COUZZO, JR., VILLAGE MANAG~, ~-~ SUBJECT: PROPOSAL TO PROVIDE WATER FROM THE TEQUESTA WATER UTILITY TO RESIDENTS OF MARTIN COUNTY IN THE TROPIC VISTA DEVELOPMENT DATE: 8/7/2003 Over the past year I have been working with representatives from Martin County, in an effort to develop a plan to provide water from our utility to residents in Tropic Vista. Residents from Tropic Vista have expressed interest over the past few years. At one point staff considered funding all costs to install the required infrastructure needed. After additional analysis the return on our investment of this type was considered too long, and would have an adverse effect on utility reserves. In an effort to provide for the utility needs of residents in Tropic Vista, the development of a new strategic plan was required. Recently, a meeting was held at our Recreation Center with residents of Tropic Vista to continue a review of this matter. The meeting was well attended by residents. I reviewed the impact of this project and associated costs. After a show of hands, an overwhelming majority of attendees requested the Village and County continue their efforts to provide water in this area. Residents were informed that Tequesta was willing to install the system and provide the water. The cost associated with this project would be paid by Martin County to be reimbursed through a tax assessment on each property owner receiving the new service. Original cost estimates projected a $6700.00 assessment per property owner. Village utility engineers, Arcadis Reese Macon & Associates were directed to review project costs and submit a detailed breakdown (exhibit A). The primary concern of residents, who attended the meeting, was the initial cost to be assessed. In an effort to work with our neighbors in Martin County, I have reexamined the original proposal. I feel that this project can be approved and expedited by reducing residents' initial cost. This can be accomplished if the Village participated in the initial construction cost. Based upon the estimate submitted by our engineers, residents cost could be reduced approximately 25%. The attached spreadsheet provided is outlining the two options.
