HomeMy WebLinkAboutMinutes_Selection Review_9/6/2024 9 .s. 1, MINUTES SELECTION COMMITTEE MEETING VILLAGE OF TEQUESTA, FL SEPTEMBER 6, 2024 10:00 AM VILLAGE HALL CONFERENCE ROOM CALL TO ORDER AND ROLL CALL The meeting was called to order by Clerk Lori McWilliams at 10:13 a.m. and a roll call was taken. Present were: Doug Chambers, Director of Public Works, Nate Litteral, and Wayne Cameron. COMMUNICATIONS FROM CITIZENS There were none. AGENDA ITEMS 1. Explanation Regarding Addendum No. 5 Public Works Director Doug Chambers reviewed the prior meeting explaining exemptions on building permits and the ability for the contractor to eliminate engineering thereby reducing the cost and timeline. Mr. Chambers then detailed the bid process which started in January 2024 where three proposals were received. One was eliminated due to the exclusion of pricing, the second excluded all underground work and was therefore incomplete, the third (Zabbatt Power Systems) was over budget. The committee, at that time, decided to reject all bids, rework the request for proposal (RFP), and place it out for rebids. Zabatt Power Systems was the only company to re-bid. Their first bid was $438,314 with the second bid coming in at $429,251. Mr. Chambers was concerned with the bid being substantially over budget. He suggested not moving forward at this time and researching other options. The generators proposed location near well fields was challenging and researching other locations would be beneficial. He appreciated Zabatt's interest, but was not comfortable moving forward. Committee Member Nate Literal questioned the evaluations max of the budget. Mr. Chambers explained the fixed amount along with the need to go to Council to appropriate funds from reserves. The committee was in agreement to reject all bids in the interest of the Village and the budget constraints. 2. Evaluate and Consider Revised Bid Submittal The committee agreed to reject the bid in the best interest of the Village and the budget constraints.
