Request for Capital Improvement Funding Transfer for Payment of Drainage
Repairs
Please find attached two (2) cost estimates for the replacement of an 18" corrugated metal
pipe at the intersection of Seabrook Road and Tequesta Drive. The damage to this drainage
pipe is beyond repair and it is the recommendation of Gee &Jenson that this pipe be replaced
with a 24" reinforced concrete pipe. The two (2) proposals are from drainage contractors who
have provided the Village with excellent service. Gee & Jenson has reviewed the attached
bids and recommends awarding the contract to the low bidder, Dawson-Williams, Inc., in the
amount of $11,465.
Since the start of the FY 96 budget on October 1, 1995, the Village has experienced
numerous drainage damage at the following locations:

The FY 96 budget included funding in the amount of $10,000 for drainage repairs. I would
ask that the Village Council consider a budget revision from the Undesignated Fund Balance
of the Capital Improvement Fund in the amount of $33,865.00 to pay for the above repairs.
Gee & Jenson representative Allan F. Oslund, PLS, and myself will be in attendance at the
November 9 Council Meeting to answer questions concerning these drainage repairs.

Re; Replace Storm Sewer at South Intersection
of Seabrook and Tequesta Drive, Village of Tequesta
Dear Garnett:
The Village of Tequesta would like you to provide a cost proposal to perform the following
services at the above referenced location.
1. Plug two adjacent catch basins to restrain storm flow.
2. Reroute the storm water with a 6" pump to the south to the nearest catch basin.
3. Saw cut existing asphalt and remove and discard. •
4, Remove 18" CMP and replace with 24" RCP.
5. Provide necessary compaction and rock.
6, Remove "C" catch basin plugs. - •
7. Compact roadbed and install 12" base rock.
8, Install 2-1/2" of S-1 asphalt in two layers.
9. Reinstall traffic loop.
10. Restripe as necessary.

RE: Storm Sewer at Seabrook Drive immediately south of Tequesta Drive
Gentlemen:
Our firm is presently under contract to camera the sewer from east to west across the above
referenced intersection. The purpose of this visual inspection was to determine the cause of the
abrupt depression in the center of Seabrook Road. The depression is obviously the result of a
substantial hole in the existing storm sewer. Our office mistakenly thought this sewer was
constructed of reinforced concrete, yet later found the sewer to be constructed of corrugated metal.
Should the corrosion be the source of this leak, little would be gained to make a local repair. The
sewer would simply fall in another location in the near future.
We evacuated water and sand from this pipe and photographed the interior from the manhole only.
Photos of the existing condition are contained in the appendix of this report and indicate substantial
corrosion and damage to this pipe, it's entire length. We are of the opinion corrosion and damage
dictates the removal of the entire section of pipe. Any partial repair would be considered not cost
effective, in that substantial expense would be incurred and another location would probably corrode
through in the near future.
Should you concur with our opinion, we will credit the Village for this purchase order and await a
design recommendation for removal of the entire section of piping. We would appreciate an .
opportunity to bid on this repair project when construction documents are complete.
