MEETING MINUTES
JULY 13, 2001
The Development Review Committee held a meeting in the Village Manager's Office at 250
Tequesta Drive, 1'eeluesta, Florida, on Friday, July 13, 2001. he meeting was called to
order at 10:10 .A.M. by Director of Community Development Jeffrey Newell. Also in
attendance were Public Services Supervisor Russell White, Dirt,ctor of Public Works and
Recreation Gary Preston, and Police Lieutenant Rick Ricciardi.
1. Sketch Plan review for the replat of Yacht Club Point (Tract D, Tequesta
Country Club) from a three (3) lot subdivision to a. four (4) lot subdivision.

Prese nt on behalf of the applicant were Jim Burg and Attorney Joseph D. Grosso,
Jr.
Mr. Newell read into the record the following comments from Fire Chief James
We;inand:
(1) Roadways exceeding 300' in length are required to have an approved turn
around for fire apparatus.
(2) A, fire hydrant must be within 500 feet of the furthest portion of the most
remote building.
Mr. Newell indicated the Community Development Department comments were
that the existing wood dock would be removed as discussed with Mr. Burg, and
questioned what would happen to the existing wall. Mr. Burg indicated on the

plans the portion of the wall he proposed to remove; and indicated that his
neighbor, Steve,wished to retain a portion of the wall,for which a variance would
have ,o be requested. Mr. Newell indicated square footage and floor elevation
requirements had been satisfied. Mr. Burg clarified the existing concrete steps
were part of the seawall and remained from a prior dock.
Mr. Preston indicated Public Works had no concerns.
Police Sgt, Rick Ricciardi commented his concerns regarding the dead end for
emergency vehicles had been addressed. Sgt. Ricciardi advised there had been a
lot of criminal activity along the waterfront,and qucstio rted whether there were any
previsions for lighting along the seawall to allow view by the marine unit of the
property from the sea. Mr. Burg commented the residents would want lighting;
that there was one streetlight and he did not plan for more because each home
woulra have a post light and gates at the front door with wrought iron lights in front,
patterned after lighting in Harbor Isles in North Pa.m Beach. Sgt Ricciardi
indicated if that was the case he had no problem, and explained that there needed
to be sufficient light for the police to read address numbers, and stated he would
not mandate an additional streetlight but would appreciate it if one could be added-
Mr. Burg stated he would do what he could to provide an additional streetlight.
Mr. Newell commented the people would probably like a light at the seawalls to
protect their boats, and the applicant indicated light would be provided. Sgt.
Ricciardi commented most of the people who had been victims had not had
lighting. that he was now addressing them as a group, ind that lighting was cheap
insurance.
Mr. Freston questioned and received confirmation from the applicant that roadways
would meet Village standards, Mr. Burg indicated the roadway locations on the
plank.
Mr. White commented he had previously discussed water connections with the
applicant, that two meters had been installed, and a third would be added. Mr.
Burk;indicated on the plans the location desired for the third meter. It was clarified
that :he Village road would be maintained by the four property owners. Mr. Burg

needed to ,accommodate the farthest house. Mr. Burl; indicated the size of the
meter would be increased if necessary. Mr. Burg indicmted he and Paul Brienza
had met ai the site regarding sanitary, and that there was adequate sanitary
connection. Mr. White commented the roads were l;oing to be overlaid with
asphalt during the next week so any necessary work needed to be done before that,
and commented that connection fees would be worked out prior to service. The
water meter size was discussed, Mr. Burg and Mr. White were to work out the
appropriate size. Mr.Burg indicated plans were for a 1.1/2" to 2" line sized down
to I inch at the property line to accommodate the house size.
Mr. Presioii commented the Village had a standard type of street light which was
the traditional type from FPL on an individual black pole and the applicant needed
to be sure. to use that type. Mr. Burg commented he world meet the specifications.
Mr. Newell commented the plumbing code for house service required 3/4"
minimum line but 1"would be needed to get a little more volume. Mr,Burg stated
he would meet Standard Building Code and probably would exceed it because of
the size of the farthest house; and that he would upgrade the meter if he had to but
would have pipe sizes installed to accommodate that. Mr. Newell commented a
1-1 i2" met.er would feed at 2" line. Mr. Burg inquired about a fire hydrant to
which Mr. White responded the existing hydrant was within the 500' Chief
W,.-inand was requiring. Mr. Burg commented he wanted to be sure that would be
okay for the farthest point.
Mr. Ncwcl I announced that concluded the item regarding replatting of Yacht Club
Point.
2. Sprint PC'S Telecommunication Facility, 901 Old ]Dixie Highway (Tequesta
water treatment plant.) Pat Lentini,Agent for Applicant.

shopping or commercial centers, schools, parks and
playgrounds or any other physical features that will
enable the council to determine how the subdivision
will fit into the pattern of the community as a whole.
6. Tentative lot and block lines, including proposed lot
areas.
7. Where a small or irregular tract of land will be created
or may remain due to the development of a proposed
subdivision, the council may require that a practical
plan for the development of said tract be submitted.
Where a practical layout cannot be made the council
may require revision of the proposed subdivision layout.
(4) After review by the village staff, copies of the sketch plan

ill be forwarded to the village council for consideration.
1. If the sketch plan is disapproved, the village shall re-
tain one (1) copy and instruct the subdivider not to
proceed with the subdivision unless and until a plan
has been approved by the village council.
(5) Following the approval/approval with changes of the sketch
plan the subdivider may proceed to prepare a preliminary
plat in accordance with the instructions hereinafter con-
tained. The subdivider may elect to combine the prelimi-
nary and final plat procedures.
Section 2. Preliminary plat procedure.
(1) Any person desiring to subdivide land,who has fulfilled the
pre-application procedures set forth in section 1 of this article,
shall prepare a preliminary plat of the proposed subdivision in
accordance with the specifications and requirements as set forth
in Article III, section 1 hereof.
(2) Provide certification that the proposed subdivision meets
the level of service standards and concurrency requirements of
the Village of Tequesta. Certification is to be provided by a pro-
fessional engineer, registered in the State of Florida, and be pre.
pared in a format that can be verified by the village.
(3) The land owner and/or representative shall schedule a
meeting with the building official, providing him with one (1)
