ENVIRONMENTAL ADVISORY COMMITTEE (EAC) MEETING
VILLAGE OF TEQUESTA, FL
SEPTEMBER 11, 2024 2:00 PM VILLAGE COUNCIL CHAMBERS
CALL TO ORDER AND ROLL CALL
The meeting was called to order by Chair Brad Freese at 2:00 p.m. A roll call was taken by
Planner Meg Wyble.
Present were:
Brad Freese, Clay Damon, Jill Wenta, Russ Redman, Thomas G. Bradford, and Wade Chance.
Late were:
Absent were:
Michelle Shearouse.
APPROVAL OF AGENDA
MOTION: Vice-Chair Bradford made a motion approval of the agenda; with addition of EAC
related question posed in the citizen survey. EAC Member Wenta seconded the motion. Carried
unanimously 6-0 (absent: EAC Member Shearouse).
COMMUNICATIONS FROM CITIZENS
No communication from citizens.
PRESENTATIONS
1. Presentation From Loxahatchee River Environmental Control District Executive
Director Dr. Albrey Arrington.

2. MINUTES:August 14 Meeting
MOTION: Vice-Chair Bradford made a motion to approve the Consent Agenda as
presented. EAC Member Damon seconded the motion. Carried unanimously 6-0 (absent:
EAC Member Shearouse).

OLD BUSINESS
3. Update on 711712024 ribbon cutting and trail tour at the Jupiter Inlet Lighthouse
Outstanding Natural Area (JILONA).
Chair Brad Freese provided an update on the Jupiter Inlet Lighthouse Outstanding
Natural Area. Chair Freese indicated to the Committee that JILONA is looking for
volunteers to help in the natural area. Vice Chair Bradford recommended using the
Village's Smoke Signal Newsletter to broadcast that to the community.
4. Update on 712912024 Village Council workshop to review EAC activities from past
year.
Vice Chair Bradford reported that the Village Council was happy with the Environmental
Action Committees performance this past year. Mayor Molly Young along with Council
encouraged the EAC to explore evening meetings.
5. Living Shoreline Code Update

6. Discussion on State of Florida's Plan's To Put Golf Courses in Jonathan Dickinson
State Park
7. EAC Discussion and action items to council addressing the August and September
presentations.
A. Coral Reef Bleaching
B. CERP Loxahatchee River Watershed Restoration Project
C. Jupiter Narrows Restoration Project
D. Loxahatchee River Environmental Control District
Jupiter Narrows Presenter Sue Panella reached out requesting a signatory partnership
from the Environmental Action Committee for the Coastal Partnership Initiative Grant.
The Committee decided it would make a recommendation to Village Council to support
the project.
MOTION: Vice-Chair Bradford made a motion made a motion to recommend the Jupiter
Narrows Signatory Partnership for the Coastal Partnership Initiative Grant. EAC Member
Wenta seconded the motion. Carried unanimously 6-0 (absent: EAC Member
Shearouse).
8. Blue Carbon: Mangrove Restoration Efforts for GHG Reduction, Shoreline
Protection, and Healthy Habitats.

Chair Brad Freese shared with the Committee the importance of the Mangroves and
challenged the group to think of ways to encourage Mangrove plantings, by reaching out
to local environmental groups and researching grant programs that could enhance the
Villages impact.
9. Follow Up Discussion on Waste Management Presentation
10. 2024 Florida Resilience Conference Update
Chair Freese sought recommendations from the Committee for the upcoming
Conference.

seconded the motion. Carried unanimously 6-0 (absent: EAC Member Shearouse).
