The meeting was called to order at 3:43 P.M. by Chair Gary Collins. Task Force members present were: Chair Gary Collins, Vice Chair Joan Marshall, Grace Klimas, Bill Treacy, Chuck Hartley, and Bill Clifton. Also in attendance were' Village Manager Bradford. II. APPROVAL OF AGENDA A discussion of upcoming meeting dates was added to the agenda under ANY OTHER MATTERS. Vice Chair Marshall made a motion to approve the agenda as amended. Bill Treacy seconded the motion. The vote on the motion was: Gary Collins - for Joan Marshall - for Grace Klimas - for Bill Treacy - for Chuck Hartley - for Bill Clifton - for Retuned Paper Country Club Drive Task Force Meeting Minutes July 25, 1995 Page 2 The motion was therefore passed and adopted and the Agenda was therefore approved as amended. III. APPROVAL OF MINUTES A) COUNTRY CLUB DRIVE TASK FORCE MEETING OF JUNE 27, 1995 Bill •Treacy made a motion to approve the minutes as submitted. Vice Chair Marshall seconded the motion. The vote on the motion was: Gary Collins - for Joan Marshall - for Grace Klimas - ' for Bill Treacy - for Chuck Hartley - for Bill Clifton - for The motion were therefore passed and adopted and the Minutes were therefore approved as submitted. IV. SUBCOMMITTEE REPORTS A) FACTS AND FIGURES - Chair. Collins reported that at the first meeting the objective had been to arrive at a synopsis of all information provided to the committee. The resulting synopsis has been attached to and made a part of these minutes. Chair Collins reviewed the list of reference material which had been prepared. A summary of existing traffic counts during peak season which had been pulled from the various studies and had covered the following locations--Country Club Drive: north of Island Way, Island Way to County Line, County Line to Tequesta Drive, 1 ti Country Club Drive Task Force Meeting Minutes July 25, 1995 Page 3 and Country Club Drive to Tequesta Drive- -had concluded that the percentage of Martin County traffic was 50% to 67%. Traffic counts for Tequesta Drive: east of Country Club Drive, east of Seabrook, west of Dixie Highway, Dixie Highway to Riverside Drive, and Riverside Drive to Country Club Drive, had revealed a traffic pattern of which the progression was building from Island Way down through Country Club Drive to Riverside Drive and to the right. Chair Collins provided a summary of assumptions drawn from all of the studies, which had all assumed that Northfork would use one dwelling per 5 acres, or 128 dwellings--with no golf course, and only 20% of the total •trips moving north towards Country Club Drive. Chair Collins explained that the assumption summary had been divided to show the composition in numbers and percentages of future traffic volumes in vehicles per day on Country Club Drive under Assumption A: existing road network; Assumption B: without westerly connector with Longshore Northfork connector; Assumption C: with westerly connector without Longshore Northfork connector; and Assumption D: with westerly connector with Longshore Northfork connector. The worst scenario for Tequesta had been under Assumption C, with Assumption D a close second; and the estimated time frame for each was approximately 5 years. Chair Collins pointed out that current Northfork plans called for 640 dwelling units, a 27-hole golf course, and no southern exit from Northfork, which would raise trips moving north to '40%, or 10, 124 trips per day on Country Club Drive under the worst-case scenario; and the best-case scenario was shown to be 9,438 trips per day, or an increase of 4, 000 (63%) trips per day on Country Club Drive. Other impacting factors which would add daily trips would be the downtown development, Abacoa south, and the Mobil Development north. Mr. Collins explained that the studies were Country Club Drive Task Force Meeting Minutes July 25, 1995 • Page 4 consistent, and therefore believable. Chair Collins then explained how assumption percentages had been applied to actual traffic counts for the various roadways to show the assumed future traffic counts. Statistics showed that when Country Club Drive had been closed for construction that traffic had not been increased on all roads evenly, but increased on Riverside Drive to Old Dixie Highway and had decreased on Seabrook, and showed that there was a lot of traffic that went across County Line to U.S. One. Chair Collins reported that the Palm Beach County study had closely replicated that done by Kimley Horn, and that Kimley Horn had reported through traffic at peak times of 8 A.M. and 4 P.M. Chair Collins stated that the conclusion drawn was that since the Comprehensive Plan showed Country Club Drive with 10, 900 trips per day and the numbers of the studies fell within that volume that nothing had been done; however, the Task Force should use the available information to either accept the premise of the worst-case ,scenario trips per day within the next five years, or, to state that something must be done to curtail, limit or reduce the traffic that would happen during the next five years. Vice Chair Marshall broke down the possible future number of cars per day on Country Club Drive to be 17 cars per minute and stated that as a resident living on Country Club Drive, that number was unacceptable. Ms. Marshall commented that Section 28 was landlocked with no roads for the people to get out and at the present time the only possibility was to open approximately 100 feet between Island Way and Section 28, which would send all the traffic from Section 28 across Island Way and down Country Club Drive; and stated the Task Force must look at existing conditions rather than what might happen in the future. Chair Collins stated that the only alternative which might reduce traffic would be the Connector Road.. Village Country Club Drive Task Force Meeting Minutes July 25, 1995 Page 5 Manager Bradford stated that Tequesta must insist in every way possible that Jupiter take steps to see that a westerly connection roadway to Section 28 was provided, and that since Jupiter in connection with its Weizer tract was reducing density, the number of trips would be reduced. The Village Manager explained that at the present time Palm Beach County was in the process of changing their Comprehensive Plan so that the westerly connection would have an extension from just south of the new Community Park to Indiantown Road alongside Shoney' s; however, were changing the right of way from 60 to 80 feet, which would be wide enough for four lanes of traffic. Village Manager Bradford commented that the actions of Jupiter and Palm Beach County were not consistent with the intent of the Joint Local Governments, whose aim was to coordinate the' governments' • actions. Vice Chair Marshall commented that Martin County had reduced their 80-foot right of ways to 60 feet, to which Village Manager Bradford responded that they might be coordinating with Tequesta' s action of reducing the right of way on Country Club Drive. Bill Clifton stressed the needto consider the impact of Abacoa. Bill Treacy commented that all residents of Country Club Drive must favor reducing traffic, since they would not be able to get out of their driveways and the value of their property would be further reduced. Mr. Clifton commented that the Task Force should not focus on property values, but on safety and crime prevention, which would carry more weight with the governments. Ms. Klimas expressed concern that small front yards could not be redesigned so that cars would not have- to back out onto the street into heavy traffic. Chair Collins requested that the traffic facts be discussed at the next meeting, so that members not present could be informed, and stated that a decision Country Club Drive Task Force Meeting Minutes July 25, 1995 Page 6 must be made only on the facts of whether or not to accept the status quo and end the Task Force or to take the position that traffic levels were unacceptable and work toward a solution.. After ensuing discussion of whether to make a motion and vote at this meeting, it was decided to consider this matter later in the meeting. B) LEGAL IMPLBMENTATION Chair Collins reported that Village Manager Bradford had written to the Village Attorney requesting that he contact Attorney Steve Mathison, the attorney who had accomplished the closing of Haverhill Road through Steeplechase in Palm Beach Gardens using the Safe Neighborhood Act, and report to . the Task Force by .their next meeting with information from Attorney Mathison. Chair Collins suggested that Attorney Randolph attend the Task Force meeting to discuss the information in detail, and if Task Force members were not comfortable with the information that they then invite Attorney Mathison to speak to them and that they contact Gale August to see if funds were available to pay Mr. Mathison. Chair Collins reported Gene Robbins had a contact who was checking with various towns to learn how they had accomplished gating, speed bumps, multiple stop signs, etc. C. OPTIONS Options Subcommittee Chair Bill Treacy reported that a number of options had been discussed, including the Connector Road; the possible gating of Turtle Creek to County Line Road which would be used only by that community; Section 28 ' western connection; arid a toll • bridge at the bridge on Tequesta Drive to help defray future bridge repair costs to taxpayers. Chair Collins commented that Martin County bridges were posted with 8 ton load limits when they were capable of carrying 23-28 Country Club Drive Task Force Meeting Minutes July 25, 1995 Page 7 tons . Village Manager Bradford explained that for the past two years Tequesta had not allowed trucks over Tequesta' s bridge so that truckers had had to meet Martin County charges. Mr. Treacy commented that another option was to close gates to Country Club Drive if Martin County did not cooperate to relieve traffic conditions. Village . Manager questioned the location of the gate, and suggested two gates would be needed to secure the area, and in that case a gate would not be needed at Turtle Creek and arrangements could possibly be made with Turtle Creek to share the cost of the gate and guard. Chair Collins stated that would effectively gate the Tequesta peninsula for crime. village Manager Bradford explained that it would not really be a gate but a checkpoint with a guard which would be a traffic deterrent, and that an actual gate would delay emergency vehicles from entering the area. D) BUSINESS Bill Clifton reported that closing Country Club Drive would definitely impact the business community in Tequesta, and commented that he was conducting -a study of businesses within Tequesta and the general area, which would divide the businesses into two types: those entirely dependent upon walk-in trade and those which required customers to made appointments or that people would get to regardless of whether the route was inconvenient. Mr. Clifton expected to have a report for the Task Force at the next meeting. In response to a question by Mr. Hartley, Village Manager Bradford responded that Tequesta was supported approximately 55% by ad valorem property taxes, and the other 45% came from franchise fees, occupational license fees, sales, cigarette and alcohol taxes, and state revenues. Of the 55% ad valorem property taxes, the Village Manager estimated 20-30% came from business properties and 70% Country Club Drive Task Force Meeting Minutes July 25, 1995 Page 8 from residential properties. M. Marshall commented that she did not believe there would be a negative impact on business by closing certain roads since she thought people would continue their habits after a few weeks, and that many of the shops in Tequesta were specialty shops that people would still_ seek out. The Village Manager agreed and stated that the number one factor in trip destinations was proximity, especially for consumer items such as groceries and drug stores; and that people would not avoid Tequesta businesses to go to Jupiter, for example, since projected traffic there would be worse than that in Tequesta. V. REVIEW OF MASTER RECORD DOCUMENTS LIST AND SUBCOMMITTEE, PRIORITIES Chair Collins requested that any new documents which were received be numbered and the Master Records List be updated with the number and description of the document. The two new documents which had been received that day were numbered 58 and 59 and added to the list. Chair Collins requested that each Task Force member be given a copy of everything from this point forward. VI. DISCUSSION OF A SCHEDULE TO ACHIEVE TASK FORCE OBJECTIVES Chair Collins suggested that the August meeting agenda include the traffic facts discussion which had been discussed at this meeting; and a written outline report from each subcommittee; and that notice of the meeting to the members stress that the meeting would be very important since the members would begin to make decisions and vote on the direction of the Task Force. . Vice Chair Marshall expressed her opinion that, the vote must be taken at this meeting instead of waiting. Discussion of the wording of the motion ensued. Country Club Drive Task Force Meeting Minutes July 25, 1995 Page 9 Vice Chair Marshall made a motion that it was the consensus of the Task Force after reviewing the studies that were conducted for Tequesta Drive, Country Club Drive, Seabrook Drive, and the 'rest of the Village of Tequesta, that the current and projected traffic flow throughout Tequesta was unacceptable and options must be pursued to manage and control the traffic. Motion was seconded by Chuck Hartley. The vote on the motion was: Gary Collins - for Joan Marshall - for Grace Klimas - for Bill Treacy - for Chuck Hartley - for Bill Clifton - for The motion was therefore passed and adopted. VII. ANY OTHER MATTERS Upcoming meetings were set for August 22, 1995 at 3 : 30 P.M. and for September 26, 1995 at 3 : 30 P.M. Chair Collins stressed that it was very important that the August meeting agenda contain a presentation by Gene Robbins regarding legal aspect's; a presentation by Village Attorney Randolph regarding his investigation of the Safe Neighborhood Act both internally and his consultation with Attorney Mathison with written correspondence for the Task Force to review, and solutions to any legal questions raised by the Village Manager; and written outlines by each subcommittee. At the September meeting a vote could be taken regarding which options to pursue based on the legal findings, and a report made to the Village Council in October. Village Manager Bradford reminded that sunset for this Task Force was October 13, 1995 and if that was not sufficient time that the Task Force could vote to establish their final Country Club Drive Task Force Meeting Minutes July 25, 1995 Page 10 recommendations and assign to one member the task of drafting the report. Chair Collins suggested that one week be allowed after the September 26 meeting to draft the report and then that the Task Force hold a final meeting before the Village Council meeting to view the report,. and that the subcommittees coordinate with Village Clerk Manganiello to set up their meetings since they required 72 hours notice. V. COMMQNICATIONS FROM CITIZENS Mr. Bill Shampella, President of Turtle Creek Homeowners Association questioned whether this Task Force at any time had come up with a list of proposals to be considered by Martin "County. Chair Collins explained that a meeting with Commissioner Gettig had not led to any proposals or cooperation. Village Manager Bradford explained that originally Tequesta wanted to have a Task Force which would include Martin County residents, but Commissioner Gettig wanted separate Task Forces, and stated that Tequesta would like to know about Turtle Creek' s problems and see if the Village could help. Mr. Shampella stated he would like to help, but objected to placing a gate at the entrance to Turtle Creek. After ensuing discussion, Chair Collins suggested that Mr. Shampella coordinate between his people and Village Manager Bradford and come to the next Task Force meeting, and stated that they would be given as much time as necessary to present their ideas. Chair Collins asked that at . the next meeting the Task Force explain the Connector Road and why it was needed for the benefit of the Turtle Creek residents. Other comments from the audience included a suggestion that Turtle Creek did not want the Village to do what Turtle Creek did several years ago and suggested a laser reader to allow Turtle Creek and Country Club Drive residents to drive Country Club Drive Task Force Meeting Minutes July 25, 1995 Page 11 straight through the checkpoint. Chair Collins stressed that the Task Force desired to work together to resolve the problems . VI. ,ADJOURNMENT Chuck Hartley moved that the meeting be adjourned. Chairman Treacy seconded the motion, which unanimously carried. Therefore the meeting was adjourned at 5 :35 P.M.
