Subject: Proposal for Services to Conduct a Public Opinion Survey Concerning
Recreational Programs and Services; Agenda Item
As you know, in anticipation of the Village's acquisition of the Jupiter-Tequesta Junior Citizens
(JTJC) Building, I had preliminary discussions with Mr. Robert Giese, President and CEO of the
YMCA of the Palm Beaches Metropolitan Office, and Mr. Jeffrey Malloy, Metropolitan Program
Director, regarding the possibility of the "Y" providing a variety of programs for Village of
Tequesta residents at the JTJC facility. Their response was extremely positive. They indicated to
me that they were very interested in working in cooperation with the Village and stood ready to
do whatever was necessary to provide "top quality" programs for our residents. Consequently,
that leads us to the inevitable question . . . "What kinds of recreational programs and services do
Tequesta residents want?"
Per your request, I have contacted Phil and Kathy Gonot, PMG Associates, Inc., to request a
Proposal for Services to Conduct a Public Opinion Survey Concerning Recreational Programs
and Services. Enclosed, please find a copy of said Proposal to conduct a public opinion telephone
survey consisting of approximately ten questions regarding the recreational programs and services
that could be available at the JTJC Building. PMG Associates will survey 80 randomly selected
Tequesta residents, compile the results, and submit the same to the Village. The sample size of
Village residents has a confidence level of 95%. Village staff will meet with and assist PMG
Associates in the preparation of the survey questions. I anticipate inviting Mr. Giese and Mr.
Malloy of the YMCA to participate in these meetings, as well.
The results of this Survey will help the Village staff "focus" on those programs deemed most
desirable to Village residents and, hopefully, assist in our efforts to coordinate implementation of
the same with the YMCA. The cost of the Survey is $1,000 and, with your approval, can be
allocated from the General Fund Undesignated Fund Balance. If approved by the Village Council,
I would suggest that the Survey be conducted after the new year, perhaps some time in February
1996.
Please place the above referenced Proposal for Services on the Village Council Meeting Agenda
for December 14, 1995, for consideration by the Village Council. Thank you.

RE: Survey of recreation needs/YMCA use for the Village of
Tequesta
Dear Joanne.
PUG Associates, iaa. is pleased to submit this outline of services
that you requested regarding a telephone survey of the citizens of
Tequesta. The telephone survey will consist of questions regarding
the future use of the •Y1sCA'-Community, Juvenile Center in Tequesta.
PMGA has completed surveys of this nature for a variety of public
agencies. Information gathered in this manner has been used to set
goals and programs for those governmental units. This experience
will assist in the preparation of the questions and conducting the
focus groups.
The following is the scope of work that we propose:
PVG Associates. Inc. (WA) will conduct a public opinion telephone
survey for the Village using an survey instrument designed by PM(„A
staff and the Village. The survey will consist of approximately ten
questions regarding the recreation/programs that could be available
at the 'YMCA-Juvenile Co mtunity Center.• We will survey S0
randomly selected residents of the Village, compile the results
using our specialized survey database and communicate the results
to the Village. The sample size of Village residents has a
confidence level of 95%. We will determine the sample size through
Postal Carrier Routes which will be supplied by the Village. Our
price includes two meetings, at the inception of the project to
come to consensus regarding the questions and at the end of the
project to report the results.

The estimated time frame for completion of the project will be one
month from Notice to Proceed. All efforts will be made to complete
this project in less time.
FRs:
The fee for this engagement is $1,000 which includes all salary
costs and direct costs. No charges will be made for local South
Florida travel.
Again PIMA is pleased to submit this proposal to the Village and we
look forward to working with you on this proposal.
