ENVIRONMENTAL ADVISORY COMMITTEE (EAC) MEETING
VILLAGE OF TEQUESTA, FL
JUNE 8, 2022 2:00 PM VILLAGE COUNCIL CHAMBERS
CALL TO ORDER AND ROLL CALL
The meeting was called to order by Chair Tom Bradford at 2:03 p.m. A roll call was taken by
Deputy Clerk Mary Ann Grieser.
Present were:
Chair Tom Bradford, Member Jessica Namath, Member Brad Freese, Member Russ Redmond.
Late were:
Member Marguerite Wilson arrived at 2:05 PM
Absent were:
Vice-Chair Robert Shaw.
APPROVAL OF AGENDA
MOTION: Member Namath made a motion approval of the agenda. Member Freese seconded the
motion. Carried unanimously 4-0.

CONSENT AGENDA

MOTION: Member Namath made a motion to approve the Consent Agenda as
presented. Member Freese seconded the motion. Carried unanimously 5-0.

2. Draft Recommendations to the EAC on the Recreation and Open Space Element, v1
of the VOT Comprehensive Plan for Consideration of the Village Council and Staff
The Committee agreed to table the topic until next month.
NEW BUSINESS
3. Overview of Village Council Workshop Meeting on May 31Pertaining to EAC - Verbal
Report
Chair Bradford updated the group on the discussion from the May 31, 2022 Workshop
meeting regarding the Committee's recommendation of hiring an Environmental Specialist
for the Development Review Committee (DRC) process. The Group also discussed the
May Regular Council Meeting and the resident feedback expressed during that meeting.
The Committee proposed focusing on the beach nourishment topic prior to concentrating
on other items within the code. Chair Bradford asked for assistance in writing memos and
doing research. Member Redmond volunteered to create ordinance language for "dune
restoration grandfathering structures". Additionally, neighboring municipalities would be
researched for comparison.
It was mentioned that code requests were seemingly the most effective manner in which
to create change.
4. Tree City Application
Village of Tequesta Adopt A Tree Program
Request for EAC to Recommend Formal Streetscape Plans for the Village of
Tequesta
Request for Consideration of a New Day of the Month to hold EAC Meetings
Chair Bradford informed the Group of a recent meeting he had with Manager Allen
regarding trees. In addition, he offered a brief history of the Village being a former member
of "Tree City". The EAC was asked if they would be interested in assisting with a
streetscape plan for the Village.
Dead Royal Palm trees along Tequesta Drive were mentioned as Public Works was
apparently waiting to hear from the EAC for direction. Having a diverse group of
streetscape trees was suggested. Tequesta Drive, Seabrook Road and Country Club Drive
could be a part of the streetscape plan going forward. The group recommended Royal
Palms be replaced with a native trees, once they had died off, and the EAC would compile
a list of acceptable native canopy trees. Country Club Drive was currently lined with Live
Oak trees, with a few gaps along the way. Purchasing landscape architecture software
was considered and new streetscape details would be discussed at the next meeting.

Chair Bradford conveyed that Manager Allen suggested changing the EAC meeting to the
fourth (4th) Wednesday of every month. The Committee decided to discuss the potential
change at the next meeting. Member Redmond was fine with any Wednesday in the month
for meetings.
