DATE: June I, 2000 SUBJECT: Resolution No. 62-99/00, Approving a Lease Agreement for Mailing Machine and Postal Meter The Village currently leases a postage meter for all outgoing mail. The meter is periodically taken to the local Post Office where the postage is manually reset The U S Postal Service is now requiring that by August 2000 all meters and mailing machines be capable of being reset remotely. We have been notified that our meter is not capable of being reset remotely and is being decertified by the US Postal Service. Enclosed is Resolution No. 62-99/00 that would approve a lease agreement for a remotely resetting mailing machine and meter with a 5Ib electronic scale. The lease is proposed with Pitney Bowes through the State of Florida's annual purchasing contract (Contract #600-760-00-I). The lease amount is $151.00 per month for a 48-month period. These terms are comparable to the lease for our existing machine. Services provided in the agreement include system maintenance, all postage meter resets, and all scale rate changes. The machine allows the postage to be reset via telephone line and will also be capable of monitoring postage charges by Village department allowing us to better allocate postage expenditures to each department Staff recommends approval of Resolution No. 62-99/00 authorizing the execution an agreement with Pitney Bowes, Miami Lakes, Florida to lease an E510 Mailing Machine and Meter for a term of 48 months at $151.00 per month. RESOLUTION NO. 62-99/00 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, APPROVING THE LEASE AGREEMENT WITH PITNEY BOWES, MIAMI LAKES, FLORIDA FOR AN E510 MAILING MACHINE IN THE AMOUNT OF $151 .00 PER MONTH FOR A TERM OF 48 MONTHS, AND AUTHORIZING THE VILLAGE MANAGER TO EXECUTE SAME ON BEHALF OF THE VILLAGE . NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1 . An agreement, attached hereto as Exhibit "A" and incorporated by reference as part of this Resolution, providing for the lease of an E510 Pitney Bowes Mailing Machine and Meter for a 48-month term, is hereby approved and the Village Manager is authorized to execute same on behalf of the Village of Tequesta. X C) Resolution No. 64 - 99/00 -Re: Proposed Refuse, Recycling, and Yard Waste Non-Ad Valorem Assessment Rates for FY 2001 Upon further review of the proposed new rates, it was discovered that the 1.3% additional cost for mailing the required Trim Notice was not included in the calculation. The 1.3% represents an additional $1.13 per household. The proposed 3.7% rate increase also includes a 2.4% rate adjustment for Nichols Sanitation as provided for in the current Franchise Agreement. In total, the proposed single-family and multi-family residential non-ad valorem assessment rate is $7.73 per month or$92.83 annually.
