Ladd, Building Official Joanne McCabe, Plans Examin Date: January 30, 1996 Subject: Ordinance No. 377 Landscape'Vaiver Request Community Appearance Board Project Recommendation PROJECT: First Presbyterian Church of Tequesta 482.Tequesta Drive Parker-Yannette Design Group, Landscape Architects Tom, attached are 18 packets and plans for the above subject project which was reviewed by the Community Appearance Board on October 11, 1995. The Board discussed each of the 21 requested waivers and expressed the following concerns with this application: o requested that the dumpster enclosure located by the Point Drive entrance be screened by landscaping on the east side of the enclosure; O in order to better screen the vast parking area, the Board requested that at the Tequesta Drive entrance the proposed Simpson Stopper be increased in height from 24" to 48"with the number of plants reduced from 27 to 18. O requested that landscape islands be provided in four locations using some of the perimeter buffer materials in those islands to make up for the lack of landscaping provided within the interior of the parking lot. Motion to approve the proposed landscaping and waivers as revised. Vote on the motion: 5-0 to approve. Additional Comments: Some of the Board members were concerned about the condition of the preserve area to the west of the church; i.e., the overgrown sidewalk area, the congregating of youngsters in the preserve, and the removal of the Brazilian Pepper from this area. One Suite 104 Jupiter,FL 33477 Dear Steve: RE: Community Appearance Board Review Preliminary Landscape Plans for Ord. 377 Compliance First Presbyterian Church of Tequesta-482 Tequesta Drive This letter is to confirm the action of the Village of Tequesta Community Appearance Board at their October 11, 1995 meeting approving your application for the above referenced subject, per your drawing No. 95-388 dated 8-8-95, as modified below: • Increase the height of the Simpson Stopper hedge at the Tequesta Drive entrance from 24" to 48" at planting, and reduce the required number from 27 to 18. • Change the number of proposed pine trees on the south property line from 9 to 3. • Provide landscaping to buffer the dumpster enclosure at the Point Drive entrance. • Change Waiver 11 to indicate the installation of 1 - 6' X 20' landscape island with 1 canopy tree to be provided. • Change Waiver 12 to indicate the installation of 1 - 6' X 20' landscape island with 1 canopy tree to be provided. • Delete existing Waiver 14 and Waiver 15. • Add New Waiver 14 for required fence along south and west property lines. As you are aware, this project must be reviewed by the Village Council for approval of the requested landscape waivers. Upon receipt of 20 additional copies of the revised plans, this will be placed on the agenda of the next available Council meeting. You and/or your representative will need to be in attendance at this meeting to present your application to the Council. Vice Chair Strahan made a motion to accept the application, as submitted . with the addition of an automatic sprinkler system on the west side of the building, which will also. feed the planting on the northeast corner; plus the addition of a bed opposite the southeast corner of the building (minimum size 5' x 5') large enough to hold a Sabel palm and Simpson Stoppers, but small enough not to preclude the passage of traffic from the east to south side of the building. Boardmember Coben seconded the motion. Chair Leslie Cook stated that the Board would request a waiver to the code requirement that three palms must be planted to • equal one tree since there was only room for one palm, and this would count as 1/3 tree. Joanne McCabe commented that Waiver 12 percentages would be changed by the addition of this palm. For review of preliminary landscape plans for Ordinance • #377 compliance for the First Presbyterian Church .of Tequesta, 482 Tequesta Drive. Mr. Steve Parker, Landscape Architect with Parker- Yanette Design Group, Inc. , and agent for First Presbyterian Church, was present. Dr. C. Patrick Shaffer and Jed Householder were present as representatives of the applicant. •• Mr. Parker summarized the additions which would be made to the landscaping: six live oaks in the parking area; COMMUNITY APPEARANCE BOARD MEETING MINUTES OCTOBER 11 , 1995 PAGE 5 six slash pines along the south property line to fill gaps between existing pine trees; 199 Simpson Stopper plants along the edge of the parking lot, in the back, and to help screen from the front along Tequesta Drive. Mr. Parker stated that any Brazilian Pepper would be removed. At the request of Chair Leslie Cook, Mr. Parker agreed to cut out asphalt next to the dumpster and to add a hedge in that space to screen the dumpster from the street. Vice Chair Strahan suggested beefing up landscaping at the entrances on Point Drive and on Tequesta Drive by installing Simpson Stopper larger than the 24" proposed in order to screen the large asphalt parking area from the roadways. Boardmember McCormick commented that her home was on adjacent property and that she walked her child to the bus on the sidewalk along the naturally preserved area. Boardmember McCormick expressed concern that the grass near the sidewalk was not well maintained, and commented that she had called the police numerous times because of youngsters congregating there, smoking, setting fires, etc. Discussion ensued regarding removal of the Brazilian Pepper in that area. Chair Leslie Cook expressed her disapproval that it would have to be removed according to the code, and stated the birds would just carry the seeds from private property and it would grow back. Landscape Architect Parker commented that removal of the Brazilian Pepper would improve visibility through the area which would help the problem of the young people congregating there. Dr. Shaffer commented that there was a basketball goal on the church property which belonged to the Village. Mr. Parker requested the following landscape waivers: PARKING AREA: 1 . Vice Chair Strahan commented that the major problem was that there were no landscape islands in the parking lot. Joanne McCabe explained that. this church property should be treated no differently than other commercial property such as a shopping center, and that the Board must be able to defend its actions. Vice Chair Strahan commented that Joanne was saying that if the Board made a decision to buffer this property from the outside and not to add islands inside, that would, in effect, be saying to a shopping center owner that he could do the same thing. Mr. Householder explained that the church needed all the parking spaces and also that they were having financial problems at the present. Boardmember McCormick commented that the parking lot was never full . Discussion ensued regarding landscape islands versus a landscape median. It was the consensus of the Board to add islands since there was not room for the median without reconfiguring the whole parking lot, which would be very expensive. The Board discussed the number of landscape islands they preferred and the location. After a suggestion was made to reduce the buffer materials and to use some of those plants in the islands, Chair Leslie Cook suggested eliminating pine trees along the south property line except for the corners so that pine needles would not be a problem for adjacent residents with pools . COMMUNITY APPEARANCE BOARD MEETING MINUTES OCTOBER 11, 1995 PAGE 8 Vice Chair Strahan made a motion to accept the application with the following modifications: In place • of Waivers 11 and 12. requesting 0 landscape islands that two islands be provided, one per Waiver 11 and one per Waiver 12; and that Waiver 14 be changed to give permission to omit the screening fence along the south and west sides of the property; and to delete Waiver 15; and that on the south side of the property where nine pine trees were proposed only three be planted; and that at the Point Drive entrance additional landscaping be provided along the east side of the existing dumpster to completely screen the dumpster enclosure from Point Drive; and at the Tequesta Drive entrance to the parking lot the proposed Simpson Stopper at MF27 on the landscape plan be increased in height from 24" to 48" with the number of plants reduced by 1/3, from 27 to 18. Boardmember Coben seconded the motion, which carried by unanimous vote. • Therefore the following waivers were changed to read as follows: 11 .
