Workshop STAFF MEMO Meeting: Workshop - Jul 29 2024 Staff Contact: Marjorie Craig, Utilities Director Department: Utilities ITOMM PFAS Regulatory Update and Compliance with the New EPA PFAS Rule On April 10, 2024, the United States (US) Environmental Protection Agency (EPA) released the final regulations for six PFAS compounds. Some studies suggest that PFAS substances may increase the risk of certain cancers. The Village of Tequesta's Utilities Department has tested for PFAS substances in our drinking water, and we meet the current EPA PFAS regulations with a source water blend of 60% upper Floridan aquifer water treated by a reverse osmosis plant and 40% surficial aquifer water treated by a conventional filtration plant. "PFAS" are per- and poly-fluoroalkyl substances or compounds, also referred to in the media as "forever chemicals." They consist of 4,000 substances that are widely used around the world in a variety of industries. They are ubiquitously found in the environment and our homes in items such as frozen food containers, toilet paper, makeup, cooking pans, dental floss, water-resistant items, and more. The Environmental Protection Agency (EPA) announced proposed "National Primary Drinking Water Regulation" (NPDWR) for six PFAS compounds on March 14, 2023. EPA followed up with the final regulations in April 2024, modifying the proposed standards in several areas. PFOA and PFOS levels remain the same as the proposed rule at 4 parts per trillion (ppt). EPA added three PFAS compounds from the hazard index, modified the HI, and set it at "1" (unitless) for mixtures containing two or more of four specific PFAS substances. The HI is a ratio that indicates the potential risk of a mix of individual PFAS. The HI maximum contaminant level (MCL) is the level at which no known health risks are anticipated. This presentation will update the Village Council on PFAS, on the regulations and the status of the Village of Tequesta's compliance with the federal PFAS regulations promulgated by the USEPA. Testing of our drinking water shows that we currently meet the new regulations. Regulations are subject to change, and the Utilities Department continues to monitor regulatory requirements and unit treatment processes that remove PFAS if further treatment is needed.
