Please find attached, the following support documents for Councilmember's review for the above
referenced agenda item:
• A Bid Tabulation Sheet, Prepared by Gee & Jenson
• A signed Contract from Rood Landscape Co., Inc., dated March 21, 2000
• A Bid Recommendation from Gee & Jenson to Award Contract to Rood Landscape Co.,Inc.
• A copy of the Landscape and Irrigation Plans prepared by Parker •Yannette Design Group,
Inc.
Should the Village Council award this contract to Rood Landscape Co., Inc., the work would begin
on or about May 1, 2000 and be completed within thirty (30) days. Rood Landscape Co., Inc., has
provided this Village excellent service for over thirty (30) years and I would recommend the Village
Council award the Phase II Country Club Drive Streetscape Improvements to this firm.
Please place this item on the April 13, 2000, Village Council Meeting Agenda for Councilmember's
consideration.

Re: Country Club Drive Streetscape Phase II
Dear Mr. Preston:
On Tuesday, March 21, 2000, bids for the subject work were opened at 2:00 PM as advertised.
Five bids were received and opened. One bidder, Aiello Landscape, Inc. was represented at the
opening. You will find attached, our bid tabulation form indicating pertinent information.
Rood Landscape Co., Inc. is the apparent low bidder with Terracon Services Inc. as second
lowest. Terracon is approximately 11% higher than Rood Landscape.
Rood did not sign the signature page (BQ3) or provide copies of all certifications with the
Company's sealed bid, however, those items were delivered to our office within 24 hours of the
bid opening by a Rood representative upon being advised of their absence from the bid package
as received. Attached to this letter are the documents submitted belatedly by Rood and these
have been made a part of the Company's bid package. The missing documentation had been
previously submitted in conjunction with the Rood bid package for the first phase of Country
Club Drive Streetscape Improvements. Their absence from the Phase II bid package is not, in
our opinion, of material significance and is the type of oversight covered by the terms of the
advertisement giving the Village the right to "waive technical errors and informalities".
We believe that the relatively straight forward nature of the proposed work and the established
reputation of the low bidder for landscape construction and installation, indicate that the Village
could consider favorably the bid submitted by Rood Landscape Co., Inc.

A RESOLUTION OF THE VILLAGE COUNCIL OF
THE VILLAGE OF TEQUESTA, PALM BEACH
COUNTY, FLORIDA, AWARDING BID CONTRACT
TO ROOD LANDSCAPE COMPANY, INC. , OF
JUPITER, FLORIDA, FOR PHASE II COUNTRY
CLUB DRIVE STREETSCAPE IMPROVEMENT IN
THE AMOUNT OF $92, 281, HAVING A FY
1999/2000 CAPITAL IMPROVEMENT FUND
BUDGET ALLOCATION OF $130, 000, AND
AUTHORIZING THE VILLAGE MANAGER TO
EXECUTE THE APPLICABLE CONTRACT ON
BEHALF OF THE VILLAGE.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE
COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH
COUNTY, FLORIDA, AS FOLLOWS:
Section 1. A Contract to Rood Landscape Company,
Inc . , of Jupiter, Florida, for Phase II Country
Club Drive Streetscape Improvement in the amount
of $92, 281, attached hereto as Exhibit "A" and
incorporated by reference as a part of this
Resolution is hereby approved and the Village
Manager of the Village of Tequesta is authorized
to execute the same on behalf of the Village of
Tequesta.
THE FOREGOING RESOLUTION WAS OFFERED by
Councilmember , who moved its

put to a vote, the vote was as follows :

The undersigned also agrees as follows:
1. To perform additional services and provide necessary equipment, facilities, and
materials for work not covered by the above Bid Quotations, which may be
authorized by the Village and to accept as full compensation, therefore, such
prices as may be agreed upon in writing by the Village and the Contractor in
accordance with Item ]5 of the General Conditions.

2. To commence work on or about May 1, 2000 within 10 days after the date of
written Notice to Proceed, to substantially complete the entire Work within
(indicate No.) 3 d consecutive calendar days after the date of written Notice
to Proceed, subject to such extensions of time allowed by-the Conditions of the
Contract, and to achieve Final Completion of the Work by no later than 30 days
after the actual date of substantial completion.
Accompanying this proposal is a certified check or a Bid Bond in the amount of S G/54, oS'
(not less than five percent (5%) of the base bid), made payable to the Village of Tequesta,which
is to be forfeited as liquidated damages, if, in the event this proposal is accepted, the undersigned
shall fail to execute the contract and furnish satisfactory contract bond under the conditions and
within the time specified in the proposal; otherwise said certified or cashier's check or Bid Bond
is to be returned to the undersigned.
