Memorandum To: Village Council From: Joann Manganiello, Acting Village Manager( Date: August 4, 2000 Subject: Location of New Municipal Center in Tequesta Village Center;Agenda Item The Village Council scheduled three Municipal Facilities Public Information Meetings on August 3, 5, and 8, 2000, for the purpose of informing the residents and business people of Tequesta of the decisions made by the Village Council relative to the new Public Safety and Municipal Center Facilities. The Village Council presented the need for these facilities, the anticipated cost and funding sources, and the ability of the Village government to bear the expense of these facilities. Additionally, the Village Council desired to receive citizen input regarding the location of the new Municipal Center in the Tequesta Village Center - either Tequesta Drive (northwest parcel) or Bridge Road (southwest parcel) - prior to the Village Council making the final decision relative to the same. Dr. Lance deHaven-Smith, Professor at Florida State University and Assistant Director of the Institute of Government, who served as facilitator for the meetings, also made a presentation titled, "Urban Development on Florida's East Coast," which presented demographic trends in Palm Beach County. Dr. deHaven-Smith's presentation emphasized the importance and significance of a municipal government's elected officials roll in planning for and investing in the redevelopment and revitalization of their community before properties start to deteriorate and lose their value - a trend which is prevalent along the east coast, especially among older communities like Tequesta. He also stressed the importance of a Village's "image" and how it is perceived by it's residents and business people as well as others on the outside. Dr. deHaven-Smith was in agreement with the Village Council's decision to build new facilities and to invest in Tequesta's downtown, and commended the Village Council.for their foresight and planning. Dr. deHaven-Smith will prepare a brief paper summarizing how the Public Information Meetings were organized, who attended, and the comments received, once the third and final meeting is over, and prior to the August 10, 2000, Village Council Meeting. This summary will, hopefully, be helpful to you in your decision-making relative to the location of the new Municipal Center in Tequesta Village Center.
