Subject: Establishment of Village Council Priorities and
Village Manager Objectives; Agenda Item
The Village Council has completed the ranking of the Village
Council submitted Priorities and Village Manager Objectives,
pursuant to the process established by the Village Council and used
previously. A copy of the submitted Priorities and Objectives with
their corresponding alphabetical assignment, as well as the Score
Sheet tabulation for each, is attached for your review.
The top five Village Council Priorities as established by the
Village Council are as follows:
1 . Public Relations plan to sell need for new public facilities.
We need them - we can afford them - we have plans.
2 . Decide on location of new Village Hall and Council Chambers by
end of Fiscal Year 2000 .
3 . Town Meetings about Village Hall and the Public Safety Building
to educate public for the spending of money.
4 . Construction of new Village facilities.
5 . * Coordinate with Jupiter, Palm Beach County and Martin County
to minimize traffic flow - Western Corridor.
5 . * Expansion of Water Department to the North.
*Tie Score. It is recommended that the Village Council adopt only five Priorities upon which to
focus.
The top five Village Manager Objectives as established by the
Village Council are as follows :
1 . Obtain plan for new Village Hall on Tequesta Plaza site from
developer.
2 . Have early Council approval on final plans for Fire and Police
Department renovation or new construction. Remove old water tank
from Village property.
3. Hire engineering firm to develop plans for new Village
facilities - plan A-B-C (to dovetail Village Council Priority) .
4 . Work with ENCON on orderly implementation of sewers in Country
Club.
5 . Successfully complete Tequesta' s construction and demolition
obligations for Tequesta Plaza and Bridge Road.
Once the Village Council establishes the Village Council Priorities
and Village Manager Objectives by the adoption of a motion, staff
will proceed to address the same. Monthly status reports will be
provided to the Village Council on the Village Manager Objectives .
The establishment of Village Council Priorities and Village Manager
Objectives does not mean that other issues will not be addressed
during the course of the next year, but rather that the focus of
the Village Council and Village Manager/Staff for the immediate
future will be on those issues established by the Village Council .
After reducing the Village Council Priorities to a list of five, it
is recommended that the Village Council adopt the following motion:
"Motion to adopt the top five Village Council Priorities and the
top five Village Manager Objectives as submitted by the Village
Manager and as amended during the Village Council discussion
relative to the same.

Jupiter Water Department .
Establish fair price for Jupiter Water customers
Continue annexation efforts either by promotion
of Village services or by State of Florida
legislation.
Become actively involved with NAMAC to secure new
radio system and Central Dispatch. Establish
costs for inclusion in 2001 budget .

LSupport Palm Beach County' s effort to improve
Highway U. S . One and adjacent areas as proposed
by existing "Eastward Ho! " Committee .
Town meetings about Village Hall and the Public
Safety Building to educate public for the
spending of money.
Work with Martin County, Palm Beach County and
Jupiter on Western Corridor.
Expansion of Water Department to the North.
Develop a successful working relationship with
Jupiter, so as to reduce various boundary issues
and present a unified "Northern County" approach
to other problems in the future .
Develop a presentation package showing
advantages, benefits, etc . for those areas of
Palm Beach County not currently a part of the
Village of Tequesta.
Develop public support for creation of our new
Village Hall (to be located in Tequesta Plaza on
Village property) and updated fire/police
facilities .
Work with ENCON, South Florida Water Management
District and Council of Governments to establish
a comprehensive program to revitalize the
Loxahatchee River Basin

Develop plans for future development of Tequesta
Drive and Old Dixie (north side) and west side of
U. S . Highway One north of K-Mart Plaza.

Develop plans to attract developers to our
remaining undeveloped properties along Tequesta
Drive and Old Dixie and U. S . Highway One south of
County Line Road.
