SUBJECT: Agenda Items for September 28, 1995 Village Council Meeting-
' The following is a list of items which I would like to have included for Council
review and approval at the upcoming meeting scheduled for September 28th.
DRILLING OF WELL 26: On August 24, 1995, sealed bids were opened for this
Project. Low bidder for this was Well Water Systems of Fort Myers, Florida in the
amount of $40,100.00. Qualifications and past performance history were reviewed
by our.consulting engineers and recommendation of award is attached.
Funding will be provided by the Water Enterprise Fund, Retained Earnings
Account which has an FY-96 Budget allocation of $200,000.
• WELL REHABILITATION - (ANNUAL CONTRACT): Again, on August 24, 1995,
sealed bids were opened for this work and low bidder was Meredith Associates, Ltd.
of Orlando, Florida. Their bid was $93,005.00. This bid amount exceeds the FY-96
Budget allocation by $45,005 due to the fact that we bid this work as a worst case
scenario. That is, redeveloping all wells within the same year. We realize this will not
happen and the bid unit costs are set up as such that we may pick and choose as we
deem appropriate.
Funding for this work will be provided by the Water Enterprise Fund, Operation
and Maintenance Fund, Well Redevelopment Account having a FY-96 Budget
allocation of $48,000.00.
Having this contract will expedite the lengthy process we have always
experienced when obtaining the services of competent contractors, thereby reducing
the downtime of our supply wells.

EQUIPMENT AND PIPING OF WELLS 26 AND 27: On August 29, 1995, sealed
bids were opened for this project. Low bidder was TLC Diversified of West Palm
Beach, Fl. with a bid amount of $205,852.00. Again, qualifications and past
performance are acceptable to staff and consultants and award of bid is
recommended.
Funding will be provided by the Water Enterprise Fund, Retained Earnings
Account having a FY-96,Budget allocation of $360,000.
This project will complete our installation of permitted production wells on the
Western Peninsula providing the additional resource necessary to meet design capacity
of our treatment facility.
R.O. (REVERSE OSMOSIS)TEST/PRODUCTION WELL: Sealed bids for this well
were opened on August 29, 1995 and low bidder was Meridith Associates, Ltd. of
Orlando, FL. Their bid was $325,000. Our consultants feel that this contractor is
acceptable and recommend award of, bid.fo‘

Funding to be provided by the Water Enterprise Fund, Retained Earnings
- Account having a FY-96 Budget allocation of $340,000.00. Preliminary estimates for
drilling this well indicate less test pumping will be required and we could realize a
savings of perhaps $20,000-less than the bid amount.
ENGINEERING SERVICES FOR WELL 26: Attached you will find a proposal from
the firm of Reese, Macon and Associates, Inc. in the amount of $32,800.00 for
additional Design and Construction Services relative to Well 26. A number of these
items referenced in the attached have already started as we are on an accelerated
schedule to complete the surficial wells.
• Funding for these services will be provided by the• Water Enterprise Fund,
Retained Earnings account having a FY-96 Budget allocation of $58,175.00 balance
for Well 26.
/ - R.O. WELL CONSTRUCTION - ENGINEERING SERVICES DURING
CONSTRUCTION: Attached is another proposal from the firm of Reese, Macon
& Associates, Inc. relative to engineering services during construction of the above
'>' referenced R.O. Test/Production well.
As you know, this well is needed to provide us the critical data necessary to
design and project our future requirements for additional R.O. wells and treatment
facilities.

Again, Mr. Reese and Mr. Jensen's past services to our department have been
most valuable as well as reasonable relative to costs. I highly recommend approval
by Council of all of the above so we may continue moving forward with minimal
delays on these important projects.
For this second proposal from RMA, funding will be provided by the Water
Enterprise Fund, Retained Earnings Account having an estimated FY-96 balance (after
well construction) of $35,000.
Either Bill Reese or Tom Jensen will be in attendance at the meeting to address
any concerns of the Council.

On August 24, 1995 we conducted a bid opening for the above referenced project.
Four (4) bids were received as-outlined below:

have reviewed Well Water Systems qualifications and past performance history and find
them to be an acceptable Contractor for this project.
We therefore recommend that the Village award this total project (Well No. 26
and Well No. 22 Abandonment) to,Well Water Systems in the amount of $40,100 at the
next Village Council meeting.

as part of your on-going well maintenance program. Four (4) bids were received as

The apparent low bidder for the project was Meredith Associates, Ltd., with a bid
of $93,005. The bid unit costs are set up such that the Village can chose which well they
want to have rehabilitated and to what extent during the next fiscal year. We have
reviewed Meredith Associates qualifications and past performance history and find them
to be an acceptable Contractor for this project.
We therefore recommend that the Village award this project to Meredith
Associates Ltd. in the amount of $93,005 at the next Village Council meeting.

Dear Tom:
On August 29, 1995 we conducted a bid opening for the above referenced project.-
Two (2) bids were received as outlined below:

The apparent low bidder for the project was.TLC Diversified, Inc.,with a bid of
$205,852. We have reviewed TLC Diversified, Inc. qualifications and past performance
history and find them to be an acceptable Contractor for this project. Note that their
electrical subcontractor, Electron Corp. of South Florida, performed a few projects for us
approximately six (6) years ago that was less than satisfactory. A review of their
qualifications shows significant improvements in their recent project performance. Based
upon the review made of both TLC Diversified, Inc. and Electron Corp., we recommend
that the Village award this project to TLC Diversified, Inc. in the amount of $205,852 at
the next Village Council meeting.

RE: Western Wells (Well No. 26)
Design/Construction Services
Dear Tom:
As stated in our November 28, 1995 letter (attached), we identified the additional
costs to complete Well 27 and noted that upon commencement of Well 26, a fee would
be established for the bidding and contract administration of this well. The following is a
list of services which we propose to perform in accordance with Purchase Order No's:
1188 - 1193, dated January 4, 1991.
1. Advertise, bid and award the construction of the Well No. 26.
2. .Perform contract administration and construction observation of the Well 26
construction.
3. Revise Well 26 equipment and piping plans to reflect the new site.
4. Prepare a bid package to include the equipping and piping of Well 26 & 27.
5. Advertise, bid and award the construction of equipping Well 26 & 27.
6. Perform contract administration and construction observation of equipping Well
26 & 27.
We estimate the costs to perform the above services to be Thirty Two Thousand
Eight Hundred Dollars ($32,800.00). Note that the fee outlined reflects those services
for Well No. 26 only and the prior purchase orders approved pertained to Well No. 27.
In order for the Village to realize some construction cost savings, Well No's. 26 and 27
Equipment were bid together.

RE: R/O Well Construction Administration Services
Dear Tom:
As,a part of our proposal defined as the Preliminary R/O Master Plan (P.O. No.
1910), we identified a scope for the construction administration of the R.O. well which is
restated below. The fee associated with these services were to be determined at a later
date. With the R/O well now bid and in anticipation of commencing construction on this
project within the next 30 - 45 days, we are submitting this revision to our proposal (P.O.
1910) to define a fee for construction related services.
The scope of services to be performed is as follows:
1. Prepare contract documents for execution by Village and Contractor.
2. Attend a preconstruction meeting with Contractor.
3. Administer the construction duties and perform the engineering duties as set forth
within the Contract documents.
4. Provide resident project representation on a now full-time basis.
We estimate the total cost for the services outlined above will not exceed Twenty
Eight Thousand Dollars ($28,000).
