MINUTES
ENVIRONMENTAL ADVISORY COMMITTEE (EAC) MEETING
VILLAGE OF TEQUESTA, FL
NOVEMBER 8, 2023 2:00 PM VILLAGE COUNCIL CHAMBERS
CALL TO ORDER AND ROLL CALL
The meeting was called to order at 2 PM. by Chair Bradford. A roll call was taken by Deputy
Village Clerk Mary Ann Grieser.
Present were:
Chair Bradford, Member Freese, Member Redman, Member Wenta and Member Shearouse.
Absent were:
Member Damon.
Late were:
Vice Chair Namath arrived at 2:06 PM.
APPROVAL OF AGENDA
Member Freese made a motion to approve the agenda; Member Redmond seconded the motion.
Motion (Carried 5-0)
COMMUNICATIONS FROM CITIZENS
There were none.
PRESENTATIONS
1. LEED For Cities Presentation, with presenter Bill Whiteford, Planning and Zoning
Administrator, Town of Jupiter Inlet Colony
Mr. Bill Whiteford, Planning and Zoning Administrator for the Town of Jupiter Inlet Colony,
created a powerpoint for the Group. His presentation focused on LEED (Leadership in
Energy & Environmental Design). Topics related to LEED included: certification, size,
rating system, framework, processes, plans, milestones, usefulness, program goals,
credits, points and scoring, next steps, and courses and education.
The Committee had questions regarding residential surveys, communication, action plans,
and incentives for LEED,

MOTION: Vice Chair Namath, EAC Vice-Chair made a motion to approve the Consent
Agenda; Member Freese seconded the motion. Carried unanimously 6-0 (absent: EAC
Member Damon).

3. Updates from EAC Committee Members on Assigned New Initiatives for GHG
Reduction Actions
Specific Assigned GHG Reduction Elements:
A. LEED
1. Communications/Pamphlet & LEED Presentation— Jill Wenta, EAC
2. LEED Incentives -Michele Shearouse, EAC
B. Potential GHG Reduction Grants Research — Brad Freese, EAC
C. Communication with LRECD for GHG Reductions— Thomas Bradford, Chair, EAC
D. Shoreline Protection Actions — Russ Redman, EAC
E. Perchlorates (Monitoring)— Brad Freese - EAC
F. Increased Recycling
1. Tequesta Facilities - Clay Damon, EAC
2. Business/Commercial Facilities- Jessica Namath, Vice-Chair, EAC
G. Green Infrastructure— Not Assigned
H. Green Buildings — See LEED Above
Member Wenta mentioned several surveys that had been conducted several years ago,
and would try to get copies of them.
Member Shearouse recommended social events for feedback from residents.
Member Freese would send grant information to Community Development Director
Hubsch.
Chair Bradford had not heard from the Director of the Loxahatchee River District, once
again.
Community Development Director Hubsch had attended a Living Shoreline Meeting in
Martin County and would share some ideas at an upcoming meeting.
Vice Chair Namath would need to obtain the Waste Management contract for the Increased
Recycling item.
NEW BUSINESS
4. Development of a Consistent Way to Inform Tequesta Citizens on the Importance of
Environmental Protection and Enhancement Using Smoke Signals and Other VOT
Media Platforms
Chair Bradford concentrated on "conservatives" and provided a breakdown of the Village's
political parties. He offered his opinion on conservative views.
He believed using certain terminology was important when wording survey questions for
conservatives.
Member Shearouse felt it should be approached in a non-partisan manner, and would like
to see Chair Bradford's points apply to all residents.
COMMENTS OF COMMITTEE MEMBERS, VILLAGE COUNCIL LIAISON AND STAFF
Member Shearouse asked for clarity on the LEED survey including possible advantages to
residents, in addition to adding social events and communication to the survey ideas. She would
like to identify bullet points for these areas, focusing on what was most important to residents.
Tracking the results was part of the challenge.

MOTION: Member Freese made a motion to adjourn the meeting Vice Chair Namath, EAC Vice-
Chair seconded the motion. Carried unanimously 6-0 (absent: EAC Member Damon).
