HomeMy WebLinkAboutDocumentation_Regular_Tab 10A_4/11/1996 RESOLUTION NO. 22-95/96 • s A RESOLUTION OF THE VILLAGE COUNCIL OF THE• r VILLAGE OF TEQUESTA, PALM BEACH COUNTY, ' FLORIDA, APPROVING AN INTERLOCAL AGREEMENT • WITH THE PALM BEACH COUNTY BOARD OF COUNTY COMMISSIONERS AND THE' TOWN OF JUPITER FOR THE CREATION OF THE NORTH COUNTY EDUCATION • FOUNDATION IN ORDER TO PROMOTE A RACIALLY BALANCED SCHOOL SYSTEM ' WITHIN THE NORTH • COUNTY AREA THROUGH THE ESTABLISHMENT OF A COMMUNITY THAT IS ACCEPTING OF PEOPLE OF ALL RACES. , NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1 . An Interlocal Agreement with the Palm Beach Board ; of County Commissioners and the Town of Jupiter creating the .. North County Education Foundation, attached hereto as Exhibit "'A" , and • incorporated by reference as a part of this '' Resolution, is hereby approved and the Mayor of the Village is authorized to execute the same on behalf of the Village of Tequesta. • THE FOREGOING RESOLUTION was offered by Councilmember , who moved its adoption . MAYOR OF TEQUESTA • • ATTEST: • • ; Joann Manganiello ; Village Clerk Interlocal Agreement to Establish the North County Education Foundation • WHEREAS, the local governments of Palm Beach County, the Village of Tequesta, and the Town of Jupiter reaffirms its commitment to the development of affordable housing and continued racial integration within the north county area, and to maintain and enhance a racially balanced public school population; WHEREAS, these same local governments are committed to working in a cooperative manner through a formal intergovernmental organization, with representatives from the local governments of the Town of Jupiter, the Village of Tequesta and Palm Beach County, in order to develop strategies that will be used to maintain and enhance the concept of a community in the northern part of Palm Beach County that accepts and welcomes people of all races; WHEREAS, these same local governments are committed to raising the overall quality of education available at all of its neighborhood schools; WHEREAS, these same local governments are committed to ensuring that all of the children residing within the north county area are able to attend these same neighborhood schools; NOW, THEREFORE, it is hereby agreed as follows: Section 1: Establishment of the North County Education Foundation The North County Education Foundation (NCEF) is officially constituted according to the following conditions and requirements set forth in the following sections. Section 2: Mission Statement The Mission Statement of the North County Education Foundation is as follows: "The North County Education Foundation is dedicated to maintaining and enhancing a community that accepts and welcomes people of all races; and to supporting and establishing efforts that will continually improve the quality of its local schools." Section 3: Goals and Objectives: The declared goals and objectives of the North County Education Foundation will be as follows: A. To increase the overall population of minority families residing within the north county area through the use of promotional opportunities or other types of marketing strategies that will reinforce the intent of the mission statement to create a racially balanced community. B. To increase the minority population within the north county schools in an effort to assist the Palm Beach County School District in achieving a racially balanced school system. C. The membership of the NCEF will become involved in a wide range of educational issues that affects the student population of the north county area in an effort to increase the educational standards of achievement, and, where necessary, to coordinate with other local community groups in order to help achieve the above stated mission goal. D. To create task forces as necessary for the completion of specific tasks or projects that the North County Education Foundation feel are necessary in order to accomplish the above stated mission goal. E. Develop and forward recommendations to each of the local governments on educational issues which may arise, including but not limited to, overall school populations, the physical condition of schools, and the auxiliary uses of school buildings. F. Ensure that children residing within the north county area are able, and are allowed, to attend neighborhood schools within the north county area. G. Enhance the development of communications between the North County Education Foundation and the Palm Beach County School District by seeking appointments onto task forces created by the School District which affect educational curriculum, school boundary lines, and the establishment and/or continuation of magnet programs within the boundaries stated herein (but not to exclude additional task forces as deemed necessary); or through meetings with Palm Beach County School District personnel. H. To become more fully involved with the planning and siting of any new schools that are intended for placement within the north county area by • establishing' new, and enhancing existing, linkages with 'the Palm Beach County School District. I. Enhance the sustainability of the efforts of the North County Education Foundation by attempting to obtain grants and other monies from federal, state and local governments in order to help fund the efforts of the North County Education Foundation. Section 4: Local Government Representation In an effort to ensure that representatives of all local governments are able and encouraged to participate in the North County Education Foundation, all of the signing local governments shall designate two (2) individuals and one (1) alternative. In addition, recognizing that there are non-governmental organizations which are important to the success of the stated mission of the Foundation, the following organizations shall be requested to submit a representative: . A. The Association of Realtors; B. The Jupiter-Tequesta Chamber of Commerce; C. Metamorphosis; and, D. An individual at large who would act as a liaison for the Foundation to the Palm Beach County School District. The above-referenced representives shall comprise the Board of Directors for the North County Education Foundation, and as such, shall be responsible for directing the Foundation's actions through a formal voting procedure. Recognizing that the Foundation must be open to all of the residents and organizations of the north county area, the Foundation shall encourage and accept non-voting memberships from others interested in furthering the stated goals of the Foundation. Section 5: Term This Agreement shall continue for an indefinite period of time from the date of the signing of this Agreement. Signatories to this agreement may withdraw from the North County Education Foundation after submitting a formal request to withdraw from the respective local government. Box 3475 West Palm Beach, FL 33402-3475 Re: Interlocal Agreement Establishing the North County Education Foundation Dear Skip: Attached hereto, please find a copy of Town of Jupiter Resolution No . 1-96 and a copy of a document entitled Interlocal Agreement to Establish the North County Education Foundation . A similar Tequesta resolution is proposed for Village Council consideration at the Village Council meeting on April 11 , 1996 . Please review these documents for legal form and sufficiency advising me of your opinion relative to the same so that = might prepare such for Village Council consideration. I do not note any relationship between the proposed North County Education Foundation and the North County Education Committee . The North County Education Committee was sunsetted in December of 1995 . I assume the North County Education Foundation supersedes the Committee . Bradford Village Manager • TGB/cm c: Village Council, w/attachments RESOLUTION NO. 1-96 A RESOLUTION OF THE TOWN OF JUPITER, FLORIDA, REGARDING AN INTERLOCAL AGREEMENT WITH THE PALM BEACH COUNTY BOARD OF COUNTY COMMISSIONERS, AND THE VILLAGE OF TEQUESTA FOR THE CREATION OF THE NORTH COUNTY EDUCATION FOUNDATION IN ORDER TO PROMOTE A RACIALLY BALANCED SCHOOL SYSTEM WITHIN THE NORTH COUNTY AREA THROUGH THE ESTABLISHMENT OF A COMMUNITY THAT IS ACCEPTING OF PEOPLE OF ALL RACES. WHEREAS, the Town Council of'the Town of Jupiter reaffirms its commitment to the development of affordable housing and racial integration within the north county area, and to maintain and enhance a racially balanced public school population; WHEREAS, the North County Education Committee was established through the use of an Interlocal Agreement dated January 28, 1992 between the School District of Palm Beach County, Palm Beach County, Town of Jupiter, and Village of Tequesta, to promote a racially balanced school population; WHEREAS,the North County Education Committee, per the Interlocal Agreement noted above, has made a concerted effort in marketing the north county area as a community that is accepting of all races; WHEREAS, all parties recognize the fact that in order to attract families with children to the north county area, the educational opportunities within this general area need to be improved; WHEREAS, the local community is willing to continue to devote time, efforts, and funding to assist the School District of Palm Beach County in providing a superior education to the students; NOW, THEREFORE, be it resolved by the Town Council of the Town of Jupiter, Florida: Section 1. The Mayor of the Town of Jupiter is authorized and directed to execute the attached Interlocal Agreement on behalf of the Town of Jupiter, to which the Town Clerk shall attest and affix thereto the Town Seal. Section 2. Upon execution of the aforesaid Interlocal Agreement by an authorized representative of Palm Beach County and the Village of Tequesta, the North County Education Foundation shall become authorized to pursue strategies and policies,to enhance the racial balance of the north county area school system. Section 3. This Resolution shall take effect immediately upon adoption.
