Staff Report and Recommendations
Christ the King Lutheran Church of Tequesta Fellowship Hall/Pre-School/Church
Building Additions: Christ the King Lutheran Church, property owner and
applicant; Elizabeth Colome', agent. Request for plan approval. The property is
located at 46 Willow Drive and is in the Single-Family Dwelling (R-1) zoning
district.
Background: The subject property is located on a corner parcel on the west side of Willow Road,
46 Willow Road. It has an approximate area of 111,720 square feet and is within the Single-
Family Dwelling(R-1)zoning district.
Currently existing on the property is a church, fellowship hall and pre-school.
The general area is residential in nature. In the area surrounding the subject property there exist
single-family dwellings, also within the R-1 zoning district.
The applicant intends to construct five separate additions totaling 4,490-sq. ft., new covered
walkways, and a parking lot addition. One addition to the fellowship hall (324 SQ FT), one
addition to the existing pre-school (1980 SQ FT), two additions to the Church (804 SQ FT and
782 SQ FT), and one addition attaching the church and the pre-school (600 SQ FT). The new
structure will supplement the existing school facilities.
Development Review Committee and Village Staff Review
A formal meeting of the Development Review Committee was held on Wednesday, January 19,
2000, at 4:00 P.M. In attendance, representing the Village of Tequesta were Matthew J. Morrison,
Kara L. Irwin, Chief Jim Weinand, Chief Stephen J. Allison, and Scoot D. Ladd. Stars review,
comments and requests are outlined below:
Staff Report and Comments:
Comments by Scott D. Ladd,Director of Community Development:
• What is the total landscaped open space square foot area?
• Is the 324 Sq Ft addition currently under roof, plans are conflicting.
• Add the individual & total new addition square foot area to site plan in legend format,
indicate existing building area plus new building area for the total building area
• Indicate double line striping for all parking spaces per current code
• Special Exception public hearing required (quasi-judicial), site plan review, & Community
Appearance Board
Comments by Kara L. Irwin, Planner:
• A Special Exception application is required for a church in the R-1 Single-Family
Dwelling District. The application requires the publication of a fifteen&five day notice in
the local paper, in order to process for an upcoming council meeting, the application must
be received by the Department of Community Development 21 days prior to the council
meeting.
• The 1,980SQ. FT. Addition to the pre-school seems to protrude into the setback. A roof
overhang can extend a minimum of four feet into the setback, but the structure must meet
the setback requirement. A variance would be required if the setback requirement cannot
be met.
• For Site Plan Review application a Zoning analysis, Parking analysis & Landscape
analysis will be required on the plans. Show what is required and what is provided.
• How many students expected to be provided for in the new pre-school facility?
• Designate appropriate site lighting.
• Are any trees being removed for the additional parking area and/or additions?
• Parking spaces are required to be double-striped.
• Please review SPR Application for other requirements not provided in the DRC submittals,
if you require a preliminary review for those submittals, please ask prior to submitting.

• Leave west side of property landscape buffer intact, divert ponding water in parking lot
through culverts draining into dry retention area and/or swales.
Comments by Chief Steve Allison,Police:
• Need site lighting plan for site plan review; please use true color mercury halon lighting.
Comments by Chief Jim Weinand,Fire-Rescue:
• Need a Life Safety Evaluation
• Need to evaluate the square footage of the assembly areas for the requirement of a fire
suppression system
• Need panic hardware on exit gates on the playground
• Drop five inches from the parking area, anything 150 feet or over needs a turn around.
• Please provide a nox box for after hours public safety access.
• Please use fire stopping with in the attic space
Staff Recommendation:
The proposed site plan is a reasonable proposal for the subject property, located in a
Single Family Dwelling (R-1) zoning district, and could be implemented. The applicant
addressed all comments made by Development Review Committee in a satisfactory
manner for the site plan review. If the Village Council considers the applicant's request
for approval, staff recommends approval.

• The 324 addition to the fellowship hall is not currently under roof, but rather a
courtyard with walls on three sides. The addition will have a shed type sloped
roof.
3) Indicate double line striping for all parking spaces per current code.
• See revised site plan - Parking detail.
4) Special Exception public hearing required (quasi-judicial), site plan review and
community appearance board
• Special exception filed for on 1/21/2000.

1) A special exception application is required for a church in the R-1 Single-Family
Dwelling District, The application requires the publication of a fifteen and five day

• Special exception filed for on 1/21/2000.
2) The 1,980 Square foot addition to the preschool seems to protrude into the setback. A

• All structure of the preschool shall meet the setback requirements, with only the
overhang of the roof extending into the setback.

4) How many students expected to be provided for in the new preschool facility?
• A total of 50 students is expected in the preschool, meeting the HRS requirement
of 35 square feet of usable classroom space per child.

• Yes, see landscape plan for locations and types.
7) Parking spaces are required to be double-striped.

Statement of Intended Use
The Additions and Renovations to the Existing Church, Fellowship Hall and Preschool intend to
be used in the manner that they are currently being used. The church is used for worshipping.
The Fellowship Ha►► is used as a gathering place for the congregation and the community for
activities. The Fellowship Hall is also used for the offices. The preschool is used as a preschool
and Sunday school.

In response to your request, this will confirm that BellSouth Telecon munications will be the
source of supply for telephone service with adequate capacity to the above referenced project,
provided we are granted a means for our facilities to get to each indi idual unit (by recorded
easement or conduit). It should be noted that BellSouth Telecom ications may require
exclusive easements for structures that house electronic switching e tipment (SLC-96 or
substantially similar equipment). The recorded easements will be wi- out restrictive conditions
furnished in a reasonable time to meet service requirements at.no,eo•t,.cleared of trees, tree
stumps, paving and other obstructions. In addition each applicant sh 11 cooperate with BellSouth
Telecommunications to keep the cost of construction and installatiorlof the underground
telephone distribution system as low as possible. Where there are obstructions in the easement

activities that will minimize the waste stream and promotes a cleaner environment.
Everyone is encouraged to participate in recycling, primarily office paper, corrugated
cardboard and commingled recyclables (aluminum, glass and plastics 1-7). Additional
space for both activities is suggested but not mandated.

A site visit to identify potential ecological concerns of the above mentioned parcel
resulted in no significant findings.
Florida scrub-jays (Aphelocoma coerulescens) or their habitats were not observed
on the site. In addition, no wetlands, native habitat, or listed species were observed on the
site that would prevent development.
