Highlights of Florida Resiliency Conference

Chair Brad Freese attended the Florida Resiliency Conference in September. Attached is a memo
summarizing highlights and information from the conference.

SUBJECT: Highlights of Florida Resiliency Conference
Attended 8.5 sections in three tracks: Smart Planning, Infrastructure, and Energy.
Interesting Highlights and Information:
1.FEMA Grants
a.Hazard Mitigation Grant Program (HMGP). HMGP funds become
available upon a presidential disaster declaration. Local governments may
apply for funding on behalf of homeowners and businesses.
b.Flood Mitigation Assistance Grant Program (FMA). Competitive program,
local governments eligible. Homeowners are eligible (Swift Current
Grant) if they’re covered under the National Flood Insurance Program and
have had repetitive or substantial damage due to flooding.
c.Building Resilient Infrastructure and Communities (BRIC). Local
governments eligible.
2.Local Mitigation Strategy (LMS). Coordinated efforts through Palm Beach
County and local communities to reduce vulnerability to the impacts of natural
and man-made hazards. Provides funding and grant assistance to prioritized
projects.
3.Cedar Key SHOReS Project. A living shoreline success story demonstrating the
resiliency of the Cedar Key living shoreline after the 2023 Hurricane season
(Idalia). A 2023 hurricane season success story: Cedar Key’s living shorelines bolster
resilient community - News (ufl.edu). Partnership with academia??
4.Florida Power and Light. Evolution Program to bolster charging access on public
highways, homes, and commercial locations. FPL will install turnkey level 2
charging at home for $31/month. Palm Beach County is getting about 60 electric
school buses through grant with FPL.
5.Electrification of roads in Central Florida. The Central Florida Expressway
Authority is installing induction charging capabilities into SR 516. New Florida
Highway Section Will Charge EVs as They Pass (govtech.com). ENVISION certification
is similar to LEED but focuses on the health and well-being of communities on a
macro scale.
