SUBJECT: Contract for Grant Acquisition and Administrative Services:
Agenda Item
In the last several years Tequesta has become more successful in securing
grants in the areas of criminal justice, emergency medical services,
emergency management and infrastructure improvements. During this time
our independent auditors have made comments in the Management Letter
. of the Comprehensive Annual Financial Report similar to the following:
"We noted that a variety of departments and staff have responsibilities for
certain aspects of managing grants and monitoring compliance with grant
requirements. We recognize that the Village has assigned this responsibility to
an individual. However,there still appears to be a lack of oversight
We recommend that the Village revisit designating an individual to have
oversight responsibility for grants."
In the latest Comprehensive Annual Financial Report the Village has
responded by stating that we are working on establishing procedures to
assure that the Village Planner, in conjunction with a grant consultant, is
involved in grant applications and grants administration. We are now
prepared to present this proposed grant services contract to you for
your consideration. The contract is with a firm by the name of IN REM
Solutions, Inc. based in Delray Beach. The firm has done significant
work for Lake Park and the Town of Jupiter. As a footnote, since 1997,
the Town of Jupiter has been awarded $6.2M in state and federal grants
by working, in part, within IN REM Solutions. It is our hope that by
utilizing this firm that we will have a similar proportionate level of grant
acquisition success.
The contract calls for an hourly rate of$75 plus expenses. We
estimate that we will expend $6,000 for the remainder of this fiscal year
and anticipate budgeting a like amount on an annualized basis,
approximately $12,000 per year.
It is recommended that the Village Council approve the proposed
contract within IN REM Solutions by approving the associated
resolution.

Subject: Contract for Services Related to Tequesta's Need to Secure Additional Funding
Sources and Create a Grant Administration Program
The Village of Tequesta is in particular need of grant oversight responsibility relative to the
variety of departments and staff that have responsibility for managing grants and monitoring
compliance with grant requirements. Tequesta currently has no one individual that has overall
responsibility for grant oversight.
In-Rem Solutions is a public affairs consulting firm specializing in grant writing and grant
administration for municipal clients. The goal of the grantmanship contract would be to pursue
additional funding sources for the Village of Tequesta and to help develop a grant application
process that could be performed by Village staff in the future_ Grantmanship training can also be
provided to program coordinators to enable them to recognize and pursue local funding sources.
Attached are nineteen (19) sets of packets, including an original, for the above referenced
subject. Please place this item on the April 13, 2000, Council agenda. Staff recommends

A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA,
APPROVING A CONTRACT FOR SERVICES WITH IN-REM
SOLUTIONS, INC. OF DELRAY BEACH, FLORIDA, RELATIVE
TO TEQUESTA'S NEED TO SECURE ADDITIONAL FUNDING
SOURCES AND TO HAVE A GRANT ADMINISTRATION PROGRAM
TO BE BILLED AT AN HOURLY RATE OF $75 . 00, PLUS
EXPENSES, WITH SAID FUNDS BEING APPROPRIATED FROM
THE DEPARTMENT OF COMMUNITY DEVELOPMENT GRANTS
ACQUISITION AND ADMINISTRATION ACCOUNT HAVING A
FISCAL YEAR 99/00 BUDGET ALLOCATION OF $6, 000 AND
AUTHORIZING THE VILLAGE MANGER TO EXECUTE THE SAME
ON BEHALF OF THE VILLAGE.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
Section 1. The Agreement between In-Rem Solutions, Inc. and
the Village of Tequesta providing for the acquisition of grant
funds and development of a grants coordination program,
Attached Hereto as Exhibit "A" and Incorporated by Reference
as Part of this Resolution is Hereby Approved and the Village
Manager is Authorized to Execute the Applicable Agreement on
Behalf of the Village.
THE FOREGOING RESOLUTION WAS OFFERED by Councilmember

CONTRACT FOR SERVICES
This is a contract for services by and between the Village of Tequesta
(hereinafter"Village"),a municipal corporation having its principal place of business
at 250 Tequesta Drive, Suite 300, Tequesta, FL 33469-0273 and In Rem Solutions,
Inc., (hereinafter "Consultant") a Florida corporation with its principal place of
business at 10479 Rio Lindo, Delray Beach, FL 33446.
1. Consideration and Services to be Rendered.
In consideration of the payment by Village to In Rem Solutions of the sum of
$75.00 per hour, Consultant agrees to perform the services listed and described
herein. Consultant shall provide Village with a monthly invoice which shall be paid
in full by Village within 30 days. Expenses shall be reimbursed by Village within 30
days of submission of an expense report by Consultant.
2. Term and Extent of Contract
This contract is for the term of one year automatically renewed for successive
one-year periods for a term of five years.
3. Standard of Performance
Consultant shall perform all services in a professional manner and to the
satisfaction of Village. If, at any time, Village determines that Consultant is not
performing in a satisfactory manner, it shall have the right to terminate this contract
upon payment to Consultant of all sums then owing for services actually rendered,
plus expenses.
4. Scope of Services
A. Pursuit of additional funding sources for the Village.
1. Determination of the Village's most critical funding needs
through meetings with Village staff, including an initial interview
with the head of each department .
2. Work with Village staffto match the Village's most critical needs
to the strongest potential sources of funding.
3. Work with staff to obtain all necessary information, including
budgets and financial statements.
4. Preparation of grant applications.
5. Meet as needed with potential funding sources to advocate the
Village's programs.
6. Upon receipt of funding, assist staff with preparation of press
releases and other public relations information.
B. Work with Village staff to establish a grant administration program.
Assist the Village in determining grant administration schedules and
provide resources to resolve administration issues when requested by
Village.
5. Village Project Supervisor
Consultant shall report to the Village Manager, or his/her designee, in the
course of performing services hereunder. Consultant shall not perform any work
without prior approval from the Village Manager or his/her designee.
6. Charitable Purpose
This contract is for the purpose of seeking additional sources of funding for the
Village's government, patriotic, humane, artistic, public health, social welfare,
environmental, conservation and civic purposes. All grant writing and solicitation
by the Consultant on behalf of the Village shall be for one or more of these purposes.
7. Custody of Contributions
Consultant shall not, at any time, have control or custody of contributions to
the Village.

Dear Mr. Bradford:
Thank you for meeting with In Rem Solutions to discuss the grantwriting needs of
the Village of Tequesta. Cindy Krebsbach and I are excited about the prospect of working
together to gain more state and federal funding for the Village and to assist the Village with
grant administration.
We have discussed the Village's needs and have determined that the best way to work
together is with an hourly rate contract. On an hourly contract we may respond with great
flexibility to the needs of the Village. It allows us to be as proactive as necessary with
grantwriting and as responsive as needed to administration questions.
The goal of the grantsmanship contract will be to pursue additional funding sources
for the Village ofTequesta and to develop a grant administration process in cooperation with
Village staff Our contract will cover all departments within the Village and will include
grant research, grant application preparation and follow-up administration. It can be
expanded to include other roles as requested, such as increased involvement with Palm
Beach County Local Mitigation Strategy requirements.

The first step will be individual meetings with staff members to learn about each
department's goals and programs. These meetings will develop a relationship with staff to
make them feel comfortable with the grantwriting program. Upon staffs determination of
the Village's most critical funding needs, we will work with staff to match the Village's
needs to the strongest potential sources of funding. This will include research into private,
state and federal sources of funding. During our preparation of grant applications,we will
work closely with staff to obtain all necessary information, including budgets and financial
statements. We will meet as needed with potential funding sources to advocate the Village's
programs.
The cost for our services is $75.00 per hour and services are billed monthly.
Expenses include limited travel, photocopy, mailing, facsimile and telephone, all charged
at cost.
Examples of pending grant programs that may be of interest to the Town include
FEMA programs,Motor Vehicle Theft Prevention and FIND. Current clients include the
Town of Jupiter, Village of Wellington, City of Boca Raton and the Town of Lake Park.
