(A Quasi-Judicial Hearing) Attached are nineteen (19) sets of packets, including an original, for the above referenced subject. Please place this item on the June 8, 2000, Council agenda. Staff recommends approval. /kli VILLAGE OF TEQUESTA VILLAGE COUNCIL April 10, 2000 Staff Report and Recommendations for Development Review Committee (DRC) and Site Plan Review (SPR) Background: Lift Station #70 is located on the southeast corner of the intersection of Tequesta Drive and Country Club Drive. The lift station is old and ENCON will construct a new submersible lift station while maintaining service and operation of the existing station until such time as the new station is tested and activated. The proposed rehabilitation does involve expansion/modification of the current use; therefore, a special exception use approval is required. Staff Report and Comments: An informal Development Review Committee process was performed on April 10, 2000. Chief Steve Allison, Chief Jim Weinand, Gary Preston, Russell White, Scott Ladd, and Kara Irwin were all represented in the review. Stars review, comments and requests are outlined below: Comments by Scott D. Ladd,Director of Community Development: • Proposed project must meet the requirements set forth in the Village of Tequesta Right of Way procedures. • Project must be reviewed by the Village Council as a Special Exception Use. • The Community Appearance Board must review project. • Applicant and/or Contractor must pay all review/permit fees applicable. • The landscape plan needs to be modified to include perimeter hedges/landscaping around the proposed rehabilitated Lift Station to buffer any fences and/or structures. • The landscape plan needs to indicate the percentage of native species, botanical and common names, quantities, size at time of planting, spacing, drought tolerance and hardiness factor {wind resistance and cold tolerance}. • Landscape irrigation sprinkler system in not shown on the plans. Site must be fully irrigated and include a rain sensor for system shutoff during rain events. • Will the entire site area of L.S.#70 be fully fenced? • Will there be a gate at the new driveway location? • Need to show an elevation of the meter/power center and the proposed telemetry antenna system. • Will there be any site lighting at the revised Lift Station? • Indicate any standard or special signage that will be installed at the Lift Station. Comments by Kara L Irwin,Planner • Current landscaping plan is inadequate. Please provide adequate buffering for the surrounding communities. • This department has had complaints of rats in the existing lift station, how will that problem be alleviated with the rehabilitation? Comments by Chief James M.Weinand, Fire Chief • No comment Comments by Russell K White, Facilities Supervisor • Will there be any on-site retention for accidental spills and/or Stormwater Management? Comments by Gary Preston,Director of Public Works&Recreation • Approved as shown on supplied plans. Comments by Chief Stephen J.Allison,Police • Members of the police department staff have reviewed the plans for the rehabilitation of Lift Station#70. We have no comments or concerns for the project as submitted. Staff Recommendation: The following comments must be addressed in a letter format to be submitted with the Site Plan Review short form application and fee. A Site Plan Review Short form application is on file for this project, but not the application fee. A special exception application and fee must also be submitted by April 20, 2000, so that the Village may have sufficient time to advertise the special exception before the May 11, 2000, Village Council meeting. Additional landscaping may be required at the discretion of the Village Council for the Special exception use. The Lift Station is on a busy corner in the Village of Tequesta which may require additional buffering. A. COMMENTS BY SCOTT LADD,DIRECTOR OF COMMUNITY DEVELOPMENT Proposed project must meet the requirements set forth in the Village of Tequesta right-of-way procedures. 1. The work on this lift station is on property owned by the District. If any areas of the Tequesta right-of-way are disturbed in any manner we shall restore same to original condition. Project must be reviewed by the Village Council as a special exception use. 2. "Application for Special Exception" is enclosed. The Community Appearance Board must review project. 3. The District will appear before the Community Appearance Board when scheduled. Applicant and/or contractor must pay all review/permit fees applicable. • 4. The contractor will file for and pay for construction permit to do work. The landscape plan needs to be modified to include perimeter hedges/landscaping around the proposed rehabilitated lift station to buffer any fences and/or structures. 5. The site/landscape plan indicates hedges, landscaping and xeriscape proposed on our site. We are in receipt of a plan from Gary Preston showing landscaping to be performed by the Village of Tequesta in this area. These items are also indicated on the site/landscape plan. The landscape plan shows shrubbery and hedges similar to those approved at Lift Station #65 which has been recently completed. Landscape irrigation sprinkler system is not shown on the plans. Site must be fully irrigated and include a rain sensor for system shutoff during rain events. 7. , The Bayview Terrace Homeowners Association has a sprinkler system in this area which waters the right-of-way. We understand that they may be willing to add a "head" to cover our area. If not, we will extend their line and add one head to cover the eastern portion of the site. The western portion of our site (around the structures) will consist of"river rock" laid over fabric to save on consumption of water. Will the entire area of Lift Station#70 be fully fenced? 8. No, like Lift Station#53, on Old Dixie Highway next to the water plant, we feel • fencing will detract from the neighborhood appearance. All hatches and electrical control panel structures are always locked. Will there be a gate at the new driveway location? 9. No gate is anticipated. (See 8 above) Need to show an elevation of the meter/power center and the proposed telemetry antenna system. 10. Our standard control panel detail is enclosed for your use. Center of panel is 4'±above grade. Telemetry antenna location is indicated on plans. Height of antenna is 16'. Will there be any site lighting at the revised lift station? 11. No lighting is proposed. Indicate any standard or special signage that will be installed at the lift station. 12. No signage except a small 18" x 18" sign, "Call 747-5708 in Case of Emergency", which is placed on front of electrical control panel. B. COMMENTS BY KARA L. IRWIN, PLANNER Current landscaping plan is inadequate. Please provide adequate buffering for the surrounding communities. 1. See#5 above. Back of lift station will have a shadowbox wood fence similar to existing one. Front of station is Tequesta Drive right-of-way. Area to west of station is screened by existing shrubbery and proposed shrubbery to be installed by Village of Tequesta. This department has had complaints of rats in the existing.lift station. How will that problem be alleviated with the rehabilitation? 2. If rodent problems exist, they will be addressed with rodent control chemicals in the gravity collection system. C. COMMENTS BY RUSSELL K. WHITE, FACILITIES SUPERVISOR Will there be any on site retention for accidental spills and/or stormwater management? 1. No on site retention will be provided for accidental spillage. Telementry system transmits information on high wet well levels and power failures to District personnel for immediate response. Since the site is grassed and xeriscaped (rock), no new runoff from storm water is anticipated. D. COMMENTS RELATING TO STAFF RECOMMENDATION 1. Form for site plan review was submitted to your office on March 2, 2000. 2. In accordance with Ordinance 209(Franchise Agreement between the Village of Tequesta and the Loxahatchee River District), fees for "site and plan review" and "special exemption" applications are not required to be paid by the Loxahatchee River District. An examination of the special exception criteria by staff indicates the following: • The proposed use is a valid use for consideration by the Village Council. • The proposed use has been reviewed by police and fire-rescue officials so as to ensure it is designed, located and proposed to be operated so that the public health, safety and welfare will be protected. • There should be no adverse affect on the value of surrounding properties. • The use is compatible with adjacent development and the character of the zoning district where it is to be located (R-1A Single-Family Dwelling District). • Adequate landscaping and screening is provided as required by the Code. Additional landscaping may be required at the discretion of the Village Council. • Adequate off-street parking and loading is provided in accordance with the code requirement and ingress and egress is provided and causes minimal interference with traffic on abutting streets. • The use conforms to all applicable regulations of the R-1A Single Family Dwelling District.
