The reverse osmosis product water is high in hydrogen sulfide. This gas is removed by a degasifer and scrubber system. The system produces a waste stream that is sent to the sewer line. This waste stream is high in mineral content which in turn caused scaling to build up in the line. Unfortunately, there is a section of pipe that is now completely blocked and needs to be removed. This pipe is 10 ft. deep and approximately 6 ft. from the building. Therefore, this job requires extra safety measures and special attention to not disturb the buildings foundation. For that reason several companies refrained from biding this job. We received three quotes: Johnson Davis - $53,382 Deevan - $23,940 Du-all Plumbing- $18,925 Du-all Plumbing did not include repairing the asphalt after the pipe repair is done. The utilities team would like to move forward with Deevan. Deevan has performed quality work for us in the past and has the experience and ability to perform this job even if unforeseen challenges were to come up. PUBLIC RECORDS. In accordance with Sec. 119.07011 Florida Statutes, CONTRACTOR must keep and maintain this Agreement and any other records associated therewith and that are associated with the performance of the work described in the Proposal or Bid. Upon request from the Village's custodian of public records, CONTRACTOR must provide the Village with copies of requested records, or allow such records to be inspected or copied, within a reasonable time in accordance with access and cost requirements of Chapter 119, Florida Statutes. A CONTRACTOR who fails to provide the public records to the Village, or fails to make them available for inspection or copying, within a reasonable time may be subject to attorney's fees and costs pursuant to Sec. 119.0701, Florida Statutes, and other penalties under Sec. 119.10, Florida Statutes. Further, CONTRACTOR shall ensure that any exempt or confidential records associated with this Agreement or associated with the performance of the work described in the Proposal or Bid are not disclosed except as authorized by law for the duration of the Agreement term, and following completion of the Agreement if the CONTRACTOR does not transfer the records to the Village. Finally, upon completion of the Agreement, CONTRACTOR shall transfer, at no cost to the Village, all public records in possession of the CONTRACTOR, or keep and maintain public records required by the Village. Municipal Solutions/Colin Baenziger & Associates conducted a 2006 survey, Cody & Associates did the 2012 survey, and HR Compensation Consultants (HRCC) conducted the last study in 2018. Due to its simplicity, suitability and effectiveness, HRCC's pay structure was adopted in 2018, and having received training and templates to allow us to internally analyze and slot newly created or revised job descriptions, the structure has worked well for the Village over the past 6 years. We are now at a critical juncture however, especially with regards to issues of internal equity, due in part to the recent union negotiations outcomes, and a new study is essential at this time. As it's important for stability purposes to keep the current framework in place, HRCC was contacted directly and asked to submit a proposal for the Village's consideration. The attached Agreement for Services includes a cost of$19,720 to evaluate 55 unique jobs, which also includes their collection of comparative data from 10 surrounding municipalities. An additional flat fee of$1,950 (inclusive of travel) may be incurred, should the Village require Council presentation. HR is recommending the approval of the Agreement between HRCC and the Village, to commence February 2025. In accordance with Sec. 119.07011 Florida Statutes, CONTRACTOR must keep and maintain this Agreement and any other records associated therewith and that are associated with the performance of the work described in the Proposal or Bid. Upon request from the Village's custodian of public records, CONTRACTOR must provide the Village with copies of requested records, or allow such records to be inspected or copied, within a reasonable time in accordance with access and cost requirements of Chapter 119, Florida Statutes.
