Consider Approval of Memorandum of Understanding (MOU) - VOT/PBA Wage Article Reopener
The attached MOU with updated Step Plan (Appendix A) represents the conclusion of negotiations
between the PBA and the Village in respect of an amendment to Article 13 (Wages). This modification
became necessary after a market review revealed that Tequesta PD wages had fallen to 4th from the
bottom of the 24 agencies in PBC. With 17 months remaining in the current 2022-25 contract and 14
of the PBC agencies currently in negotiations, recently renegotiated or presently reviewing their pay
structure for October 1 or immediate implementation, the Village Management is recommending
these adjustments to continue attracting and retaining high caliber personnel, and to also
demonstrate commitment to our philosophy of"matching the market" in order to remain competitive.
The MOU increases the salary ranges for police officers and sergeants by 11%, to take effect on the
payroll run immediately following Council approval. It also amends salaries for the last year of the
existing contract, and consequently there are no additional wage increases for FY 2024-2025.
Additionally, the updated Step plan nullifies the 1% COLA increase scheduled for October 1,
however, officers remain eligible for the annual step increase scheduled for October 1, 2024 under
the current contract. Eligible employees are also entitled to move as set out in the Career
Development Plan (TPD Policy #183).

MEMORANDUM OF UNDERSTANDING BETWEEN THE VILLAGE OF TEQUESTA AND THE POLICE
BENEVOLENT ASSOCIATION WITH REGARD TO ALL POLICE OFFICERS AND SERGEANTS
EMPLOYED BY THE VILLAGE OF TEQUESTA POLICE DEPARTMENT
The Village of Tequesta ("Village") and the Palm Beach County Police Benevolent Association,
Inc. ("PBA") agree to amend the current Collective Bargaining Agreement, Article 13, Wages, as
referenced in Attachment A-3 of the 2022-25 CBA:
Using the October 1, 2023 Step Plan asthe basis for calculation, the salary ranges effective the
first full pay period following ratification by both parties, will be as set out in the attached Step
Plan entitled "Remainder of FY2023-24 and October 1, 2024"
Effectively starting the first full pay period following ratification of this Article, all Officers and
Sergeants will receive an 11% increase to their base salaries, and consequently would not
receive the 1% COLA salary increase scheduled for October 1, 2024. All officers would still be
eligible for the annual step increase scheduled for October 1, 2024 under the current contract.
Because the MOU would amend salaries for the last year of the existing contract, there would
not be any additional wage increase for FY 2024-2025.
This Memorandum of Understanding shall be effective upon full ratification of the Parties,
through and including September 30, 2025.
IN WITNESS THEREOF, the Parties have caused this Memorandum of Understanding to be
signed by their duly authorized representatives on this 13th day of June, 2024.
