SELECTION COMMITTEE MEETING
VILLAGE OF TEQUESTA, FL
MARCH 22, 2024 10:00 AM VILLAGE HALL CONFERENCE

CALL TO ORDER AND ROLL CALL
The meeting was called to order by Village Clerk McWilliams at 10:03 a.m. A roll call was taken.
Present were:
Doug Chambers, Public Works Director, Greg Corbitt, Parks and Rec Director and Jay Hubsch,
Community Development Director.

AGENDA ITEMS
1. Proposal Presentations:
10:00 am - Creative Contracting Group
10:30 am - Lunacon Construction Group
11:00 am - West Construction, Inc. and West Architecture & Design, LLC
*National SWPPP Services did not turn in their presentation so they have been
disqualified.
Creative Contracting Group
Lisa Addis, owner of Creative Contracting Group, introduced her team and announced
they were a woman owned family business. She advised it would take approximately 6-8
months to complete the project; would have 8-10 staff on-site and subs; the job would be
priority due to the size; would work everyday with a foreman and laborer always onsite;
do most of the work themselves and rarely rely on subs; would shop around for best
prices on landscaping; and has never had any litigation.
Mr. Chambers noted the company had an outstanding background check, no litigation,
completed all projects and the timeframe was good.
Lunacon Construction Group
Lunacon did not show for their presentation and was disqualified.
West Construction, Inc. and West Architecture & Design, LLC
Matthew West, President, advised they had 100 plus workers and would do a lot of in-
house work; no learning curve; would use few sub-contractors; owns most equipment;
time to completion would be 180 days; staffing would depend on where in the cycle they
were; the current budget was challenging; minimum impacts to neighbors; huge price
difference with drainage; built the current village hall; and advised litigation was a last
resort if no options left.
Mr. Chambers noted he did not receive any positive references from the four he spoke
with.
2. Evaluation and Ranking of Proposals

Mr. Hubsch moved to award the contract to Creative Contracting pending Council
approval; seconded by Mr. Corbitt; motion approved unanimously 3-0.

The meeting was adjourned at 11:57 am.
