Subject: Consideration of Appointments to the Board of
Adjustment; Agenda Item
As you know , the Board of Adjustment currently needs to fill two vacant Alternate
Member positions. The membership of the Board of Adjustment is as follows:

It is recommended that the Village Council appoint Donna McDonald, a resident of
Tequesta Pines, and Gilbert Finesilver, a resident of Tequesta Country Club Pointe,
(applications attached) as Alternate Members to the Board of Adjustment, with said
terms expiring on February 8, 1998.

APPLICATION FOR
Village Manager's Office BOARD OF ADJUSTMENT
The Board shall consist of five regular members appointed by the Village
Council who shall serve without compensation and for a term of three years.
In addition to the regular Board Members, two additional members, to be
designated as Alternate No. 1 and Alternate No. 2, shall be appointed to
serve in that order at meetings of the Board when necessary for any reason
and to have at all times three voting members on said Board as a quorum.
Alternate members shall be appointed for two year terms. Members of the
Board may be removed from office by the Village Council upon written charges
and after public hearing.

APPLICATION FOR BOARD OF ADJUSTMENT
9. To utilize my background and expertise in the Real Estate Industry while seMng in
a community capacity providing quality seMces; to learn more about the
Intricacies of appeals and variances handled by the Board of Adjustment and to
have more interaction with the local community.
10. I have experience in seMng on Boards; i.e. 1988-1992 Treasurer and Board
Member of Loxahatchee Historical Society; 1988-1993 Advisory Board Member of
Flagler National Bank (Tequesta branch); 1994-Present Advisory Board Member of
Palm Beach National Bank (Jupiter branch). I have also been actively involved in
commercial real estate since 1984, first in the capacity of an Asset
Manager/Treasurer; since 1990 as President and Director of Operations. We
manage and lease approximately 1.7 million square feet of performing assets
consisting of office, retail and industrial properties located in seven states;
supervise employees in three offices in Florida and one office in Austin, Texas;
approximately 17 people. In the early 1990's I was appointed as Receiver for RTC
properties and troubled bank properties in Martin and Palm Beach Counties. I
have performed property management and brokerage services for REO properties,
both residential and commercial, for the RTC, First Union Bank and Barclays
Bank. In that capacity I have varied experience in providing opinions of value,
market studies, property inspections and have provided management plans to
position troubled assets for sale. After sale occurred, we have continued to
manage, lease and provide brokerage seMces on behalf of new owners/clients.
Have experience in dealing with our real estate tax service company who
represents the commercial properties we manage In handling the assessed values,
appeals, etc. as necessary on behalf of our clients.
In the management and leasing aspect of our business, I have experience In
handling a varied and wide range of issues, ranging from recommendation of
capital improvements for the properties we manage to the restoration/rehabilitation
of properties Involved In natural disasters; Le. Hurricane Andrew's effects on a
Miami shopping center we managed, rehabbed and later sold; a one million dollar
insurance claim rehab of a shopping center in Austin, Texas that was destroyed by
a hail storm; and the effects of flood damage to a Carson City, Nevada shopping
center that is located in a natural flood zone. Supervise all Insurance claims on
behalf of clients.
Have experience In purchasing commercial acquisitions for clients providing
proforma analysis, market studies, etc. My husband and I own residential and
Investment properties In Palm Beach, Martin and Seminole counties in Florida.
For the above reasons, I feel I am qualified to serve as a Member or Alternate
Member of the Board of Adjustment on behalf of the Village,of Tequesta, where I
have resided for the past eleven years.
