Subject: Citizens Priorities Committee Outline; Agenda Item
The Finance and Administration Committee has recommended, and the
Village Council accepted, the notion of the establishment of a
Citizens Committee or Task Force for the purpose of assessing the
demands faced by the Village and prioritizing the same. This
undertaking is limited to the establishment of the projects to be
undertaken by the Village Council over the course of the next
year. Traditionally, once these priorities have been
established, they have been given to the Village Manager for
assignment, who is thereafter evaluated on this and other
performance criteria. It was in May of 1995 that you established
the five priorities that I and the staff have been working on for
the last year. Therefore, it is most appropriate to re-establish
new priorities as objectives . Once the Citizens Priorities
Committee is established, I will provide a listing of potential
projects for the citizens ' consideration, just as has been done
with the Village Council in the past. Of course, the citizens
may add to the list which is fully anticipated since they may
well be aware of needs that have not yet been expressed to
Village Council and/or staff .
It is recommended that the Citizens Committee consist of the
following representatives :
1) A neighborhood representative from each of the following
neighborhoods :
• Tequesta Country Club
• Tequesta Country Club Point
• Bayview Terrace, Shady Lane, Bay Harbor
• Jupiter in the Pines
• Tequesta Gardens
• Tequesta Pines
• Chapel Court
• Cypress Ridge, Cypress Villas, Georgetown, Windemere

• Beach Road
• Shay Place
2 ) Contrarians . These people, and I won ' t mention their names,
if not included in number one above, should have a seat at
the table to provide the committee members with alternative
prospectives .
3) Two Chamber of Commerce appointees having their principal
place of business located within Tequesta.
The total committee membership should not exceed 14 or it will
become virtually impossible to achieve the task. And the task
will be to produce a priority list of projects to be undertaken
by the Village and to make said report within 30 days of its
creation to the Village Council .
With this in mind, I have prepared the attached Resolution for
your consideration to enable the process to commence forthwith.
Please be thinking of such persons to appoint so that, perhaps,.
on May 9th, you can appoint same by motion of Village Council and
the work can commence.

RESOLUTION NO. 25-95/96
A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH . COUNTY,
FLORIDA, CREATING THE CITIZENS PRIORITIES
COMMITTEE.
WHEREAS, the Village Council has determined that it is
necessary to set forth an effective plan for project
accomplishment over the course of the next year; and
WHEREAS, a body of knowledgeable and interested citizens is
needed to review the issues and demands facing the Village in
order to make recommendations to the Village Council relative
to the priorities it shall undertake in the course of the
next year; and
WHEREAS, the Village Council has determined that is in the
best interests of the Village to create the Citizens
Priorities Committee for such purposes .
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
Section 1. 'There is hereby created within the Village of
Tequesta a Citizens Priorities Committee to consist of
citizens appointed by the Village Council . This Task Force
shall expire on July 1 , 1996 .
Section 2 . The powers and duties of the Citizens Committee
shall •be advisory to the Village Council and no right or
claim in favor of any person or party to any proceedings.

Section 3 . The Citizens Committee shall review and make
recommendations to the Village Council regarding issues and
projects to be undertaken by the Village Council and its
appointed staff over the course of the next year.
Section _4. The Citizens Committee shall elect a Chair and a
Vice-Chair from among its members . The Citizens Committee
shall meet at regular intervals to be determined by it and at
such other times as the Chair or Citizens Committee may
determine. The Citizens Committee shall keep a properly
indexed record of its actions and resolutions .
Section 5 . The Citizens Committee shall prepare at least one
report to the Village Council for the purpose of making the
necessary recommendations referenced herein.
THE FOREGOING RESOLUTION was offered by Councilmember
, who moved its adoption. The motion
was seconded by Councilmember , and
upon being put to a vote, the vote was as follows :

The Mayor thereupon declared the Resolution duly passed and
adopted this day of , 1996 .
