Re: Utilities Department Monthly Report – for the November Council Meeting
The Utilities Department monthly report is found below:
Stormwater
FDEP Vulnerability Assessment (VA) Grant/ Project - $95,000 + $50,000= $145,000 grant, 100%
funding from FDEP – this grant is almost complete
o All VA tasks uploaded to FDEP share site for review by FDEP
o Tasks #1-3 and 6-7 have been approved and reimbursement requested
o Tasks #4 and 8 have partial approval
o Task #8 is the final report
Dover Ditch – Shared Project with Town of Jupiter
o Army Corps permit received and SFWMD
o USFWS – US Fish and Wildlife Service permit still on the time clock
o Expect to bid out project in January 2025
Water
Water Treatment Plant Projects - projects are in ongoing stages for the water treatment plant
o Water Treatment Improvements – process, SCADA, efficiency improvements
o 100% plans, specs, permits are complete for the entire list of improvements as a part of the
project
o FDEP SRF loan agreement being prepared for signature by the Village - $5,745,000
o The total cost of the project is estimated to be $6,530,000
o The difference of $785,000 we recommend paying out of reserves because the SRF loans are
primarily earmarked for utilities with lead service and main lines (to meet the LCRR
requirements) and for PFAS projects for utilities with levels over the EPA rule

Water Main Projected and Distribution

o WM#1 & #4 – Tequesta Dr. and Country Club Dr. – substantial completion December 18
o All five tie-ins from the new water main to the existing water distribution system are
complete

o 2 FDEP audit for the SRF loan is scheduled for Tuesday, November 19(James Gergen with
FDEP Tallahassee)
o Construction is winding down – focus is on the service lines and restoration with strong
presence by CEI engineer (Holtz) and Village utilities team
o Conducting field meetings to discuss restoration, FDEP SRF audit, and project status

Martin County – County Line Road Bridge Replacement Project – Our part is relocating two existing
water mains before Martin County starts the project

o Received final plans and specs for review from LRECD the afternoon of October 31due

WM#2 Beach Rd Phase 2
o Plan is to apply for FDEP SRF loan funds at the February quarterly meeting –request for
inclusion – the November FDEP 2024 quarterly meeting was canceled
o Documents/ required updates to bring to the February 2025 quarterly “request for
inclusion” meeting
Updated “Facilities Plan” (FDEP format)
Updated “Financial Plan” (FDEP format)
Hold a public meeting for the new plans

Miscellaneous
o Michael McDonough and David Tinoco both received STAR
awards for outstanding customer service for responding to a
customer complaint on the Sunday before Hurricane Milton
in October
o Rainy Day Savings – this is a great benefit from the Village to
get people used to saving (matching money for the first year
of savings in an account) – we had at least four people from
STAR Award – Michael and
David with Marjie
