Mgr. if Date: February 2, 1996 Subject: Engineering Services Approval During the recent.Finance and Administration meeting wherein the subject matter was R/O, it was pointed out that regardless of the outcome relative to Jupiter and Tequesta's water relationship, Tequesta needs to expand its water treatment capacity to meet the growing needs and demands within our service area. Due to the limitations of the Surficial Aquifer, along with its associated permitting, we really have only one choice for additional raw water resources. The Upper Floridan Aquifer and it's related treatment process, Reverse Osmosis. Furthermore, due to the time constraints involved with design and permitting, it is imperative we begin this lengthy process as soon as possible. Most significant is the need to have preliminary design submitted to the regulatory agencies involved to help us avoid costly delays and potential moratoriums on new service connections to our water system. Analysis shows us that expected build out for our entire service area will create a water demand of approximately six million gallons per day, 6 MGD. Therefore, an ultimate R/O plant capacity of 4 MGD is needed. As pointed out by Mr. Reese, the most practical approach would be to build this facility and size the building and piping for ultimate capacity, and equip it for start up with 1 or 2 MGD. Start up capacity will be influenced by any contractual agreements with the Town of Jupiter with regard to purchased water quantities. Attached, you will find a proposal along with our conceptual cost estimate for the R/O plant, from Reese Macon and Associates, Inc. for phase 1, in the amount of$215,000. This proposal is for Engineering Services related to design of a 4 MGD R/O facility with start up capacity of 1 MGD. Also included in this proposal is design and permitting of raw water piping for two wells and reject disposal piping. Funding for these services will be provided through the Water Enterprise Fund, Retained Earnings Accounts. R/O Plant Engineering, having an FY-96 fund balance of $148,000 and Reject Disposal, having an FY-96 budget allocation of$85,000. Combined account balances total $233,000. Please place this item on the Council agenda of February 8, 1996, for review and authorization of you to execute the same. Mr. Reese will attend the meeting to field questions from Council. /th c. Hall RE: Reverse Osmosis Treatment Plant Engineering Services Gentlemen: We are pleased to submit this proposal for engineering services in connection with engineering services for the Village's reverse osmosis treatment plant. REESE, MACON and ASSOCIATES, INC., hereinafter referred to as the Engineer, shall perform the services as documented below for the Village of Tequesta, hereinafter referred to as the Client. SCOPE The Engineer and Client understand that this work shall be for engineering services related to an approximate ultimate 4.0 MGD Ft/0 facility, initially sized for 1.0 MGD. This work includes all facilities located on the plant site including raw water piping to the two (2) proposed on-site wells and piping for the reject disposal along with the associated outfall structure. Note that the reject disposal being proposed is for a direct discharge into the Jupiter inlet, east of the U.S.1 bridge. This work excludes any well design and associated specifications for the second well. The preliminary design (Phase I) shall be completed, such that the design drawings and calculations can be submitted for the appropriate regulatory agency permits. The Client understands that further design work will be required by the Engineer to have a final construction set of plans and specifications (Phase II). Construction related services will be performed under Phase III. The following specific tasks will be performed by the Engineer as authorized: Phase I - Preliminary Design 1. Prepare preliminary design plans and outline specifications, suitable for permitting, for the concept stated above. In general, the electrical and control design will not be included in the preliminary design. 2. Prepare and submit permit applications for submittal to the FDEP. 3. Act as the Client's liasion with regulatory agencies during the permitting process. 4. Hall RE: Reverse Osmosis Treatment Plant Engineering Services Page 2. Phase II - Final Desig 1. Prepare final design plans and outline specifications. 2. Prepare an updated construction cost estimate based upon the final design. 3. Advertise the project, attend bid opening, evaluate the bids and make a recommendation of award. 4. Prepare contract documents for execution by the Village and successful Contractor. Phase III - Construction Services 1. Perform construction contract administration services to include all engineering duties set forth in the General Conditions and Supplementary General Conditions. 2. Provide a resident project representative. The above scope is predicated on the assumption that the Client shall furnish, at no cost to the Engineer, all available pertinent information including previous reports, plans, specifications, permits and other data relevant to the performance of the above services for the project. The following specific information and/or items shall be furnished at no cost to the Engineer. 1. Surveys: topographic, property, boundary, permanent reference monuments. 2. Appropriate professional interpretations. 3. Data prepared by or services rendered by others such as subsurface explorations laboratory tests and inspections of samples. 4. All permit application and government inspection fees. S. Title search and abstract of property. TIME OF PERFORMANCE The Engineer will commence work and submit the preliminary plans to the regulatory agencies within 240 days of receipt of authorization, exclusive of delays beyond the control of the Engineer. • Village of Tequesta Mr. Thomas C. Hall RE: Reverse Osmosis Treatment Plant Engineering Services Page EELI Phase I - Preliminary Design For Scope Items 1 - 4 under Phase I, the Engineer shall be paid a lump sum fee of Two Hundred Fifteen Thousand Dollars ($215,000). Phase II - Final Design For Scope Items 1 - 4 under Phase II, the Engineer shall be paid a lump sum fee of Two Hundred Thirty Five Thousand Dollars ($235,000). Phase III - Construction Services The fees for this phase cannot be fully determined until the specifics of the design are completed. Therefore, the fee associated with Phase III will be determined within 45 days prior to completion of Phase II. The fees will be submitted for acceptance prior to commencement of any work on this phase. The Engineer will not perform any work under this phase until the Village has reviewed and accepted the proposed fee. Invoices for services rendered are issued on a monthly basis and are due within thirty (30) days of the invoice date. Interest at a compound rate of one and one-half percent per month shall be charged to any past due statements. Interest shall be computed on past due statements from the date of the invoice. COST ESTIMATES Construction cost estimates are developed from knowledge of market conditions and based on the experience of the Engineer. However, the Engineer exercises no control over the competitive bidding process and, therefore, makes no guarantee of the accuracy of the estimate when compared to previous estimates or actual bids. TERMINATION This agreement may be terminated by either party by giving thirty (30) days written notice. The Engineer shall be paid for all services rendered prior to the termination date. ACCEPTANCE Acceptance of this proposal may be indicated by executing this aocument in the space provided below. The Engineer shall proceed with work on only the specific phase(s) authorized by the Owner. The Engineer understands the Owner's intent to issue separate authorizations for each phase. This contract shall be considered void if not executed within thirty (30) days from the above date. Upon execution of this agreement the Client shall return one copy to the Engineer.
