Conceptual Presentation From JIB Club Marine For A 921 Square-Foot Expansion To The Existing
Ship Store Building.
The JIB Club and Marina currently operates a 29-slip marina at 46 Beach Road. The existing marina
has several features which support marina operations including: a 398 square-foot ship store,
restrooms, pool, and laundry facility. The site has historically operated with 24 parking spaces, which
is technically well below what the Village of Tequesta code requires. JIB Club would like to add a
second story above the existing ship store building. According to the applicant's narrative, the second
story "is intended to provide a much-needed office for the marina manager, as well as to provide
storage for miscellaneous marina equipment and supplies needed for the daily operations of the
facility". Village staff does not believe that the proposed expansion will add any increased parking
demand to the site. It will be used for internal operations of the marina.
Due to the shortage of code required parking spaces on site, the proposed expansion cannot occur
without either a zoning text amendment or zoning variance. The site is currently required to provide
46 parking spaces but only has 24 spaces. The Village's code requires 1.5 spaces for each boat slip
for marina facilities and 1 space per 250 square feet of retail. The property is considered to be non-
conforming for parking and therefore cannot be expanded without the provision of new parking
spaces, or either a zoning variance or zoning text amendment. Since there is no ability to provide
additional parking spaces, the applicant has stated "that a zoning text amendment to reduce the
amount of required parking spaces for marina use to be more in-line with surrounding municipalities,
would be the cleanest way to reach consistency with the code."
Staff has done a preliminary review of marina parking standards in nearby municipalities, and the
Village does have the most restrictive code requirements. Jupiter requires 1 space per wet slip,
Riviera Beach requires 1 space for every 2 wet slips, North Palm Beach requires 2 spaces for every 3
wet slips, Martin County requires 1 space per 5 wet slips, and Palm Beach County requires 1 space
per wet slip. Marina facilities are only allowed as a special exception in the R-2 and R-3 zoning
districts on properties that are contiguous to the Intracoastal Waterway. JIB Club is the only marina in
the Village, and it is unlikely that any others will be constructed in the future due to the lack of
available waterfront properties in the R-2 and R-3 zoning districts.
A conceptual presentation is required any time a zoning text amendment is used for a development
project. If the applicant decides to move forward with the project, they will be seeking a special
exception, site plan approval, and zoning text amendment.

Preliminary Project Description

2GHO, Inc, requests Village Council's initial thoughts on the project team's proposed minor
expansion of a 1.60-acre site located at 46 S. Beach Road in the Village of Teq uesta. The
property has an existing land use of Medium Density Residential, and a zoning designation
of R3; Multiple Family Dwelling District. Currently, the existing JIB Yacht Club and Marina
operates on the subject site.
The owner is proposing to construct a 921 s.f. addition above the existing Ship Store. The
addition is intended to provide a much-needed office for the marina manager, as well as
to provide storage for miscellaneous marina equipment and supplies needed for the daily
operations of the facility. Currently, the Owner works on financial & business elements of
the marina in front of patrons in the ship store; which is not an ideal situation. While the
proposed conceptual site plan captures existing conditions on the property, no other site
changes are proposed.
When preparing the site plan for the J B Yacht Club & Marina, it was realized that the site
is deficient on parking spaces, per the Vi I lage's code. There are currently 24 parking
spaces provided on site. Based on the Vi I lage's parking code, the site is required to provide
1.5 spaces/slip which equates to 44 spaces. It is important to note, that the additional
office square footage will not create any additional intensity for the property, as the space
will be used for the existing staff of the marina and is NOT intended for additional
employees. In an effort to rectify this existing nonconformity based on code requirements,
the project team believes that a zoning code text amendment to reduce the amount of
required parking spaces for marina use to be more in-line with surrounding municipalities,
would be the cleanest way to reach consistency with the code.
