Ladd, Building Official Joanne McCabe, Plans Examine Date: October 31, 1995 Subject: Ordinance No. 377 Landscape Waiver Request Community Appearance Board Project Recommendation PROJECT: Hart Building 169 Tequesta Drive • Tequesta, FL 33469 Bert Krebs, A.S.L.A., Innocenti & Webel, Agent Tom, attached are 18 packets and plans for the above subject project which was reviewed by the Community Appearance Board on October 11, 1995. The Board discussed each of the requested waivers and expressed few concerns regarding this plan. They felt the applicant has done a good job and were pleased with the plant selections. 0 The Board was concerned with the lack of landscaping on the north property line where the parking lot abuts the back side of the building at 112 U.S. One North (which was constructed on the property line). The applicant requested a waiver for the 5' landscape buffer in this area due to the likelihood of a footer below the asphalt for the adjacent building and felt they would rather utilize the plants slated for this area in the parking islands fora greater effect. Motion to approve the proposed landscaping and waivers with the exception that any dead landscaping on Tequesta Drive be replaced and filled in with living plants." Vote on the motion: 4-0 to approve. • apt . Box 3273 Tequesta, FL 33469-0273 Re: Hart Building, 169 Tequesta Drive, Landscape Compliance Dear Ms. McCabe: Enclosed please find the following: C.A.B. Application, seven sets of Landscape Plans, Application for Landscape Waiver, the review fee of$125, and the Checklist of Requirements for ORD. 377. We are making a valiant effort to comply with ORD. 377, but because the site has been in existence for some time, it is not practical or reasonable due to existing paving and space constraints to comply with all of the requirements of ORD. 377. Therefore, we are requesting the following partial waivers. 1. PERIMETER LANDSCAPING (A) A 5'landscape strip is required on the north and east property lines. This building was designed and constructed at a time when landscaping was not considered an important improvement to off-street parking areas;thus there were no perimeter landscape strips installed, nor was there space to provide them in the future. We are trying to accommodate a landscape strip on the east property line by removing a 2'wide strip of the asphalt behind the wheel stops. This will provide a 2' landscape strip along the east property line which will be planted with Pineland Threeawn, a low groundcover, so the bumpers of cars can overhang the wheel stop. For several reasons we have left the site as it exists along the north property line. The adjacent building (the 112 Building)was constructed on the property line which poses several constraints: first, the likelihood of a footer below the asphalt would prevent the possibility of planting; THE STUDIO, Box 506, LOCUST VALLEY,NY 11560-PHONE 516-674-4200-FAX 516-674-4241 713 POINSETTIA STREET,COLUMBIA,SC 29205-PHONE 803-254-7378 11970 S.E.DIXIE HIGHWAY-SUITE 4, HOBE SOUND,FL 33455-PHONE 407-546-9650-FAX 407-546-6415 4104 WEBSTER STREET,OAKLAND,CA 94609-PHONE 510-658-6101 Ms. Joanne McCabe September 28, 1995 Page two secondly, planting ground covers in front of the large wall will be ineffective (therefore, the plants slated for this area have been utilized in the parking islands for a greater effect), and, thirdly, removing asphalt for an area which may not be able to be planted is impractical. (B) The ordinance states only 50%of all trees planted shall be palms. Existing on site are two Queen Palms. We are proposing to plant four Live Oak trees and six Saba! Palms. Of the 12 trees total, 66% are palms. The proposed palms are specified because they are planted next to tall buildings which need a taller, narrow landscape element that a palm tree provides. The use of palms creates a more successful aesthetic result even though it is a greater financial investment. 2. INTERIOR LANDSCAPING COMMERCIAL PARKING AREAS The ordinance requires 9 - 6'x 20' (1080 S.F.) landscaped islands at the end of each parking row. The site currently exists with no landscape islands. We are proposing to remove asphalt and create six landscape islands which vary in width from 10' - 17'x 20' long (1540 S.F.). So even though we have three fewer islands than are required, we do have 460 S.F. more or nearly the area of four landscape islands. In addition, these islands are fully planted with shrubs and ground cover—no sod! 3. LANDSCAPING SURROUNDING PRINCIPAL STRUCTURES The ordinance requires parking to be separated from the structure with a 4'wide landscape strip. Currently the parking is adjacent to the building on the north and to a sidewalk on the east so there is not space to create a 4' wide landscape strip. We are attempting to comply by removing a 2' wide strip of asphalt behind wheel stops. This will create a 2'h' wide landscape strip which will then be planted with Pineland Threeawn or Liriope. Stepping stones have been provided at the intersection of the striping and the sidewalk so patrons will be inclined to step on the stone and not the planting. 4. ADDITIONAL REQUIREMENTS The ordinance requires 15%minimum(2581 S.F.) of the gross parking area (17,208 S.F.)to be landscaped. The site currently exists with 0% (0 S.F.) of the gross parking area landscaped. However, we have managed to dedicate 14% (2414 S.F.) of the gross parking area to landscaping by cutting out and removing the asphalt and sub-base from surplus parking spaces. Ms. Joanne McCabe September 28, 1995 Page three • We know the Village realizes the difficulty of bringing an existing site into compliance with ORD. 377. We have made every effort to try to comply, however we feel our requests for partial waivers are reasonable and hope the Village agrees. This approval is granted with the understanding that the dead landscaping along Tequesta Drive will be replaced with living landscaping. As you are aware, this project must be reviewed by the Village Council for approval of the requested landscape waivers. Upon receipt of 8 additional copies of this plan (7 full size and 1- 11" X 17" reduction), this will be placed on the agenda of the next available Council meeting. You and /or your representative will need to be in attendance at this meeting to present your application to the Council. Mr. Krebs explained that this property presented a difficult situation with its extensive paving and space constraints which could only provide minimal landscaping. The following waivers were requested, along with the Landscape Architect's explanations and proposals: 1 . Perimeter Landscaping (A) A 5' landscaping strip is required on the north and east property lines. Additional Requests The ordinance requires 15% minimum (2581 S. F. ) of the gross parking area (17, 208 S. F. ) To be landscaped. However, we have managed to dedicate 14% (2414 S.F. ) of the gross parking area to landscaping by cutting out and removing the asphalt and sub-base from surplus parking spaces . Chair Leslie Cook questioned an area parallel to Tequesta Drive at the corner of the building which had landscaping next to it and appeared to have been a landscaping bed which was now covered with asphalt, and was told that area would be landscaped, and that where plants had died in the existing landscaping that new plants would be used to fill in. The large wall of the adjacent building was discussed; however, since it was not the property of this landowner nothing could be done to the wall, and because of the building footer a landscape strip could possibly not be installed. Boardmember Dalack made a motion to approve the application as submitted with the exception that any dead landscaping on Tequesta Drive be replaced and filled in with the existing plants. Boardmember McCormick seconded the motion, which carried by unanimous vote. The Board agreed that the applicant had done a good job. Mr. Krebs described the plants he had chosen, and was complimented for choosing different types of plants which were native. Mr. Krebs suggested that the Village might want to add White Indigo Berry to its preferred plant list, stating that it was very salt tolerant. V.
