HomeMy WebLinkAboutMinutes_Environmental Advisory Committee_11/13/2024 MINUTES ENVIRONMENTAL ADVISORY COMMITTEE (EAC) MEETING VILLAGE OF TEQUESTA, FL NOVEMBER 13, 2024 2:00 PM VILLAGE HALL CALL TO ORDER AND ROLL CALL The meeting was called to order by Chair Brad Freese at 2:OOpm. A roll call was taken by Planner Meg Wyble. Present were: Michelle Shearouse, Brad Freese, Clay Damon, Jill Wenta, Thomas G. Bradford, and Wade Chance. Absent were: Russ Redman. APPROVAL OF AGENDA Chair Brad Freese made a motion to adjust the order of presentations to better suit the needs of the Board. Proposed updated order: 1. "Green Incentives" Presenter: Meghan Wyble 2. "Village of Tequesta Tree Code, Prohibited Species List" - Steve Parker, Village of Tequesta's Landscape Architect. 3. Reef Arches: Nature-based Engineering Structures Promoting Living Shorelines - Nick Bourdon, Co-Founder and Director of Environmental Development of Reef Arches. 4. "MANG Mangrove Ecosystem Restoration: Improving Water Quality, Marine Habitat, Resilient Shorelines, and Carbon Capture." - Keith Rossin, Co-Founder and Chief Restoration Officer of MANG. Vice Chair Tom Bradford made a motion to approve the agenda with modified order of presentations, Member Jill Wenta second the motion. Motion passed unanimously. COMMUNICATIONS FROM CITIZENS No citizen comment. PRESENTATIONS 1. "Green Incentives" Presenter. Meg Wyble 2. "Village of Tequesta Tree Code, Prohibited Species List"-Steve Parker, Village of Tequesta's Landscape Architect Page 1 of 3 MOTION: EAC Member Damon made a motion to incorporate the provided Invasive Species Tree List from FISC, with the Village's current Prohibited Species List, including specific tree recommendations from the Village Landscape Architect EAC Member Shearouse seconded the motion. Carried unanimously 5-0 (absent: Regular Member Seat 5 Redman). 3. Reef Arches: Nature-based Engineered Structures Promoting Living Shorelines.- Nick Bourdon, Co-Founder and Director of Environmental Development of Reef Arches. 4. MINUTES: September 11, 2024 MINUTES:August 14, 2024 MOTION: Vice-Chair Bradford made a motion to approve the Consent Agenda, including minutes from September 11, 2024 and August 14, 2024, as presented. EAC Member Shearouse seconded the motion. Carried unanimously 5-0 (absent: Regular Member Seat 5 Redman). END OF CONSENT AGENDA REGULAR AGENDA OLD BUSINESS 6. EAC Discussion to Finalize Recommendations for Tequesta Tree Code NEW BUSINESS 7. Update on Jupiter Narrows Conservation Alliance and Village of Tequesta Grant Application Community Development Director Jay Hubsch provided an update on the Jupiter Narrows Conservation Alliance, he reports that the Alliance has agreed to complete the Grant writing, maintenance, and funding for the project. 8. Mangrove Restoration Program: Early discussion/framework for program aimed to motivate and incentivize Tequesta homeowners to plant Mangroves. Chair Brad Freese requested that the Committee contemplate what the "Living Shoreline Grant" program would look like and be ready to discuss next meeting. 9. Highlights of Florida Resiliency Conference Page 2 of 3 Chair Brad Freese provided a synopsis of the Florida Resiliency Conference.
