Grusauskas, Utilities Director 94 Date: August 1, 2000 Subject: Ric-Man International, Inc. Change Order No. 1; August 10, 2000 Council Meeting Attached, is a Resolution to adopt Change Order No. 1 for Ric-Man International. This Change Order provides for: 1. Deletion of Golf Club and Tequesta Circle water main activities which were completed last year; 2. Tunneling of water connections to reduce damage to roads; • 3. Ric-Man International providing the second lift of asphalt for the Tequesta Peninsula, Phase I work area in an effort to provide a uniform road finish after Ric-Man's water main and Stormwater work is complete; and 4. Providing Stop Bar striping for each intersection which is inadvertently left of the ENCON project, but will be paid by ENCON. The net effect of the Change Order is that Village of Tequesta actually saves $72,789.00, as ENCON will pay for the second lift of asphalt estimated at $134,016.40. The actual value ENCON will fund will be based on field measurements as stated in the attached letter from Mr. Richard Dent, Executive Director contained within Change Order No. 1, attached for reference. Staff has reviewed Change Order No. 1 with our Engineer of Record, Tom Jensen, with Reese, Macon & Associates and recommends it be placed on the August 10, 2000 Village Council Agenda for consideration. Upon approval of the Resolution, the Acting Village Manager is authorized to receive monies from ENCON pursuant to the letter agreement and execute the Change Order on behalf of the Village. To execute Change Order No. 1 for Ric- Man International, Inc. , from the original contract price of $2 , 069, 000 . 00 to $2, 130, 227 .40, attached hereto as Exhibit "A" and incorporated by reference as a part of this Resolution is hereby approved and the Acting Village Manager of the Village of Tequesta is authorized to receive funds from The Loxahatchee River District (ENCON) pursuant to ENCON' s Letter of Agreement dated February 10, 2000, to compensate the Village of Tequesta for the cost of the final lift of asphalt, as well as stop bars striping improvements and to execute the same on behalf of the Village of Tequesta. The project was originally bid with the intention of this project occurring prior to ENCON's sewer project. This did not occur due to reasons beyond the control of the Engineer/Contractor. Therefore, constructing this project after ENCON is completed will require the following design/construction concepts to be implemented: 1. All proposed water services were originally to be open cut across the existing roads with temporary repairs,with the base material and final asphalt to be constructed later by ENCON. With new base and asphalt in place, it is advisable to push/tunnel the services under the roadway to ensure the integrity of the new base/asphalt. 2. The project was bid with water main improvements planned for within Golf Club Circle and Tequesta Circle. This work has already been completed or has been determined that it is not required and will be deleted from this project. 3. In an attempt to have a more cleaner and appeasing completed project, it was agreed to have some items within the ENCON project to be completed by the Village contractor, Ric Man International, Inc. Box 3474 Tequesta, FL 33469-0273 Re: Tequesta Peninsula- Construction Coordination Dear Mrs ' Based on your staff recommendation for contract award and previous discussions concerning the problems associated with two contractors working the same site, my consultants and yours have jointly resolved that ENCON will install its gravity sewer system and conduct its final inspection prior to the Village mfdring its water mail and storm drainage improvements. ENCON is willing to delete the final lift of asphalt within the project areas and have the Village contractor place this final lift upon completion of the water and drainage improvements. By following this procedure,we can assure the greatest separation of responsibility between the two contractors and the Village ends up with a complete new road surface with no road cuts. This letter constitutes ENCON's agreement that it will compensate the Village for the cost of the final lift. Based upon our contract, the final lift will be a 3/4-inch type S-111 asphalt with an estimated quantity of 5 8,268 SY. Tequesta has evaluated this specification and quantity and concurs. Our contractor was going to do the work for $2.30/SY, a total of 5134,016.40. As we understand,your contractor will perform this work at the same unit price of$2.30/SY. • It is understood that this is an estimated amount and the final amount p be paid will be based upon the actual quantity of asphalt installed for the final lift as measured by your contractor and your consultant and agreed upon by my in-house engineer. We estimate that six (6) intersections will require stop bars at 12 ft. each or a total of 72 ft. Our contractor has issued us a cost of$9.77/ft. or $703.40. To reimburse the Village, you agreed to pay for this item under the previously approved asphalt item at $2.30/SY. This would yield an approximate payment of 306 SY of additional asphalt (703.40/2.30SY=306SY). If you have any questions or wish to discuss this further, please call.
