The hearing was called to order at 10:00 A.M.
A. Code Enforcement Special Master Torcivia approved the minutes of the May
29, 2003 Special Master Hearing.
B. Status Hearing:

The Respondent, Dee J. Granzow, was present at the hearing. The Tequesta
Code Enforcement Officer testified and introduced photographs of Ms.
Granzow's property in her attempt to comply.
Conclusion of law is that the Respondent is in compliance with Ordinance 464,
Appendix A , of the Code of Ordinances of the Village of Tequesta.
Special Master Torcivia ordered that Respondent, Dee J. Granzow, shall
continue to comply with Ordinance 464, Appendix A, of the Code of
Ordinances of the Village of Tequesta.

The Respondent, Riverside Oaks, LLC, was represented at the hearing by
Jeff Spear. Mr. Spear presented Mr. Herbert Frank, owner of the roofing
company, as his witness. The Tequesta Code Enforcement Officer testified to
the repeat violation. The Special Master cautioned Respondent about the
local ordinances in Tequesta, specifically Ordinance No. 199, Section 6/
Conclusion of law is that the Respondent is not in "repeat violation" of
Ordinance #199 Section 6.1 (c) of the Code of Ordinances of the Village of
Tequesta; however, Respondent is in "violation" of Ordinance #199 Section
6.1 (c) of the Code of Ordinances of the Village of Tequesta.
Special Master Torcivia ordered that Respondent, Riverside Oaks, LLC, shall
comply with Ordinance #199 Section 6.1 (c) of the Code of Ordinances of the
Village of Tequesta by the 28t" day of June, 2003.
If Respondent does not comply within the time specified, a fine of two hundred
fifty dollars ($250.00) per day; five hundred dollars ($500.00) per day for
repeat violations, may be assessed for each day the violation continues to
exist.

Special Master Paulette Torcivia ordered that Respondent John D. McDonald
shall comply with Ordinance #464, Appendix A, Section X-L(3) of the Code of
Ordinances of the Village of Tequesta by the 28th day of June, 2003. If
respondent does not comply within the time specified, a fine of fifty dollars
($50.00) per day shall be assessed for each day the violation continues to
exist.

Conclusion of law is that the Respondent is in repeat violation of Ordinance
#355 XII(O)(5)X-L(2) of the Code of Ordinances of the Village of Tequesta.

Special Master Paulette Torcivia ordered that a fine of four hundred fifty dollars
($450.00) is hereby assessed for the violation that has existed on May 22,
2003.
A certified copy of this Order shall be recorded in the Public Records of Palm
Beach County, Florida, and, once recorded, shall constitute a lien against the
property of the original amount upon which the violation existed and upon any
other real or personal property owned by the Respondent, pursuant to Chapter
162, Florida Statutes for the original amount.

Tequesta.
Special Master Paulette Torcivia ordered that a fine of fifty dollars ($50.00)
shall be assessed for the violation that has existed. This fine shall be paid by
the 25th day of July 2003. If this violation should re-occur, there wilt be a fine
of one hundred dollars ($100.00) per day assessed until there is compliance.
A certified copy of this Order may be recorded in the Public Records of Palm

proper notice. The Tequesta Code Enforcement Officer testified to and
introduced photographs of the violation.
Conclusion of law is that the Respondent is in violation of Ordinance Chapter
10, Section 17-20, of the Code of Ordinances of the Village of Tequesta.
Special Master Torcivia ordered that respondents, Carolyn Moora, Arthur E.
Hunter, Sr., and Carolyn P. Hunter, shall comply with Ordinance Chapter 10,
Section 17-20 of the Code or Ordinances of the Village of Tequesta by the 28tH
day of June, 2003. If respondents do not comply within the time specified, a
fine of two hundred fifty dollars ($250.00) per day shall be assessed for each
day the violation continues to exist. If Respondents do not comply within the
time specified, a Fine Assessment Hearing will be held before the Special
Master on the 31St day of July, 2003, at 10:00 a.m., at the Tequesta Recreation
Center Main Meeting Room (Council Chambers), 399 Seabrook Road,
Tequesta, Florida.
The Special Master ordered the Village of Tequesta to secure the pool area
within 24 hours.
A copy of this Order may be recorded in the Public Records of Palm Beach
County, Florida, and, once recorded, shall constitute a lien against the
property of the original amount upon which the violation existed and upon any
other real or personal property owned by the Respondent, pursuant to Chapter
162, Florida Statutes for the original amount.
