Meeting was called to order at 9:55 A.M. A. Code Enforcement Special Master Torcivia approved the minutes of the April 27, 2000 hearing as submitted. B. Fine Imposition Hearings: None C. Violation Hearings: Case No. 009948 Dana M. & Carol W. Anderson 48 Yacht Club Place Tequesta, Florida 33469 Legal: TEQUESTA LT 596 60-42-40-26-01-000-5960 Nature of Violation: Repeat Violation of Code of Ordinances of the Village of Tequesta, Florida. APPENDIX A-ZONING, SECTION X, SUPPLEMENTAL REGULATIONS APPLYING TO A SPECIAL MASTER CODE ENFORCEMENT HEARING MINUTES May 18, 2000 Page 2 SPECIFIC, TO SEVERAL, OR TO ALL DISTRICTS, (L), Commercial Vehicles and Trucks, Recreational Vehicles on Private Lots (3), Page No. 1185 The Respondent, Dana M. Anderson, was present at the hearing. Code Enforcement Officer Sgt. Irovando testified to the repeat violation. Conclusion of law was that Respondents are in repeat violation of Appendix A, Section X, (L) (3) of the Code of Ordinances of the Village of Tequesta. Special Master Paulette Torcivia ordered that a fine of fifty dollars($50.00)shall be assessed. This fine is to be paid by June 14, 2000. If Respondent repeats violation of Appendix A, Section X, (L)(3), then a fine of one hundred dollars ($100.00) shall be imposed. Case No. 008377 Andrew E. And Monica I. Armour 371 Franklin Road Tequesta, Florida 33469 Legal: JUPITER IN THE PINES SEC B LT 13 BLK 32 60-42-40-25-06-032-0130 Nature of Violation: Violation of Code of Ordinances of the Village of Tequesta, Florida,Chapter 4, ANIMALS AND FOWL, ARTICLE II, Dogs and Cats, Sec. 4-, 13, Running at Large Prohibited, Page No. 259. The Respondent, Andrew E. Armour, was present at the hearing, and testified that the dogs escaped while workmen were about the house. Code Enforcement Officer Sgt. lrovando testified to the violation. Conclusion of law was that Respondents are in violation of Chapter 4, Sec. 4-, 13, Page No. 259 of the Code of Ordinances of the Village of Tequesta. 2 SPECIAL MASTER CODE ENFORCEMENT HEARING MINUTES May 18, 2000 Page 3 Special Master Paulette Torcivia ordered that Respondents, Andrew E. and Monica I. Armour, shall comply with Chapter 4, Sec. 4-, 13, Page No. 259 of the Code of Ordinances of the Village of Tequesta by the 19th day of May, 2000. If Respondents do not comply within the time specified, a fine of fifty dollars ($50.00) per day per dog shall be assessed for each day the violation continues to exist. Chapter 10, Health and Sanitation, Article IV,DUMPING DEBRIS ON LOTS, Section 10-46. Declared unlawful. Page No. 588.2. The Respondent's corporation was represented by Manager James Woodley. Code Enforcement Officer Sgt. Irovando testified the violation. The Special Master found that the property owner was not properly enjoined for this hearing. APVF.NDIX_ A COMPREHENSIVE ZONING ORDINANCE, SECTION XII. SIGN REGULATIONS. SIGNS, (C) (1) PERMITS REQUIRED, PAGE NO. 1197. Violation-oICode_pf Ordinances of the Village of Tequesta, Florida. APPENDIX- A. COMPREHENSIVE ZONING ORDINANCE, SECTION VII. SCHEDULE OF REGULATIONS. AND APPLICAITON OF REGULATIONS, (7), G-3 G_EN_ERAIL COMMERCIAL DISTRICT, (E) PROHIBITED USE AND STRUCTURES, (1), PAGE NO. 1138.1. The Respondent, Mystic Life Church, was represented by their attorney, Jack Bowen. Mr. Norman Burg was not present at the hearing, however, there was a finding of proper notice. The Special Master has amended the style of this matter to include Respondent, Norman Burg. Code Enforcement Officer Sgt. Conclusion of law was that Respondents are in violation of Appendix A, Section XII, (C)(1), Page No. 1197, and Appendix A, Section VII, Page No. 1138 of the Code of Ordinances of the Village of Tequesta. Special Master Paulette Torcivia ordered that Respondents, Religious Science of the Palm Beaches/Mystic Life Church/Norman Burg, Jr., shall comply with Appendix A, Section XII, (C)(1), Page no. 1197, and Appendix A, Section VII, Page No. 1138.1 of the Code of Ordinances of the Village of Tequesta by the 1st day of June, 2000. If respondents do not comply within the time specified,a Fine Assessment Hearing will be held before the Special Master on the 15th day of June, 2000, at 10:00 a.m., at the Tequesta Village Council Chambers, 357 Tequesta Drive, Tequesta, Florida 33469. Should a dispute arise concerning compliance, either party may request a hearing before the Special Master on the issue of compliance only. The Respondent, Lynne Aquino,was present at the hearing and testified that the dog would be gone for the summer. Code Enforcement Officer Sgt. Special Master Paulette Torcivia ordered that Respondent, Lynne Aquino, shall comply with Chapter 4, Sec. 4-7, Pages 257, 258, of the Code of Ordinances of the Village of Tequesta by the 19th day of May, 2000. If Respondent does not comply within the time specified, a fine of fifty dollars ($50.00) per day shall be assessed for each day the violation continues to exist. D. Status Hearings: None E.
