CALL TO ORDER AND ROLL CALL The Tequesta Community Appearance Board sitting as the Tree Board held a regularly scheduled meeting at the Village Hall, 357 Tequesta Drive, Tequesta, Florida, on Wednesday, February 28, 1996. The meeting was called to order at 11: 12 A.M. by Chair Leslie Cook. Boardmembers present were: Chair Leslie Cook, Vice Chair Vic Stra:ian, Claudette Dalack, Steve Parker, Alternate Molly McCormick, and Alternate Marcia Nielson. Also in attendance was Public Works and Recreation Director Gary Preston, Acting Clerk of the Board in the absence of Scott D. Ladd, and Department of Community Development representative Joanne McCabe. II. APPROVAL OF AGENDA The Board approved the agenda as submitted. III . APPROVAL OF PREVIOUS MEETING MINUTES (June 14 , 1995 Meeting - ITEMS V THROUGH VIII; and July 12, 1995 Meeting) The Board approved the minutes as submitted. IV. NEW BUSINESS Recycled Paper i TREE BOARD MEETING MINUTES FEBRUARY 28, 1996 PAGE 2 1) PHASE III TEQUESTA DRIVE STREETSCAPE (BRIDGE TO COUNTRY CLUB CC*IMUNITY ENTRANCE) Boardmember Steve Parker reviewed the Streetscape Plan and pointed out the location of specific trees . It was decided to replace two proposed live oaks at the entrance to Bayview with two clusters of three sabal palms . Adding plants to unincorporated areas was discussed. Director of Public Works and Recreation Gary Preston explained that the irrigation system could be moved so that the plants in the Village right-of-way could be watered. Mr.. Preston commented that the Village Council had questioned installing plants in unincorporated areas and would like the County to assume the installation cost . Chair Cook asked that ENCON be contacted and requested to upgrade plantings around their lift station. Mr. Preston advised that irrigation might not be available at that location, but that he would contact ENCON and make the request. Chair Cook commented that ligustrum would not have to be watered after it was established. Mr. Preston reported that Phase III was bigger than the first two phases of the Streetscape Project, and that 27 Sabal Palms, 34 Live Oaks, 24 Bottle Brush, and 5 Ligustrum trees would be planted. Vice Chair Strahan suggested adding additional trees to the first two phases . Mr. Parker responded that he would like to consider that next year. Mr. Preston advised that new streetscape projects were in the planning stage to be presented at the July budget hearings, and that the first priority would probably be Seabrook Road. Vice Chair Strahan suggested that Village Boulevard should have consideration, with which the other Boardmembers agreed. Mr. Preston advised of a change in procedure for approval of Tree Board minutes . Instead of waiting for the next Tree Board meeting which was sometimes several months, the Tree Board minutes would be approved at the next Community Appearance Board meeting, so that the minutes could then be approved byVillage Council and projects could be started. TREE BOARD MEETING MINUTES FEBRUARY 28, 1996 PAGE 3 • Mr. Preston recommended that both sides of Tequesta Drive be landscaped in case County funding was not obtained, and that this project would probably be completed in May or June. Boardmember Parker made a motion to approve Phase III of the Tequesta Drive Streetscape, both North and South sides of the roadway from the Tequesta Drive Bridge to the entrance of the Tequesta Country Club Community, with • one change in that the oaks on either side of Bayview Road be changed to two clusters of three Sabal Palms, for a total of six Sabal Palms, on each side of Bayview Road; and with the recommendation that the Board contact ENCON about buffering their lift station--irrigating and landscaping to buffer their lift station. The motion was - seconded by Vice Chair Strahan and carried by unanimous vote. 2) 1996 ARBOR DAY EVENT - FRIDAY, APRIL 26, 1996, 10:30 A.M. Director of Public Works and Recreation Gary Preston suggested that this year' s Arbor Day event be held at the entrance to the Country Club Community and that the tree to be planted be the Live Oak which would start the final phase of the Tequesta Drive Streetscape project. Boardinember Steve Parker made a motion to hold the 1996 Arbor Day event on Friday, April 26, 1996, at 10:30 A.M. at the location of the last Live Oek tree on the very west end of Tequesta Drive on the south side. Motion was seconded by Vice Chair Vic Strahan and carried by unanimous vote. V. UNFINISHED BUSINESS Chair Cook commented on the landscaping on Country Club Drive at the back entrance to the Village from Martin County, and cited that location as an example of a project with terrible plants. Chair Cook expressed concern that the lantana only lasted approximately a year and stated that she would be glad to buy liorope plants at $1 .50 each to fill in all the area originally planted with lantana as well as on TREE BOARD MEETING MINUTES FEBRUARY 28, 1996 PAGE 4 the other side, which she beliieved would prevent further replacement of landscaping fol 5-10 years . Chair Cook stated that the Village could not afford to keep replacing plants . Vice Chair Strahan commented that if the Board wanted colorful plants that the fact they would have to be replaced must be accepted. Alternate Boardmember Marcia Neilson left the meeting at 11 : 45 A.M. Chair Cook suggested that all the flowering plants be moved to locations in the Village where everyone could see them and that everything else be green. Boardmember Steve Parker volunteered to do a sketch of what could be done to improve the landscaping at the Country Club Drive entrance to the Village. • VI. ANY OTHER MATTERS • There were no other matters to come before the Board. VII . COMMUNICATION FROM CITIZENS There were no communications from citizens . VIII.
