COMMUNITY APPEARANCE BOARD
MEETING MINUTES
MARCH 13, 1996
I. CALL TO ORDER AND ROLL CALL
The Tequesta Community Appearance Board held a meeting at
the Village Hall, 357 Tequesta Drive, Tequesta, Florida, on
Wednesday, March 13, 1996. The meeting was called to order
at 9 : 34 A.M. by, Vice Chair Vic Strahan. Boardmembers
present were: Vice Chair Vic Strahan, Paul Coben, Claudette
• Dalack, Steve Parker, and Alternate Molly McCormick. Also
in attendance was Joanne McCabe, sitting in for Scott D.
Ladd, Clerk of the Board. Chair Leslie Cook arrived at 9: 50
A.M.
II . APPROVAL OF AGENDA
The agenda was approved with the addition of a presentation
from Village Clerk Joann Manganiello regarding a change in
color for the running path at Constitution Park, to be
placed on the agenda ahead of the scheduled item under New
Business.
III. APPROVAL OF PREVIOUS MEETING MINUTES
1 . The minutes of the Community Appearance Board meeting of
February 28, 1996:
The first paragraph on page 8 contained information
regarding a motion. Vice Chair Strahan requested that
the following sentence be added to the end of the first
paragraph on page 8: "That was not the general consensus
of the Board' s opinion, and was purely Mr. Strahan' s
Recycled Paper

opinion. " Vice Chair Strahan requested that the
Recording Secretary research the tape to locate comments
made by Boardmembers after that motion had been voted on,
particularly Boardmembers Dalack and Nielson, that the
reason for their decision against that proposal was
related purely to the appearance of the application of
the two types of roof structure and that since this was
the Community Appearance Board, that was their principal
reason for their votes against the motion. Vice Chair
Strahan requested that conversation be added to the
minutes .
Motion was made by Boardmember Coben to approve the
minutes of the February 28, 1996 meeting with the
requested revisions. The motion was seconded by
Boardmember McCormick and carried by unanimous vote.
2 . Motion was made by Boardmember Coben, seconded by
Boardmember Dalack, and unanimously carried to approve
the minutes of the Tree Board meeting of February 28,
1996 as submitted
IV. NEW BUSINESS
1 . Request from Village Clerk Joann Manganiello for a change
in color for the running path at Constitution Park.
Village Clerk Manganiello reviewed the original approved
color drawing for Constitution Park, and pointed out that
the colors which the Board had approved for the Plexipave
surface of the basketball court were green with a border
of Sudberry Sand, with the running path to match the
Sudberry Sand border as closely as possible. The Village
Clerk explained that the material for the running track
was Plexitrack, which would be added to the top of the
asphalt surface in approximately a 4-inch layer and would
provide a cushioned surface for running, was only
available in two colors: black and California Red. Ms.
Manganiello told the Board that the cost for California
Red was approximately $2, 400 more than the cost for

black, and that their original request for a color
similar to Sudberry Sand was available as a custom color-
-however, custom colors were much more expensive and
would take time to prepare so that the project could be
delayed. A brief discussion ensued.
Boardmember Coben made a motion to change the color of
the running path at Constitution Park to California Red.
Boardmember Dalack seconded the motion, which carried by
unanimous vote.
Village Clerk Manganiello explained that the Village had
recently acquired the former JTJC building at the park
and that it would be called the Tequesta Recreation
Center . The stucco would be repaired and the building
painted to provide a facelift as a temporary measure if
the money could be found, which the Village Clerk
proposed to be painted the same shade of beige as the
other municipal buildings . Village Clerk Manganiello
explained that landscaping had been improved to meet
Village code.
Boardmember Coben made a motion to allow the Tequesta .
Recreation Center building to be painted in the same
color as the Village Hall . Boardmelnber McCormick
seconded the motion, which carried by unanimous vote.
The Village Clerk commented that the Constitution Park
project was in progress and should be completed when
school was out.
Chair Leslie Cook arrived at this point in the meeting,
at 9: 50 A.M.
2 . An Application from M. J. Anderson Construction Corp. for
revised landscape plans for Cliveden, 425 Beach Road.
Mr. George Gentile, representative for the petitioner,
explained that the Cliveden project had been approved and
had been built . During the course of construction, a
number of agreements had been made with the Lamar
Condominium next door to Cliveden, in regards to the rear

of the project to allow the Lamar facility to use some of
the property for access, to provide more space around
their pool area, and to move the air conditioning units
so that they could be placed where they could be screened
from view. Mr. Gentile further reviewed how the changes
had been accomplished. The landscape architect had been
requested to relocate all of the tall materials from the
rear which might obscure the view from Lamar, and
Ligustrum shade trees had been planted in their place.
The deck area on top of the parking garage had been
revised from only grass with an accent concrete grid to •
a landscaped area, and a fully landscaped berm added at
the rear of the deck with sod, shrubs, ligustrum trees
and a grouping of coconut palms . The concrete grid
accent had been removed in order to provide a view from
the top of the condominium which appeared to be natural
ground. Other landscaping which had been added had been
installed in conjunction with Palm Beach County and DOT' s
program to landscape the road right-of-way.
The Board discussed the changes . Boardmember Parker
expressed his preference for some taller trees in certain
areas .
Boardmember Parker made a motion to approve the revised
landscaping plan for Cliveden with one recommendation to
add three additional Sabal Palms, Washingtonian Palms or
Coconut Palms in the front to the north of the planter.
Boardmember McCormick seconded the motion, which carried
by unanimous vote.
V. UNFINISHED BUSINESS
Chair Leslie Cook brought up the previously discussed
newspaper boxes on U.S. One. ' Joanne McCabe reported she had
spoken to Bob Crum, the property manager at Village Square
Shopping Center, who was going to send letters to the owners
of the boxes asking them . to move the boxes . Ms. McCabe
. explained that nothing could be done if the request was
ignored since the boxes were really on DOT property, and
explained the difficulty of doing anything since the
newspapers would cite freedom of speech. The boxes on the

property next to the Village Hall complex in an area
screened by a hedge were discussed, and a suggestion was
made to contact the owner of Village Square and suggest that
they allow a similar arrangement on their property; however,
Ms . McCabe explained that would take space needed for
parking. Discussion also included the possibility of
regulating the color of the boxes . Village resident Tom
Little suggested that the quickest way to deal with the
problem would be to inform DOT that newspaper boxes were
sitting in their right-of-way and were creating a hazard.
Mr. Little commented that if newspaper people were contacted
that the Village would get into the issue of constitutional
freedom of speech.
Boardmember Parker commented- that the Stop & Shop
convenience store looked very bad. Ms . McCabe explained
that a plan had been submitted for Ordinance 377 compliance,
however, the Village had delayed progress in order to
install a sidewalk. Also, the Village was trying to
coordinate efforts to relocate the dumpster, and to either
close or narrow the second driveway, which required
coordination with Nichols Sanitation, and with the owner of
the ambulance service. Ms. McCabe assured the Board that
the coordination efforts were in progress . Chair Cook
commented that the property owner would need to provide
enough trees .
Boardmember Dalack questioned the sign at the Jupiter
Walmart that the site was being considered for some action,
to which another member of the Board responded that sign had .
been there since before construction of the building.
Joanne McCabe commented that when the Board had reviewed the
Ordinance 377 compliance application for Sun bank that there
had been a question regarding the rear hedge between their
property and that of Park Avenue Bar-B-Que. Ms. McCabe
reported that the hedge had been replanted and an irrigation .
system installed in that area.
Boardmember Coben reported that Jo-Go' s had changed their
awning.
Vice Chair Strahan commented on an issue raised at the last

meeting regarding the Tequesta Country Club, that the height
of the hedge was so low it allowed residents to stare across
an empty asphalt parking lot, and the comment had been made
expressing regret that the Community Appearance Board had
let that slip by. Vice Chair Strahan reported that he. had
reviewed the plan and found that numerous islands had been
approved throughout that parking lot, however, the Country
Club was waiting until the busy season was over to complete
the project, and the plan would result in a really nice
project. Boardmember Parker commented that the virbinium
hedge would grow to a height of 4-5 feet.
VI . COMMUNICATION FROM CITIZENS
Wade Griest, Dover Road, commented that minutes of meetings
of the Community Appearance Board from January 24 and
February 14, 1996, and Tree Board minutes of June 14 and
July 12, 1995 had been submitted for approval of the Village
Council at their March 7 meeting. Mr. Griest questioned why
it took so long for minutes to be approved. Acting Clerk of
the Board Joanne McCabe explained that the minutes could not
be submitted to the Village Council until the Board had
approved them, and that if the Community Appearance Board
had not met again so that they could approve minutes,
submittal to the Village Council had to be delayed. The
procedure for approving Tree Board minutes had been changed
at the last meeting so that they would now be approved at
the next meeting of the Community Appearance Board because
of the infrequent meetings of the Tree Board.
VII. ANY OTHER MATTERS
All other matters had been discussed under Old Business .
