Tom, attached are 18 packets and plans for the above subject project which was
reviewed by the Community Appearance Board on August 16, 1995.
The Board expressed the following concerns regarding the requested) waivers:
Outside of requesting that the applicant intersperse cocoplum with the Simpson stopper
along the perimeter of the property along Willow Road and requesting that the applicant
fertilize or replace the oak trees that were not doing well, the Board expressed no
concern regarding the waiver request for relief from the opaque fence requirement or the
phasing of the project as outlined. .
Motion to approve the proposed landscaping and waivers as noted above.
Vote on the motion: 3-0 to approve.

CHRIST KING EVANGELICAL LUTHERAN CHURCIH
The church is requesting consideration of a waiver to two requirements of Section X (H)
of the Tequesta Code. The waiver requests include elimination of the requirements of
Section X (H)(C)2, Residential Areas. Specifically,the church would like relief from the
opaque fence requirement. Presently a hedge exists on the south half of this western
property line and almost entirely on the south property line. The const luction of this fence
would disrupt the existing mature vegetative hedge, would be very costly to this small
congregation and the limited use of this church does not impact the adjacent residential
homes.
The other waiver request is a reasonable phasing plan to implement the revised plan
which includes modification to the pavement areas, new landscaping and a revised
irrigation system. We would request consideration of the following phasing:
1. Within the first year of Village Council approval, landscaping along Willow Road
and the entrance to the church.
2. Within the second year of Village Council approval, landscaping the western
property line.
3. 'Within the third year of Village Council approval, landscaping the south property
line.
4. Within the fourth year of Village Council approval, parking lot improvements
including new planting islands and revised stripping.
5. Within the fifth year of Village Council approval, additional parking lot landscape.
The church will need this time to have fund raising activities to pay for these items. With
only 400 families, this phasing schedule could be met.

examples. Boardmember Coben suggested that the dumpster
should be the same color as the building. ' Clerk of the
Board Ladd stated that if the Board desired, at their
suggestion the franchise agreement could be rewritten to
make dumpster colors compatible with the buillding colors.
Boardmember McCormick left the meeting at 10 :28 A.M.

compliance for Christ the King Evangelical Lutheran
Church, 46 Willow Road.
Mr. George Gentile reviewed the application and explained
that the parking area had been reconfigured to comply
with the landscape code by removing pavement to provide
landscape islands, but that a waiver was being requested
to provide relief from the opaque fence requirement. Mr.
Gentile explained that there was an existing hedge on the
south half of the western property line and on almost all
of the south property line which would be disrupted by
construction of a fence, that a fence (would be very
costly to the small congregation, and that the limited
use of the church did not impact the adjacent residential
homes.
Also requested was a waiver to provide a phasing plan to
implement the revised plan which would include
modification to the pavement areas, new landscaping and
a revised irrigation system. The 5-year phasing plan
would allow time for fund raising activities by the 150-
family congregation to pay for the landscaping, and was
proposed as follows:

Mr. Gentile commented that, Chair Leslie Cookihad suggested
a periodic cluster of palms instead of a live oak, however
the consensus of the Board was that a consistent canopy of
trees lining the road would be preferable and in keeping
with the Village streetscape program. Possibly
interspersing the cocoplum along the perimeter of the
property with Simpson stopper was discussed: Mr. Gentile
commented that cocoplum was a native hedge material and if
it died because of cold weather the Church members realized
it would have to be replaced, however, he would discuss the
possible use of the two plants with his clients. Mr.
Gentile agreed to fertilize or replace the oak trees that
were not doing well.
Boardmember Coben made a motion to accept the application
with an amendment to intermix shrub materials along willow
Road. Motion was seconded by Boardmember Dalack and
unanimously carried.
Boardmember Steve Parker joined the meeting at 10:45 A.M.
