MEETING MINUTES
DECEMBER 28, 1994
I. CALL TO ORDER AND ROLL CALL
The Tequesta Community Appearance Board held a regularly
scheduled meeting at the Village Hall , 357 Tequesta Drive,
Tequesta, Florida, on Wednesday, December 21 , 1994 . The
meeting was called to order at 9: 35 A.M. by Chairperson
Leslie Cook. Boardmembers present were: Chairperson
Leslie Cook, Vice Chairman Victor Strahan, Claudette
Dalack, Ruth Maitland, and Paul Coben. Also in attendance
was Steven Kennedy, Deputy Building Official .
II. APPROVAL OF AGENDA
The Board approved the agenda.
III. APPROVAL OF PREVIOUS MEETING MINUTES (November 16, 1994)
The Board approved the minutes as submitted.
IV. NEW BUSINESS:
1) An application from the Village of Tequesta for a
branch public library facility with parking lot and
landscaping, 461 Old Dixie Highway, Tequesta.
Village Manager Bradford explained that because the
interlocal agreement with Palm Beach County called for
completion of the library by a date certain, after
which penalties would accrue at the expense of the
Village, that the Village wished to move ahead with the
project rapidly. Village Manager Bradford introduced
Michael Reich, President of Select Contracting,
contractor for the project; Dan Kanovan, Architect; and
Gary Van Brock, representative for the Dorner Trust,
which donated the 1.069 acres at no cost to the
Village; and explained that Tequesta would own the land
and the building, that Palm Beach County would lease

the building for library purposes at $1 . 00 per year for
50 years, and that Tequesta would make up the
construction shortfall that would not be paid by the
County. The project would be considered by the Village
Council for special exception public hearing and site
plan review at their upcoming January 12 meeting.
The Village Manager produced a tree survey which
depicted existing trees on the property, the majority
of which were slash pines, and pointed out those trees
which could be saved, including a cluster of pines and
small oaks at the front of the site, next to the post
office. Michael Reicht explained that an integrated
plan showing the site plan with landscaping would be
completed during the next week. Chairperson Cook
commented that the Board could not see how the existing
trees would fit into the landscaping without the
integrated plan. Village Manager Bradford explained
that the landscaping would consist of 80 more plantings
than were approved for the previous library site, and
that the landscaping exceeded the 25% open space
requirement.
In response to Chairperson Cook, Village Manager
Bradford explained that the building plan was required
by the County and that the Village had no choice of
plans. Architect Kanovan explained that the parking
lot had been placed in front of the building in order
to be able to use the setback for parking. The Board
discussed colors for the roof, the building walls, and
the sign. It was the consensus of the Board that the
roof color would be Weathering Copper, and chose MAB
Windridge White No 5106P for the stucco building walls
and the sign background to blend with neighboring
structures. Dark bronze was chosen for the sign
letters.
In response to Boardmember Maitland, Architect Kanovan
explained that the building was not expandable and that
no room existed on the site for expansion. Boardmember
Maitland stated that as a citizen she questioned
building a library for 50 years that is the same size
as the one the Village has today. Village Manager
Bradford explained that in the near future branch
libraries would become smaller and obsolete as we now
know them since computers would access information from
the main library.

The Board then discussed the landscaping in detail. In
response to Boardmember Coben, Mr. Reicht explained
that Washington palms were prettier, more formal , and
more expensive than Queen palms, and that Palm Beach
County would maintain the landscaping. Chairperson
Cook objected to the use of Trailing Lantana since it
would not last longer than two years before replacement
would be necessary. Boardmember Coben reported that
Stephen Parker, a landscape architect and an alternate
member of the Community Appearance Board, had suggested
either Wax Myrtle or Simpson Stopper around the
dumpster, and low maintenance, bug resistant Ilex
Crenada Compacta to replace the Silver Buttonwoods,
which would require high maintenance and were not cold
hardy. Chairperson Cook commented that she would like
to speak with Mr. Parker for his suggestions for
replacement plants for the Trailing Lantana and the
Crinum Lily. The suggested Fakahatchee grass was
described by Village Manager Bradford as a cold hardy
evergreen ground cover which blooms twice a year, with
blooms resembling sea oats. The Boardmembers were
concerned since they could not see the impact of the
existing trees on the landscape plan. After a short
discussion it was decided that the Board would make
recommendations which would be incorporated into the
integrated plan which would then be resubmitted to the
Community Appearance Board at a meeting to be scheduled
for January 11 , prior to the Village Council meeting on
January 12.
The Board discussed the color for the site lighting
fixtures and decided on the dark bronze which had been
chosen for the sign letters.
Motion was made by Boardmember Coben to accept the library
plans as submitted with the exception that the final
decision on the landscaping plan be deferred until the
Community Appearance Board received a revised rendering
which incorporates existing trees and the several changes
which are enumerated as follows:
1. Simpson Stopper to be used for plantings around the
dumpster.
2. Replace the 286 Silver Buttonwood with Ilex Crenada
Compacta.
3. Washington Palms are acceptable.
4. Replace Crinum Lily with something pretty that is

same price, i.e. , philodendron split leaf.
5. Incorporate trees to be saved into the final plan.
6. Replace Trailing Lantana with a stronger plant that
has a longer life span, preferably flowering, that
is approximately the same price.
7. The building color to be MAB Windridge White, Number
5106P.
8. The roof color to be Weathering Copper.
9. The electric lighting fixtures to be dark bronze.
10. The sign letters to be dark bronze.
11. The sign stucco to be the same color as the
building.
Motion was seconded by Boardmember Strahan. Motion
carried unanimously.
V. UNFINISHED BUSINESS:
There was no unfinished business to come before the Board.
VI. COMMUNICATION FROM CITIZENS
Wade Griest commented that by delaying approval of a
library site for so long the Village had lost over
$300,000 in county funds, and he believed that now the
Village Council was so concerned with the time that they
did not want anything to interfere and that they would
approve the Board's decisions so that Tequesta could have
a library.
VII. ANY OTHER MATTERS
Boardmember Maitland brought up the matter of the manual
revisions, asked that all the boardmembers review the
revised plan, and suggested the Board meet either earlier
or stay later at the next meeting to decide this matter.
The Board discussed the fact that the manual revisions and
a report from the Village Clerk regarding the amount of
funds available for the railroad landscaping were to have
been placed on the agenda for this meeting but were not,
and decided that both items would be on the agenda for the
next meeting.
Boardmember Dalack discussed the lack of a planter and
plants at Village Square and requested they be notified by
the Building Department. Deputy Building Official Kennedy
stated that they would be significantly impacted by the

landscape ordinance which would be effective in March,
1995.
VIII. ADJOURNMENT
The meeting was adjourned at 10:58 A.M.

SUBJECT: Community Appearance Board Meeting, December 28, 1994
The Tequesta Branch Library Project, at its new location on Old
Dixie Highway, was reviewed by the Tequesta Community Appearance
Board relative to the overall site plan and the site plan for the
proposed permanent signage. Those associated with the Project in
attendance were Michael Reich, Select Contracting, Inc. , Gary Van
Brock, Van Brock Construction, Dan Canavan, MPA Architects and Tom
Bradford, Tequesta.
Changes to the site plan requested by the Community Appearance
Board are as follows :
1 ) Landscaping surrounding the proposed dumpster shall be
"Simpson Stopper" .
2 ) The proposed 286 Silver Buttonwoods were determined to not be
cold hearty. The Community Appearance Board requests that
they be replaced with " Ilex Compacta" , of which I am not
familiar. Perhaps the CAB is referring to Ilex Vomitoria
"Nana" , commonly referred to as the Dwarf Yaupon.
3) As to the proposed Crinum Lily, CAB wishes these to be
replaced with "Split-Leaf Philodendron" . I believe that
specifically they are referring to the species Philodendron
Selloum which does make for a handsome groundcover for big
scale areas and public buildings .
4 ) CAB wishes for the trees proposed to be saved to be
incorporated in a revised landscape plan for the Project.
5 ) As to the proposed "Trailing Lantana" , CAB feels that this
species has a short life span and wishes it to be replaced
with a stronger plant with longer life span having
approximately the same price and preferring the chosen species
to be of a flowering variety.

6) The landscape plan is to be revised as noted above and brought
back before the CAB for a final review at a meeting to be
scheduled on January 11, 1995, 9 : 30 A.M. The Project can
proceed with Special Exception Public Hearing and Site Plan
Review at their Meeting on January 12 , 1995 at 7 : 00 P.M.
7 ) The proposed lighting fixtures are to be the same dark bronze
color as proposed for the lettering upon the permanent
signage.
8) The CAB chosen paint color for the building facade and
permanent signage is- MAB Windridge White No. 5106P.
The plant list needs to be delineated in a spreadsheet format,
sample copy attached, incorporating all requirements of Tequesta
Ordinances . Copy of same was provided to Michael Reich for
transmittal to Landscape Architect, Gus Perna. This request is in
addition to the key providing same on the landscape plans .
The final site plan and final revised landscape plan, both of which
are necessary for the CAB Meeting on January 11 and the Village
Council meeting on January 12 must be in the possession of the
Department of Community Development by no later than Noon,
Thursday, January 5, 1995.
