Bradford, Village Manager-7— DATE: March 3 I, 1999 SUBJECT: Appointment of Village Officers; Agenda Item Section 2.07 of the Village Charter requires the Village Council to appoint Village officers at the regular meeting subsequent to the date of the annual election. The applicable Village officers are the Village Manager and the Village Clerk. In accordance with my Employment Agreement with the Village, on May 7, 2000, I provided the Village Council with a written resignation effective May I, 2000. Since Section 2.07 of the Charter states that "the Village Council shall appoint the Village officers for a term of one year and until their successor shall be appointed and qualified" it is respectfully recommended to you that you reappoint me, Thomas G. Bradford, as Village Manager through and including April 30, 2000. Effective May I, 2000, it is my recommendation that you appoint Joann Manganiello as the Acting Village Manager. This would be in compliance with Section 2.07 because Ms. Manganiello would be my successor who was appointed and qualified effective immediately following the date of my last day of appointment by the Village Council. The Village Council does not know with any certainty how long it will be until a new Village Manager is brought on board. It is estimated to take at least 3 months and maybe more until such time as the new Village Manager starts work in Tequesta. Due to the unknown length of time that the Acting Village Manager will serve in that position, it is recommended, effective May I, 2000, that Ms. Manganiello's annual salary be increased to $75,000 per year for the duration of the time in which she serves as Acting Village Manager. Likewise, because the job requires the 24-hour availability of an automobile, it is also recommended that Ms. Manganiello be provided with a $400 a month automobile allowance. These figures are less than that paid to me and, keep in mind, she must perform her Village Clerk duties during this same time. In all probability, Ms. Manganiello will need to bring in a contractual Assistant Village Manager to work during this interim period to ensure all of the functions of the Village Manager's office are covered. There are several persons available for such in this region, some of whom may apply for the permanent Village Manager position. In addition to the above referenced recommendations, it is also recommended that you reappoint Joann Manganiello as Village Clerk, as she has continued to do an excellent job for Tequesta in managing the public records and administering the municipal election and associated procedures.
