Subject: Site Plan Modification Review for an application from Community Savings Bank
as permitted by Section VII, (D)(6)(b), C-2 Community Commercial District
permitted uses, of the Village of Tequesta Zoning Ordinance No. 355, as amended,
to allow for the addition of drive through facilities at the Community Savings
Training Center located at 20 S. Waterway Road, within the C-2, Community
Commercial Zoning District of the Village of Tequesta. George G. Gentile, as
agent for the applicant.
The Community Savings Bank proposes modifying the Site Plan for the Community Savings Training
Facility to include two drive through teller lanes, a drive through ATM lane and a pass by lane for the
Bank. The drive through lanes will be monitored via video cameras as opposed to an actual drive through
window. The vehicular parking area and landscape plan will be the only alterations; the buildings will not
be modified.
Attached are nineteen (19) sets of packets, including an original, for the above referenced subject. Please
place this item on the October 12, 2000, Council agenda.

Background:
An application for Site Plan Modification Review and Development Review of Community Savings Bank
has been submitted to our offices. Community Savings Bank is located at 20 S. Waterway Road. The
facility includes a bank and training center. The project contact person is George G. Gentile, Gentile &
Associates as agent for the applicant.
Staff Report and Comments:
An informal meeting of the Development Review Committee was held on Friday September 22, 2000.
Representing the Village is: Chief Steve Allison, Scott D. Ladd, Kara L. Irwin, Tom Jensen, Russell K.
White, and Chief Jim Weinand. Staffs review, comments and requests are outlined below:
Comments by Scott D.Ladd,Director of Community Development:
• Need a site plan depicting the area of Access Agreement/Easement with the owners of Tequesta
Shoppe.
• All parking spaces to be re-striped with `double lines' at each space.
• Stop signs and thermoplastic stop bar required after exiting the drive-thru. (one stop sign on each
side of exit way, with a continuous stop bar)
• On reverse side of stop signs, place an 'Exit Only, Do Not Enter' sign.
• Rain sensors required on automatic irrigation system if not already installed on system.
• All control markings on paved areas to be thermoplastic.
• Need specifications and site plan layout for all control signage.
Comments by Kara Irwin,Village Planner:
• Parking area in front of the drive thru lanes should be employee parking or removed from the site plan.
Comments by Russell K.White,Facilities Manager:
• After review of the attached plans, I foresee no problems with this project.
Comments by Tom Jensen,Acting Utilities Director:
• No comments.
Comments by Jim Weinand,Fire Chief:
• The Fire Department does not foresee any problems with the proposed additional drive-thru lanes at
Community Savings Bank Training Center as long as the by pass lane remains open.
Comments by Steve Allison,Police Chief:
• Is the present ATM machine remaining? Using the proposed 24 hour ATM as both a"drive up"and"walk
up" presents safety hazards to users relating to traffic and personal vulnerability. If the new ATM is going
to function as both a "walk up" and "drive up": (a) what accommodations will be made for the safety of
"walk up"patrons to the new ATM? (b)What type of lighting will be installed at the new ATM?
• Ingress,as shown, could possibly interfere with the westbound traffic flow through the parking lot. Egress is
into an already confined travel lane of a parking lot with bi-directional traffic and angle parking. The
present traffic control mandates a "right turn only" into the eastbound lane of travel. This turning lane is
somewhat extreme and usually results in a portion of the vehicle entering the westbound lane of travel. Even
with appropriate signage and pavement markings, i.e. stop signs, one-way signs, do not enter signs, and a
stop bar,the projected egress presents an increased potential for traffic crashes.
• The projected project location is presently used as travel lanes to and from the parking lot area and
Waterway Road. I feel that this condition will continue to exist after project completion, especially after
normal business hours. Considering the use of a 24-hour "drive up" ATM facility,the possibility of traffic
crashes is increased unless some measure is taken to prevent traffic flow against suggested paths.
Comments by Gary Preston,Director of Public Works:
• Please be advised that I have reviewed the application for the Community Savings drive through plans. I
have no comments concerning this project.
Staff Recommendation:
The proposed site plan is a reasonable proposal for the subject property,located in a Community Commercial(C-2)
zoning district, and could be implemented. The applicant addressed all comments made by Development Review
Committee in a satisfactory manner for the site plan review. If the Village Council considers the applicant's
request for approval,staff does not object to this application.

a. See attached letter from Michael E. Reinhardt.
b.& c. We feel that with the inclusion of the "Do Not Enter" signs, stop bar
and directional signage, this issue will be minimized. Also the Drive-
Thru lanes at this location, in contrast with direct circulation into the •
shopping center parking lot will be almost exclusively drive-thru
banking. It will no longer be an easy cut-thru to the shopping center.
We hope this information will assist you in further review of this project. We look
forward to our presentation to the Village council on October 12, 2000.

Re: Drive thru at the Training Center
In response to the comments by the Chief of police, the
proposed Drive Thru ATM was never intended to be used as a
walk up ATM. We will keep the existing walk up ATM at the
Tequesta branch open and also offer the Drive Thru. We
consider this a convenience to our customers to offer both .
We are not aware of people using the Drive Thru ATM as a
walkup, in any of our existing branchs.
We will provide lighting to meet all Federal and State codes
relating to ATM' s. This lighting will be located in the
canopy where the ATM is.

(a) Purpose of district:
1. It is the purpose and intent of this district to
provide lands within the village as depicted on
the official zoning map for the development of
commercial activities with a location convenient
to U.S. Highway One automotive traffic. This dis-

Dear Mr. Gentile:
The purpose of this letter is to provide a traffic statement for the above referenced project to
determine if the proposed development meets the requirements of Article 15, Traffic Performance
Standards, of the Palm Beach County Unified Land Development Code (ULDC). It is proposed to add
three (3) drive-thru lanes to an existing 2,500 SF bank. The site is located in the northeast quadrant of
Tequesta Drive (Ocean Drive)and US 1 in the Village of Tequesta.
In order to estimate the traffic impacts of the proposed addition of drive-thru lanes, a comparison of
trip generation rates for a walk-in bank and drive-in bank from the institute of Transportation Engineers
(ITE), Trip Generation, 6th Edition was completed. Attachments 1A through 1C provide the daily, AM
and PM peak hour trip generation for the proposed project. Because this is an urban redevelopment
project, only trips in excess of 110% of trips associated with the existing uses are subject to the Traffic
Performance Standards. Based on the net new daily trip generation of 83 trips, the Test 1 and Test 2
radii of development influence are both the first directly accessed link of a Major Thoroughfare. The
first directly accessed links include US 1 and Ocean Drive.
The directly-accessed six (6) lane divided link of US 1 north of Ocean Drive has a current (1999/2000)
annual average daily traffic (AADT) volume of 21,990 and a peak hour volume of 2,045 (9.3% of
21,990). Historic traffic data for the last three (3) years shows a negative growth rate on this link. In
order to provide a conservative analysis, a 1% per year growth rate was applied. The projected 2002
volumes are shown below. No Major Project is projected to have a 10% impact by buildout of this
project.

Twenty-four (24) hour traffic count data is not collected on the directly-accessed four (4) lane divided
link of Ocean Drive between Old Dixie Highway and US 1. Daily volumes for 1998 were estimated in
a previously approved study at 8,465 daily vehicles based on approach count with a peak hour volume
of 787 (9.3% of 8,465). Historic traffic data for the last three (3) years shows a growth rate of 0.95%
per year for the link of Tequesta Drive west of Old Dixie Highway. With application of this growth
rate, the projected 2002 volumes are shown below. Committed development traffic from the
Tequesta Village Center has also been included.

This analysis shows that the directly-accessed links are projected to operate at adopted level of service
standards, therefore the requirements of Test 1 are met.The directly accessed links of US 1 and Ocear
Drive are not Test 2 deficiencies; therefore, the requirements of Test 2 are met. This development is
in compliance with the Traffic Performance Standards of Palm Beach County.
