Hall, Water System Manager �11 DATE: January 30, 1996 SUBJECT: Water/Public Works Garage Facility, Recommendation of Bid Award On January 25, 1996, we completed our final phase of review and analysis on contractor proposals for our proposed garage facility. Prospective bidders gave oral presentation and responded in a question and answer period. After all presentations were completed, sealed bids were then opened, score sheets tabulated and the adjusted low bid calculations were then made. As you can tell from the attached tabulation, Walker Design and Construction Co., Inc., is the staff recommendation for bid award. The evaluation committee for this project consisted of the following: ▪ Thomas Hall, Water System Manager • Gary Preston, Director of Public Works • Scott Ladd, Building Official • Bob Adams, Gee & Jenson • James Khalil, P.E., Gee & Jenson For your information, you will find attached, the preliminary design sketches provided by Walker Design which were submitted with their proposal. Village staff will work with the D/B (Design-Build) team to finalize the design concepts incorporating input from Water and Public Works employees as well. We believe that our involvement in the design and the contractor's willingness to explore alternatives in design, will allow us to construct a facility with all the features we want within the contract price. Additionally, we expect very few change orders with a goal of zero. Although bids were over our budget, we feel they were not too extreme due to the fact that our numbers were based upon estimates from two year's ago. Secondly, we will provide additional funding through an inter-fund transfer from the Well 28 project which will have only the design phase completed in this fiscal year. Therefore, funding for this project will be provided through the Water Enterprise Fund, Retained Earnings Account, having an FY-96 budget amount of$422,000 with an inter-fund transfer of$108,645 from the Well 28 project upon approval. Hall, Water System Manager Re: Water Department/Public Works Garage Facility Design/Builder Selection Recommendation Gentlemen: • After reviewing the evaluation procedures and data provided the Bidders, we recommend that the Village of Tequesta should enter into a design/build construction contract with Walker Design and Construction, Inc. Under the design/build process, it should be possible to reduce the total cost of the project through close coordination of your actual requirements with the design/builder. By procuring a contract by the evaluation method as we have done, the $488,876 price should in effect be a "guaranteed maximum". Attached is a formal recap of the adjusted low bid summary matrix based upon the scoring information assembled by the committee. Also attached are the original scoring sheets for your record files.
