Meeting was called to order at 10:03 A.M.
A Code Enforcement Special Master Torcivia approved the minutes of the January
27, 2000 hearing as submitted.

Code Enforcement Officer Sgt. Irovando testified to the violation.
Conclusion of law was that Respondent is in violation of Appendix A, Section X
(L)(3) of the Code of Ordinances of the Village of Tequesta.
Special Master Paulette Torcivia ordered that Respondent, Thomas F. Westoff,
shall comply with AppendixA, Section X(L)(3), of the Code of Ordinances of the
Village of Tequesta by the 26th day of February, 2000. ff Respondent does not
comply within the time specified, a fine of fifty dollars ($50.00) per day shall be
assessed for each day the violation continues to exist. Should a dispute arise
concerning compliance, either party may request a hearing before the Special
Master on the issue of compliance only.

The Respondent, Alberto Sorzano, was present at the hearing.
Code Enforcement Officer Sgt. Irovando testified to the violation.
Conclusion of law was that Respondents are in violation of Appendix A, Section
X (L) of the Code of Ordinances of the Village of Tequesta.
Special Master Paulette Torcivia ordered that Respondents,Alberto and Pamela
G. Sorzano, shall comply with Appendix A, Section X (L) , of the Code of
Ordinances of the Village of Tequesta by the 26th day of February, 2000. If
Respondent does not comply within the time specified, a fine of fifty dollars
($50.00) per day shall be assessed for each day the violation continues to exist.
Should a dispute arise concerning compliance, either party may request a
hearing before the Special Master on the issue of compliance only.

Code Enforcement Officer Sgt. Irovando testified to the violation. Sgt. Irovando
testified further that the property lies close to a school.

Conclusion of law was that Respondent is in violation of Chapter 4, Article II,
Sections 4-13 of the Code of Ordinances of the Village of Tequesta.
Special Master Paulette Torcivia ordered that Respondent, Louis J. Rivera, shall
comply with Chapter 4, Article II, Sections 4-13, of the Code of Ordinances of
the Village of Tequesta by the 26th day of February, 2000. If Respondent does
not comply within the time specified, a fine of One Hundred Fifty dollars
($150.00)per day shall be assessed for each day the violation continues to exist.
Should a dispute arise concerning compliance, either party may request a
hearing before the Special Master on the issue of compliance only.

that she had given up her dog to animal rescue.
Code Enforcement Officer Sgt. Irovando testified to and produced photographs
of the repeat violation.
Conclusion of law was that Respondent is in violation of Chapter 4, Article II,
Sections 4-13 of the Code of Ordinances of the Village of Tequesta.
Special Master Paulette Torcivia ordered that Respondent, Heide A.Wilkinson's
fine of fifty dollars ($50.00) is hereby waived.

Conclusion of law was that Respondents are in violation of Appendix A, Section
X (L)(3) of the Code of Ordinances of the Village of Tequesta.
Special Master Paulette Torcivia ordered that Respondents, Christopher B. and
Ana G. Marsh, shall comply with Appendix A, Section X (L)(3) , of the Code of
Ordinances of the Village of Tequesta. Special Master Paulette Torcivia further
ordered that Respondents, Christopher B. and Ma G. Marsh, shall be assessed
a fine of fifty dollars ($50.00) and that said fine shall be paid by March 20, 2000.
A copy of this Order shall be recorded in the Public Records of Palm Beach
County, Florida, and, once recorded, shall constitute a lien against the property
of the original amount upon which the violation existed and upon any other real
or personal property owned by the Respondents, pursuant to Chapter 162,
Florida Statutes for the original amount. If Respondents repeat this violation, a
fine of one hundred fifty dollars ($150.00) shall be assessed for each day the
