Recycled Paper 3) The Utility Director was requested to eliminate all parking space lines where parking is prohibited adjacent to Inlet Bait. 4) The Finance Director was reminded to prepare December Year End Report per Charter requirement. 5) The Finance Director advised that On-Site was coming to each computer to make Microsoft Programs Y2K compliant. 6) The Director of Community Development advised that he expected the plans for the Village Center to be received by December 15. 7) The Director of Community Development advised that an ENON Site Plan for Lift Station is required. 8) The Chief of Police reported that a resolution had been passed to give cities a surcharge of $12.50 for capital improvements and communication. 9) The Chief of Police requested amendment of special events application to indicate if alcohol is being served and indicate number of anticipated attendees. 10) The Director of Public Works presented decorative street light options from FPL for downtown. 11) The Director of Public Works sought direction relative to extension of Tequesta Drive median. 12) The Director of Public Works sought direction to Seabrook Rd. South design for landscape architecture with Gee and Jenson to do civil engineering. 13) The Utility Director reported that manhole at Seabrook and Tequesta Drive intersection pumped with concrete to stop leakage. 14) The Utility Director provided an R.O.Plant project update. 15) The Utility Director requested that a deletion of the broadcast spreader for surplus list at Village Council Meeting be deleted. 16) The Utility Director reported that he and ENCON were preparing for a meeting with the Tequesta Country Club relative to Tequesta Peninsula sewering. 17) The Utility Director provided an overview of proposed swale policy amendment. 18) The Utility Director reviewed areas where pipes for drainage should be installed before paving. 19) The Utility Director reported that ISO would require changes to Stormwater Ordinance for additional savings to residents for National Flood Insurance Program. 20) The Utility Director advised that the Risk Management Manual is ready for distribution of draft to all Department Heads. 21) The Fire Chief Discussed FEMA forms and procedures. 22) The Fire Chief reported that the Inspection Billing Program had been updated with Lotus Program and inspections are underway. r 23) The Fire Chief Reviewed EMS delinquent accounts and problems to date and notification. • Attended the Village Council Meeting on December 9,at 7:00 p.m. • Attended the Tequesta Village Center Ground Breaking Ceremony at 4:00 p.m.on December 10. • Met with Bill Burkhart relative to extended care facility at 3:00 p.m.on December 15. • Attended Special Village Council Meeting at 7:00 p.m.on December 16. • Attended employee Holiday party at noon on December 17. • Volunteered at the Chamber of Commerce Holiday Lights Gala at 5:30 p.m.on December 18. • A Staff Meeting was conducted at 10:00 a.m. on December 21 wherein the following items were discussed: 1) The Director of Public Works was requested to provide a status on the Beach Rd. fence problems. 2) The Director of Public Works was questioned as to when ENCON would strip Tequesta Circle and Golf Club Circle. 3) A discussion was held with all Department Heads relative to purchasing policy for ornamentation. 4) The Director of Community Development was instructed to amend the zoning ordinance to apply all regulations including landscaping for public utility structures and landscaping regulations to proposals that do not have parking lots to use zoning in progress if needed as soon as possible; to use professional help to update the zoning code and to check on availability of Marty Hodgkins to do such work and to check with the Village Attorney to do proper zoning in progress for regulations for public utility structures and to get a copy of the Palm Beach Code relative to such landscaping issues. 5) A discussion with all Department Heads was held relative to flower purchasing policy. 6) The Director of Public Works was instructed to amend purchase requisition forms so that there is Finance Department sign-off prior to coming to Village Manager indicating that funds are available and that the proposal meets all Village of Tequesta purchasing requirements. 7) The Director of Public Works and the Director of Community Development were requested to try and make a separate system for irrigation at Constitution Park and the new ENCON lift station. 8) The Fire Chief was requested to report on ALS delinquent billing. 9) The Fire Chief advised that RFQ or in-house decision by January 13 would be made. 10) The Director of Public Works was requested to contact Lighthouse Gallery to determine their interest in annual decoration of holiday tree and establish a budget for same. • 11) The Director of Public Works advised to consider planting a permanent holiday tree to avoid unreasonable cost in the future. 12) A discussion was held with all departments relative final Y2K plans for January 1,2000. 13) The Finance Director reviewed procedures for submittal of documentation associated with American Express charges and instructed to put procedures in memorandum form. 14) The Finance Director advised that budget transfer forms would be issued on December 22 and to complete same by December 23. 15) The Finance Director requested polo shirt uniforms for staff,request denied. 16) The Director of Community Development advised that his recommendation for full-time building inspector and resume have been forwarded to Village Manager. 17) The Chief of Police reported that speed alert trailer had been received with extra options provided by manufacturer at no cost. 18) The Director of Public Works advised that TCCCA is considering switch to decorative streetlights. 19) The Director of Public Works advised to have Gee and Jenson to do cost estimate for doing streetlights in-house,including estimate for annual maintenance costs. 20) The Director of Public Works sought direction relative to landscape selection for Tequesta Drive median extension. 21) The Director of Public Works advised that the Cain property on Tequesta Drive was ready for the Village to do its landscaping at this time, including royal palm and live oak installation. 22) The Director of Public Works and Recreation reported that surplus proceeds report of Utility Director contained an error. 23) The Director of Public Works sought direction relative to where Cypress Drive Drainage Project costs are to be charged;advised to look at the capital improvement fund budget. 24) The Fire Chief reviewed local mitigation strategy. 25) The Fire Chief reviewed Hurricane Floyd Disaster Relief Funding Agreement. 26) The Fire Chief reviewed Utility Vehicle Lease/Purchase Proposal. • Attended the Manager/Finance Director Meeting at noon on December 22 in Palm Beach Gardens. • Met with the Finance Director and Utility Director at 10:30 a.m. on December 29 in order to review funding sources for Tequesta Peninsula Sewer Project Capital Expenditures of the Village. • Met with Mayor Hansen at 12:30 p.m. on January 3, 2000. • A Staff Meeting was conducted on 10:00 a.m. on January 4, 2000 wherein the following items were discussed: I 1) The Utility Director was requested to produce an operational plan for the RO plant and questioned if 6 months of maximum mgd per day to determine cost of production was feasible. 2) The Utility Director and Assistant Village Manager requested to plan for an adequate grand opening with tour of RO plant and plaque unveiling prior to March 1,2000. 3) All Department Heads were advised that the Finance Director had been instructed to reject all check requests not having sufficient budget funds. Budget transfer requests will be required. Only,may be over-ridden by Finance Department Supervisor. 4) The Director of Community Development was reminded to amend the zoning ordinance to apply all regulations including landscaping for public utility structures and landscaping regulations to proposals that do not have parking lots. To use zoning in progress (ZIP) if needed as soon as possible; use professional help to update check on Marty Hogkin's availability; check with Village Attorney to do proper(ZIP) for regulations for assessment project. 10) The Director of Public Works requested to remove Australian Pines from Tequesta Drive bridge embankments and to plant seagrapes along same. 11) The Director of Public Works requested to remove illegible crime watch sign on Country Club Drive. 12) The Director of Public Works requested to provide status of re-striping of Golf Club and Tequesta Circle by ENCON contractors. 13) The Utility Director requested to provide status of road repair on Country Club Drive by ENCON contractor and requested the Director of Public Works to coordinate both road cut repair and re-striping with ENCON sanitary engineer. 14) The Director of Community Development was requested to explain the dumpsters at Lighthouse Cove Apartments. 15) The Fire Chief reminded to do annual cost comparison of Village of Tequesta Fire-Rescue versus Palm Beach County Fire Rescue costs. 16) The Fire Chief requested to provided indication of how long before fire inspections to be done in-house by full-time persons. 17) The Fire Chief reported that two items in one resolution for truck purchase was approved by Village Attorney. 18) The Fire Chief reported on a conflict of interest for RFQ on ALS transport billing. 19) The Fire Chief reported problems with two computers which need replacement. 20) The Fire Chief reported that owner of Gallery Square North sent thanks for handling of fire extinguishments. 21) The Utility Director inquired as to handling of vendor list requests. 22) The Utility Director sought authorization for engineering services for Bridge Road assessment project. 23) The Utility Director reported that Tequesta Peninsula Sewer Project stormwater cost estimate reduced from$800,000 to$600,000. 24) The Utility Director provided Jupiter Inlet Colony Franchise Agreement update. 25) The Utility Director advised that public meeting for risk management plan was forthcoming in near future. 26) The Utility Director requested that pressure be placed on FEMA for reimbursement of expenses. 27) The Director of Public Works presented contract for execution by Village Manager of permanent holiday tree planting at Village Green. 28) The Director of Public Works discussed issues associated with Tequesta Drive median extensions. 29) The Director of Public Works advised that sidewalk cost estimate proposal for Tequesta Country Club would be forthcoming prior to to be held on March 14th with other elections held on September 5,October 3,and November 7. 40) The Village Clerk reported that Solid Waste Authority was to hold a meeting with municipalities relative Morrison, Utilities Director Date : January 6, 2000 Subject: Monthly Status Report; RO Water Treatment Plant Construction This month' s transmittal will be an abbreviated form in that there are only a few remaining issues relative to the contractor completing our new Reverse Osmosis Water Treatment Plant . Please make note that the following is a list of issues that the Utilities Department is currently working on relative to completing the construction at the Water Treatment Plant . 1 . The general contractor has had difficulty with their original painting subcontractor. This month, Poole & Kent replaced the painting firm to finish all coatings on miscellaneous equipment including, but not limited to, high service pumps, piping, and other systems . 2 . Continued work with Turbitrol on instrumentation logic and trouble shooting continues . The holiday has hampered progress in that Turbitrol representatives were out for three week period of time . 3 . Preliminary discussions have began to take place relative to planning and implementing our Grand Opening for the last week of February 2000 . 4 . Aiello Landscaping Company will be commencing landscape improvements at the R. O. site this week. 5 . Reese, Macon & Associates, Inc. , is in the process of developing a punch list for any other outstanding issues that need to be completed prior to us receiving our official -'key to the front door— . The latest time schedule for final completion as confirmed by Reese, Macon & Associates should be sometime in late March. It is my intent to continue working on the aforementioned items in a manner to expedite completion of this project . Announcements: The YMCA of Tequesta,and its staff feels confident that our twelve already scheduled programs will allow us to begin on a positive note. We are looking forward to having our budget reviewed by the Village of Tequesta in order to then proceed fully with all.programming_ We expect this process to be completed by sometime in the middle of January. Tom Bradford and the Village Council will be making a decision on this issue at that time. The complete approval of the budget will not only open the door to adding staff for new programming,but also satisfying a great need for an after school program, a fitness attendant,and sports programs for the young children in the community. We are also waiting to have the membership pamphlet completed and available for distribution. The YMCA has also been presented with an opportunity to be involved with the Indian Guide program once again. We will be meeting with Indian Guide representatives again shortly. Current Facility Standings: Fitness center- Fitness equipment- The fitness center has been growing gradually with some current additions to the center, and with some generated interest we hope to have consistent usage of the center. Our focus is to continue our efforts in providing better equipment to our members,and to eventually have a complete fitness area consisting of five weights,cardiovascular equipment,and weight machines. We also made some alterations to the fitness area changing the original layout and trading in some of the older equipment for newer ones. The addition of six "Polaris"pieces of equipment has completed our machine circuit, and has added a much more modem look to the center. Some free weight equipment also may be included in the deal which benefits those experienced members who work out at a more rigorous level. In recent news the Village has approved the purchasing of two new treadmills for our fitness area. We also have built a new wall divider surrounding our cardiovascular section which has added to our fitness center's overall look. All the cardiovascular equipment has been installed and is running well This has been greatly appreciated by our members. Storage Room- We are still awaiting approval from the Village in regards to the improvements that are scheduled to be made for our atter school program. Once the Department of Health requirements are met we will be able to proceed with all program preparations. Meanwhile this area will be used as a conference room. Main Floor- The YMCA also has ordered and posted some YMCA literature, posters, and misc. materials to give the facility more of a"Y"appearance. We are also having some plants donated to improve the overall look of the facility. We also have been given a Christmas tree, and purchased some Christmas lighting to highlight the Holiday Season. Advertising-John Picano Media Inc. has been hired to coordinate our marketing strategy. We have allocated about 56000 towards promoting the YMCA through local channels. We hope this effort will assist in taking the YMCA to the next level of service and programming. The YMCA has been advertising though local channels, through the Newsletter,Jupiter Courier,Palm Beach Post,and more recently through Seebreeue Publications. We just finished our third month advertising with them,and have reached 15,000 people in the Tequesta,Jupiter and PGA areas. Jupiter courier has also done a feature article on our"Active Senior Club"which is 75 strong. The Jupiter Pennysaver has also assisted with advertising programs and events. The YMCA of the Palm Beaches is working together with us in preparing a four colored brochure to further inform the community with membership information, and current programming and events. Marketing methods: Direct Mail,Radio-"Jukebox",Pamphlet/Brochure, Newspaper advertising, Publicity-photo or feature story,Y Newsletter, Tequesta Newsletter. Fundraising: We do plan to have a Food Tasting Festival in the beginning of the new year along with some other possible ideas still underway. Donations: The YMCA has had two generous donations from private parties which will go towards various needs in programming,facility additions,and other administrative needs. The YMCA would like to thank them for their support! Special Events: Holiday Celebrations: We recently had our Christmas Festival for both adults and children with went extremely well. Our adult party brought together a group of very enthusiastic seniors,who enjoyed an evening of dancing and social activity. The Village of Tequesta were very much involved in the financing of the events,and a special thanks goes out to them for their support. Our Kids Festival was incredible with about 200 kids showing up. We were able to provide a bounce-house,one ton of snow,drinks and hot dogs,and a special visit from Santa We did receive great reviews from the community, and plan to focus out attention on the younger generation ation for the new year. Overall it was a great success, and we give a special thanks to Wayne Aker's Ford for the use of the convertible mustang, and the fire truck which was a great addition. Also,Rayside Truck and Trailer for donating the use of the trailer as a float,all our volunteers, and Air-Lift Balloons. Health-Fair USA mini-screening Moat's Club-general meetings Headstart Organization -was at the YMCA the 21st for their gift presentation to needy children as part of their holiday mission. The YMCA was very much involved in gathering up toys for over 37 needy children in the area. The presentation was wonderful, with the Jupiter Courier covering the event.
