost to $24,000.00. Should
'you have any questions regarding this matter or need additional information please do
not hesitate to call.
